Background: Triangle Generation Humanitaire (TGH) is an international, non-partisan, and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non-discrimination. TGH launched its mission in Sudan in 2004, in response to the Darfur conflict. Since then, TGH has been implementing projects in food security, water supply, sanitation, hygiene promotion, Child Protection, Shelter, and education.

Duties and responsibilities:
Overall responsibility/ overall purpose of the positionThe WASH/Shelter Deputy Project Manager is responsible for: - Revitalize the link between the bases and the link with the Head of WASH/Shelter Programs.
- Strengthening the planning of WASH activities at the field level;
- Participating in the design of a coherent WASH strategy in the mission
- Continue the self-reliance process of the local staff, under the supervision of the Head of Program.
S/he represents Triangle Génération Humanitaire (TGH) in the field with professionalism, honesty, and commitment. Responsibilities and related tasksCoordination and relations with external stakeholders Related tasks: - Liaise with the local partners involved in WASH activities and with the Government departments (mainly WES) and ensure smooth communication with them
- Ensures timely and effective coordination of emergency operations with all TGH staff concerned, OCHA, relevant UN agencies, sector partners, local authorities and donors.
- Participate in meetings with the stakeholders involved in WASH sector
- Ensure that the agreements with the stakeholders or partners are formal, filed and archived properly
- Ensure that TGH relations with the local communities are cooperative and based on trust
Program development and strategy definition Take part in the WASH/Shelter strategy definition to develop WASH/Shelter activities and ensure the coherence of TGH WASH/Shelter intervention in Sudan. Related tasks: - Participate in the preparation of project proposals (logical frame and budgeting) and the definition of TGH WASH/Shelter strategy.
- Support WASH/Shelter teams and Community Mobilizers in collecting, aggregating, and analyzing project baseline and monitoring data to provide to the Head of WASH/Shelter Programs with updated information for project proposal writing.
- Conduct and support the WASH/Shelter teams with regular field assessment and evaluation to identify gaps and propose solutions to fill them.
- Design an initial emergency and preparedness WASH response plan based on need assessment results and information shared by the WASH sector.
- Responsible to propose and guarantee quality approach mechanisms are in place for the projects to ensure transparency and accountability of TGH activities.
- At the field level, responsible for ensuring that the project achieves the required results and all the projects’ docs are proper archived.
Program monitoring and evaluation Make sure that TGH activities are beneficiary-oriented and are implemented as effectively as possible, and that the TGH project objectives are achieved. Related tasks: - Know the ongoing projects, and plans and prioritize the activities in coordination with the Head of WASH/Shelter Programs, and oversee their implementation.
- In coordination with the WASH/Shelter Manager, design and update the annual WASH activity plan throughout the duration of the projects and report the adjustments to the WASH/Shelter Head of Programs as regularly as possible (minimum: monthly basis).
- Validate the monthly planning produced by WASH/Shelter Managers.
- Visit all TGH region bases regularly lead monitoring and evaluation missions and share the reports.
- Identify the specific needs of each target location, technically define the work to carry out, and supervise its implementation.
- Ensure that WASH/Shelter teams understand the project proposals and undertake their duties accordingly.
- Support the WASH teams at the field level both technically and management-wise.
- In collaboration with WASH/Shelter teams, share regular activities implementation photos.
- Co-operate in the supervision of partner organizations according to TGH partnership agreements.
- Keep track of local partners' ongoing activities and receive monthly reports from the local partners.
- Plan his/her movements for the duration of the programs, update the plan monthly, and report it to the Head of WASH/Shelter Programs.
- Validate the activity plans of the WASH/Shelter Managers.
- In coordination with the WASH/Shelter Managers, participate in the design of training on water points management and operation, shelter, sanitation, and hygiene promotion.
- Organise Coordination Meetings with the WASH Managers on a weekly basis depending on the program needs and the general planning. Weekly meeting minutes are to be shared with the Head of WASH/Shelter Programs.
- Contribute to improving the monitoring and assessment tools related to WASH activities.
