Background: The International Committee of the Red Cross (ICRC), an impartial, neutral, and independent organization striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Talent Management Officer(Recruitment / LnD / PMD) in Port Sudan. Purpose: Buyer supports the procurement process in a specific country in accordance with ICRC rules and regulations.

Duties and responsibilities:
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
- Understands and adheres to the ICRC Code of Conduct
- Independently carries out ordinary procurement for specific sector(s) up to a certain amount.
- Receives orders from the requester or Supply Chain analyses them and communicates with the requester for further details if needed.
- Maintains a proactive relation with the requesters and Customer Service Desk (CSD)
- Determines source of supply for incoming orders in cooperation with Supply chain according to internal procedures, considering delivery times, transport costs and financial thresholds etc. before placing orders upstream.
- Liaise with other units within the supply chain securing finances, appropriate import-export procedures, transfer, warehousing and reporting of ordered items.
- Responsible for the follow-up process until goods/services are delivered by the supplier.
- Prepares Request for Tender (RFT) and Request for Quotation (RFQ), using detailed Item Specifications, to achieve the right quality for goods to be purchased.
- Prepares selection table (ST) with supporting documents to justify and exhibit transparency in the choice of supplier as per financial guidelines.
- Provides requester and Finance with updated information regarding purchases (amount and timing)
- Ensures that best prices for quality are obtained free of tax and provides relevant exemption certificates to supplier, if necessary, in conjunction with the Finance Department.
- Ensures that proper PO files with all relevant documents are updated.
- Follows the delivery schedule of the goods as per instructions in the purchase contract.
- Ensures all suppliers acknowledge and signing of ICRC general conditions of purchasing and Supplier Code of Conduct.
- Prepares weekly status reports for the orders under process.
- Reports any changes on the local market (availability of goods, shortage, price increase, etc.)

Minimum Qualification, Skills and Experience Required:
• High school diploma. • Certifications in purchasing, procurement or supply-chain management. • Computer proficiency. • Good command of English. • Good knowledge of the local market(s). • 3 years' experience in a similar position. • Good knowledge of and experience with financial rules, procurement procedures and supplier management.
