 Background:

Defining, coordinating and monitoring all pharmacy related activities in the project area including management of staff, according to MSF protocols, standards and procedures and the mission’s pharmacist and Medical Coordinator’s guidelines, in order to ensure the proper management and supply of drugs and medical devices



 
 Duties and responsibilities:

  • Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
  • Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including pharmaco vigilance in case of need.
  • Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)
  • Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within project area, to guarantee a good control and up to date data of stock levels and avoid expiries, overstocks and stock outs. Reporting on drug consumption and medical devices dispensed according to protocols, informing on unusual patterns.
  • Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols.
  • Ensuring the collection of data for monitoring and surveillance of optimal quantity  quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.
  • Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, in order to ensure the strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.
  • To define, if needed, training opportunities for the medical staff
  • Carrying out all the reporting tasks associated to his/her field of action and responsibility, ensuring its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

Importation and Clearance processes of Medical goods in Sudan involve the Sudan National Pharmacy Board with specific tasks and roles in quality of Medical items entering in the country to ensure regulations. Therefore, a MSF pharmacist is needed to ensure good collaboration and provide necessary information to the Pharmacy board to smoothen and ease Cargo Clearance. This role is an additional Medical hand to the Supply department. In the absence of Mission Pharmacy Manager, the Project Pharmacy Manager is hierarchically reporting to the Medical Coordinator (who is the overall mission Medical Supply Responsible) and functionally to the Pharmacy Advisor. However, the Project Pharmacy Manager will be closely working with the Supply Mission Coordinator and Supply Team Leader to support the cargo clearance processes and all related tasks. Other key needs for the Project Pharmacy Manager is to provide technical and functional support to Pharmacy Supervisors such that medical supplies from central pharmacy to end user are reliably accurate.

General

  • Performing the regular activities and administrative processes for the Pre-clearance of medical goods for a particular supply office (coordination level) according to MSF protocols and standards in order to ensure the optimal running of the mission.
  • Gap filling for pharmacy positions in the project in case of the absence of the pharmacy supervisor in the project.
  • Provide robust functional support pharmacy Supervisors during times of International Medical Orders  (IMO) of 4M, 8M and 12M
  1. Specific Tasks
  • International Medical Order IMO:
  • Work closely with the National Pharmacy Board to understand all Medical and pharmacy related regulations to Medical good importation.
  • Be the first contact and the link between MSF and the National Pharmacy Board.
  • Technically negotiate with pharmacy board if any new rules and problem arises.
  • Be present in pharmacy board inspections for newly arrived cargo to ensure follow up.
  • Be the focal point reference for controlled drugs storage and management.
  • Support Supply team in inventories of the Medical Stock in the warehouse in line with the international order process.
  • Pay visits to the Warehouse to contribute to quality storage of Medical items in close collaboration with Supply team.
  • Contribute in preparation of historical consumption and Forecasted Medical Consumption (FMC) figures required for quarterly forecasting exercise and other reporting.
  • In cooperation with Logistic support the ordering process and the Total Stock Review (TSR).
  • Contribute to the donation and loan process of medical supplies to and from MSFH and other partners.
  • Support project Pharmacy Supervisors in their relationship with state pharmacy board.
  • Conduct supervisory and supportive field visit to the projects to contribute in capacity building, coaching and mentoring of the Pharmacy Supervisors in the projects.
  • Support to Mission Supply Department
  • In close collaboration and together with Supply Manager, work on Pre-clearance Processes, this include :
  • Double checking all required documents  (including expiry dates) for importation by pharmacy board are provided from APU (CoAs, CoOs and CoCs)
  • Follow up the importation of controlled drugs including filling out necessary forms from pharmacy board and finalizing the pre-clearance from pharmacy board.

  • Collaborate and coordinate with intersectional Pharmacist based in Coordination and other section pharmacists to address any new challenges that may arise.
  1. The following general Accountabilities are not part of this Job Profile :
  • Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
  • Assisting in training of nursing staff regarding dispensing of drugs and their side effects.
  • The above-mentioned activities and responsibilities are not exhaustive, and staff may be assigned additional responsibilities or tasks as required.

 
 Minimum Qualification, Skills and Experience Required:

Education: Essential : pharmacy degree (or equivalent 4-5 years diploma according to the country of origin of the pharmacist).

Experience: Two years, of demonstrated, experience as a pharmacist required in MSF or other NGO’s in developing countries is desirable.

Languages: Arabic and English are essential.

Knowledge: Essential computer literacy (word, excel and internet).