Reporting/Communication/Representation Ensure timely and accurate submission of reports and communicate regularly and precisely with the WASH Manager and Head of WASH/Shelter Programs. Related tasks: - Send timely and complete weekly reports and activities planning.
- Send timely and complete monthly reports.
- Inform the line management about the progress in the activity implementation as regularly as possible, whenever deemed important, and/or upon request.
- Participate in the report-writing of WASH/Shelter projects as requested/needed.
- Write specific activity reports and amendments (including any annexes relating to specific activities) when relevant and/or upon request of the line management.
- Report the outcomes of external and internal meetings to line management andthe relevant team members.
- Ensure that WASH/Shelter monitoring and follow-up tools are regularly sent to line management by WASH Managers.
- Capitalize resources, tools, and experiences related to WASH/Shelter activities.
- Pass upward to the Head of WASH/Shelter Programs any information on the security situation or on any event that could impact TGH activities and the safety of the teams.
Administrative and Logistics Tasks Cooperate with the Administrative and Logistics Departments in order to ensure the effective and smooth implementation of the activities Related tasks - Ensure that, within the frame of WASH/Shelter activities, TGH Logistic and Financial procedures as well as donor requirements are adhered to at all times.
- Ensure that the technical content of the PR is raised by WASH Managers and that they match with the procurement plan.
- Participate in the project budget plan and purchase plan.
- Validate and/or issue PO in accordance with the plans and ensure that any expenditure for WASH/Shelter activities is in line with the proposals.
- Follow up the procurement process of WASH/Shelter items, materials, and equipment in coordination with the Log Coordinator.
- In coordination with the WASH/Shelter Managers, plan the annual leaves and appraisals for the entire WASH/Shelter teams.
- Make sure that the communication between the WASH/Shelter and the Log or Admin departments is smooth at the base and support the relevant staff for this purpose.
- In collaboration with the Head of WASH/Shelter Programs, and the administrative department, support the preparation of administrative documents (MoU, handover, service agreement, … etc.) to be jointly signed with government authorities, communities, or partners.
Capacity-building Focus on the quality of his/her work, seize the opportunities provided by TGH to enhance his/her performance, and make efforts to improve his/her skills, knowledge, and attitudes. Contribute to the capacity-building of his/her team members, especially WASH Managers. Related tasks: - Actively contribute to the definition of the WASH/Shelter team composition and competencies required for quality program management. Participate in all aspects of the recruitment process and contribute to the follow-up and evaluation of the WASH/Shelter team.
- Defines capacity-building contents and when applicable identifies external and internal training opportunities on technical aspects, sector standards and guidelines, donor’s guidelines, monitoring & reporting, participatory approach, mainstreaming of protection, gender, environment and accountability to populations.
- Contributes directly to capacity building of program teams, local partners, and government counterparts through continuous support on daily management and through specific training sessions.
Interim Replace WASH managers if needed. Any other task/duty that is necessary for the good implementation of WASH activities in the mission may also be required. PSEA & Safeguarding: - Facilitate awareness campaigns on PSEA (Prevention of Sexual Exploitation and Abuse) to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuse or concerns related to PSEA, including contact information.
- Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy.
Any other tasks assigned based on TGH project needs. And any other tasks assigned by line manager or technical supervisor related to the project implementation needs.

Minimum Qualification, Skills and Experience Required:
Personal SpecificationKnowledge and skills required - University degree in a Scientific field or other relevant fields; B.C degree is an asset
- Minimum 5 years of work experience in an INGO with at least 2 years of work experience in WASH/Shelter senior project management, including experience in emergency WASH operations; experience in Darfur is an asset.
- Ability to work on AutoCAD, EPANET WaterCAD and/or other water systems design software.
- Expert in water systems (construction and management) suitable for either emergency or recovery/ development contexts, community water management and sanitation (latrines, waste management, hygiene, and water-borne diseases).
- Proficient in English (written and spoken).
- Excellent writing and translating skills (including reporting skills)
- Advanced knowledge and use of Windows Office (Excel, Word, Outlook)
