Duties and responsibilities:
Under the guidance and supervision of the QRCS Sudan Head of Programs (HoP), the Food Security and Livelihood (FSL) Coordinator is expected to satisfactory deliver the following key functional areas of responsibilities through the respective specific tasks: Strategy and Program Development: - Design and lead required needs assessments, baselines, mid-term reviews and evaluations related to FSL, submit timely assessment / analysis reports.
- Gather and analyze FSL related data from the currently and proposed targeted populations, as part of integrated or joint needs assessments and use this in response analysis to develop contextually appropriate, technically sound new projects and inform advocacy efforts.
- Ensure all relevant stakeholders are included in the planning, implementation, monitoring and evaluation of projects as appropriate.
- Explore the opportunities for developing and designing FSL programming building on globally recognized and/or practically demonstrated methodologies aiming at sustainable livelihood.
- Lead the development of sound and evidence based FSL project concept notes, proposals and budgets for new projects/extensions of projects. Maximize integrated response upon close coordination with other sector coordinators. Take steps to document lessons learnt from the FSL projects to inform the new projects’ design and wider dissemination.
- Ensure the adherence to CHS 2024 commitments, SPHERE, LEGS standards, and FSL technical standards. In collaboration with MEAL Coordinator develop and maintain FSL-specific monitoring tools.
- Upon request, support the HoP on donor engagement and fundraising for FSL programs.
Program Implementation and Management: - Overall responsibility of effective and efficient management of the FSL projects consistent with project cycle management (including reporting to the desired quality and standard) to ensure effective implementation (on time, on track, on budget)
- Periodically plan and deliver field visits to FSL project targeted areas – earlier plan the visits with clear objectives ensuring the line manager’s approvals. Ensure satisfactory achievement of the visits’ agreed outcomes.
- Provide technical and implementation support to:
- QRCS Sudan office (e.g. assist in preparation of FSL tender documents and analysis of technical/financial bids)
- Engaged partners, and service providers (e.g., verifying expense/procurement of FSL supplies and services, provide technical and programmatic support to implementing partners)
- Closely supervise the FSL supplies, services and works executed by suppliers, contractors and service providers; and provide timely support through identifying the corrective works and follow with contractors to ensure all contracted works are executed in satisfactory manner (as per the agreed designs and technical specifications)
- Monitor program progress against both programmatic and budgetary targets. Ensure monitoring data is collected, analyzed, included in QRCS MEAL system, and used to adapt programs as required. Identify and document FSL related learnings and propose adjustments of FSL programs as required.
- Ensure FSL projects and interventions are implemented as per the proposed approaches, activities, timelines, and budget, referring to project proposals, log-frames, implementation plans and budget.
- Conduct regular project progress review including progress against objective, indicators, activities as well as budget vs actual and report to HoP on the project progress.
- Prepare and submit periodic reports on all FSL projects and Interventions as per the required reporting templates and pre-set reporting timelines.
Finance, Logistics and Human Resources: - Adhere the financial, logistical, and human resources procedures as stated on the respective policies, guidelines, and standard operation procedures (SOPs)
- Raise all requests for FSL procurements and monitor the supply delivery and/or work progress made by the suppliers and contractors respectively and raise requests for payments based on the actual deliverables and relevant contractual articles (seek HoP’s and/or Logistics Coordinator’s support when required).
- Provide necessary technical training and develop appropriate technical guidelines and materials to QRCS and partner’s staff.
- Periodically monitor the financial expenditures of all FSL projects and interventions. Ensure timely submission of accurately developed procurement plans and spending plans.
Coordination and Representation: - In coordination with other sector coordinators, explore the options of developing, designing, planning and implementing integrated and multisector programs, including FSL interventions. Moreover, keep coordinating with program support teams to ensure timely effective support to FSL projects.
- Ensure effective stakeholder participation throughout the project implementation.
- Participate in QRCS team joint field visits for different purposes and contribute to the achievement of the joint visits’ objectives.
- Actively participate in FSL cluster meetings at national and state level (when you are visiting the states). Ensure our FSL projects are well-coordinated with other actors’ similar projects.

Minimum Qualification, Skills and Experience Required:
- Master’s degree (B.Sc.) in Agriculture, Social Sciences, Development studies, Rural Development, Livelihoods, Economics, and/or related disciplines.
- At least five years’ experience from a senior level project/program implementation position in a humanitarian/recovery context (preferably previous experience in FSL related issues in Red Cross and Red Crescent movement, NGOs, UN Agencies is preferable)
- Management of humanitarian and FSL standards and guidelines such as SPHERE and LEGS
- Practical experience in budget planning and management
- Language – proficiency in Arabic and English (written and spoken)
- Basic computer and typing skills; Excel, Word, Email, etc.
- Demonstrated ability to work as part of a team in a cross-cultural environment.
- Excellent facilitation skills and willingness to deliver FSL training and other presentations to partners, technical counterparts as well as targeted communities.
