 Background:

Supporting the Project Medical Referent through delegated tasks and responsibilities including defining, planning, and monitoring of medical activities and in the coordination of resources required to en-sure quality of care provided by MSF.



 
 Duties and responsibilities:

  • Support the PMR in the overall functioning of the medical programs in the project through delegated tasks and fully assuming the PMR responsibilities and accountabilities in case of absence.
  • Monitor and evaluate medical programs and regularly suggest improvements if needed.
  • Visit the project sites regularly in consultation with PMR to support health teams and to ensure compliance with MSF protocols and guidelines.
  • Participate in exploratory missions and situation assessments to identify healthcare needs when required.
  • Assist the PMR in the annual planning process, budget review, project proposal and reports to donors.
  • Responsible for ensuring that the HR requirements (recruitment, training, evaluation, leave management, etc.) are met for the medical team in the project.
  • Representation of MSF with MoH and other health partners as delegated by the PMR/MTL.
  • Assist in the collection, analysis and reporting of health data in the projects.
  • Assist PMR in pharmacy management and in the international medical order management.
  • Substitute doctors, nurses and paramedical staff if necessary.
  • Assist the PMR in the correct implementation of staff health policies at project level.
  • Perform any other relevant tasks assigned by his/her supervisors as necessary.

The Omdurman Secondary Healthcare Project: MSF supports three facilities in Karari in North Omdurman since June 2023 – the Al Nao Hospital, Al Saudi Maternity Hospital and Al Buluk Paediatric Hospital. The support has been focused on emergency and trauma care with focus on care provision, patient flow, IPC and medical and paramedical services directly related to medical and surgical emergencies through payment of staff incentives, supporting operational costs and clinical governance. MSF also supports with waste management and water and sanitation facilities in Al Nao and Al Saudi Hospitals. In addition, MSF in Omdurman also has the ambition to work in primary health and undertake community engagement. The medical activities are overseen by the Medical Team Leader (MTL) who works closely with a Medical Activity Manager (MAM), a Nursing Activity Manager (NAM) and a Water and Sanitation Manager (WatSan) based in Omdurman and a Midwife Activity Manager (MWAM) based in Port Sudan.

 

The purpose of the Deputy Medical Team Leader (MTL Dep) is to act as focal point between the medical teams and to represent the MTL in meetings. The MTL Dep will not replace or cover the MTL during gaps or absences unless delegated during specific instances. The MTL Dep will focus specifically on the following tasks

 

Management

  • The MTL Dep is an active member of the hospital management team (HMT) and is responsible to bring the MAM, NAM and MoH counterpart (Medical Manager and Matron) together for weekly meetings and is the keeper of the minutes of these meetings.
  • The MTL Dep is responsible for liaising with MoH data officers and to ensure the completeness of the data being reported and to raise issues related to data to the MTL.
  • The MTL Dep in collaboration with MoH pharmacy team will monitor consumption including regular medication and donations and provide timely consumption information.
  • In the event that MSF extends support through community based activities to act as the focal person between the MTL and the outreach/community-based teams.

Representation

  • In collaboration with Deputy PC, secure invitations to state level health related clusters/meetings through negotiations with appropriate SMoH counterparts and represent the MSF in these meetings. 
  • Represent MSF in meetings with the Hospital Director at al Nao, al Saudi and al Buluk Hospitals, State Ministry of Health and External Actors in Omdurman, including maintaining an up-to-date actor map and contact list. 

Improvement Plan

  • Actively participate in the hospital improvement plan and function as the owner of clinical governance tools related to the outlined improvement plan by monitoring activities and updating these tools regularly with input from the MAM, NAM and their MoH counterparts. 
  • Participate in briefing of new arrival international staff on medical activities, responsibilities and procedures at the different facilities. In this regard, to be aware of the administrative procedures of the different facilities.
  • Participate in staff evaluations under his/her responsibility in collaboration with the MAM, NAM and MWAM with a specific focus on maintaining and compiling attendence sheets.

Institutional Memory

  • To develop, maintain and act as the custodian of a document that records major medical administrative events and decisions in the project.
  • Support the MTL with the development of a community engagement strategy and activities in collaboration with the SMoH representatives responsible for primary health care and surveillance. 

Reporting

  • Contribute to the monthly medical reports with a specific column detailing various activities under the MTL Dep responsibility.
  • Ensure the epidemiological surveillance inside the health area - participate in an exploratory mission or needs assessment of the population when needed

*Medical library - Responsible for medical library – guidelines, protocols and hospital documents (SOPs, nursing indices, continuation sheet etc.) - Ensure the availability of reference guideline in each department – both MSF and Sudan MoH. In collaboration with Logistics, responsible for the presence of appropriate signage at critical areas through the areas of MSF support. The candidate may also be asked to translate medical documents between English and Arabic.

 

This is an evolving project and the medical team demands behavioural flexibiltiy as one of the candidates competencies. The candidate must be willing to take on roles beyond what may be explicity defined in this job description. 


 
 Minimum Qualification, Skills and Experience Required:

Education :    Medical doctor or nursing or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies.

Experience: Minimum 2 years of work experience related to the degree/diploma.

                      Diverse and strong health knowledge including at least 1 year working in humanitarian settings with MSF (or another humanitarian organization) in the field

Languages: Essential arabic and English languages . An additional language is desirable.

Knowledge : Essential computer literacy (word, excel and internet).
