Background: Functional Summary The purpose of the position is supporting the design, planning, implementation, monitoring and evaluation of all QRCS Sudan WASH programs. The QRCS Sudan WASH programs focuses on dignified and secure access to WASH services in communities and public institutions through infrastructure construction, rehabilitation, and inputs provisions.

Duties and responsibilities:
Under the guidance and supervision of the QRCS Sudan Head of Programs (HoP), the WASH Coordinator is expected to satisfactory deliver the following key functional areas of responsibilities through the respective specific tasks: Strategy and Program Development: - Gather and analyze WASH related data from the currently and proposed targeted populations, as part of integrated or joint needs assessments and use this in response analysis to develop contextually appropriate, technically sound new projects and inform advocacy efforts.
- Ensure all relevant stakeholders are included in the planning, implementation, monitoring, and evaluation of projects as appropriate.
- Lead the development of sound and evidence-based WASH project concept notes, proposals and budgets for new projects/extensions of projects. Maximize integrated response upon close coordination with other sector coordinators.
- Ensure the adherence to CHS 2024 commitments, SPHERE standards, and WASH technical standards. In collaboration with MEAL Coordinator develop and maintain WASH-specific monitoring tools.
- Upon request, support the HoP on donor engagement and fundraising for WASH programs.
Program Implementation and Management: - Overall responsibility of effective and efficient management of the WASH projects consistent with project cycle management (including reporting to the desired quality and standard) to ensure effective implementation (on time, on track, on budget)
- Periodically plan and deliver field visit to WASH project targeted areas – earlier plan the visits with clear objectives ensuring the line manager’s approvals. Ensure satisfactory achievement of the visits’ agreed outcomes.
- Provide technical and implementation support to:
- QRCS Sudan office (e.g. prepare/review WASH and other infrastructure designs and BoQs, assist in preparation of WASH tender documents and analysis of technical/financial bids)
- Engaged partners, contractors, and service providers (e.g. providing instructions on work plan, verifying expense/procurement,
- Closely supervise the WASH works executed by the contractors/service providers and provide timely support through identifying the corrective works and follow with contractors to ensure all contracted works are executed in satisfactory manner (as per the agreed designs and technical specifications)
- Ensure monitoring data is collected, analyzed, included in QRCS MEAL system, and used to adapt programs as required. Identify and document WASH related learnings and propose adjustments of WASH programs as required.
- Ensure WASH projects and interventions are implemented as per the proposed approaches, activities, timelines, and budget, referring to project proposals, log-frames, implementation plans and budget.
- Prepare and submit periodic reports on all WASH projects and Interventions as per the required reporting templates and pre-set reporting timelines.
Finance, Logistics and Human Resources: - Adhere the financial, logistical, and human resources procedures as stated on the respective policies, guidelines, and standard operation procedures (SOPs)
- Raise all requests for WASH procurements and monitor the supply delivery and/or work progress made by the suppliers and contractors respectively and raise requests for payments based on the actual deliverables and relevant contractual articles (seek HoP’s and/or Logistics Coordinator’s support when required).
- Periodically monitor the financial expenditures of all WASH projects and interventions. Ensure timely submission of accurately developed procurement plans and spending plans.
Coordination and Representation: - In coordination with other sector coordinators, explore the options of developing, designing, planning and implementing integrated and multisector programs, including WASH interventions. Moreover, keep coordinating with program support teams to ensure timely effective support to WASH projects.
- Participate in QRCS team joint field visits for different purposes and contribute to the achievement of the joint visits’ objectives.
- Actively participate in WASH cluster meetings at national and state level (when you are visiting the states). Ensure our WASH projects are well-coordinated with other actors’ similar projects.

Minimum Qualification, Skills and Experience Required:
- Master degree in Civil Engineering, Water Engineering, and/or WASH similar field) or an European university.
- without a master's degree, the years of experience are 8 years with continuous work in the specified field.
- At least Five years’ experience from a senior level project/program implementation position is a humanitarian/recovery context (preferably previous experience in WASH related issues in Red Cross and Red Crescent movement, NGOs, UN Agencies is preferable.
- Management of humanitarian and WASH guidelines and manuals such as SPHERE
- Practical experience in budget planning and management
- Language – proficiency in Arabic and English (written and spoken)
- Basic computer and typing skills; Excel, Word, Email and AutoCAD.
- Demonstrated ability to work as part of a team in a cross-cultural environment.
- Excellent facilitation skills and willingness to deliver WASH trainings and other presentations to partners, technical counterparts as well as targeted communities.
