 Background:

The Safety and Access Officer (SAAO) will ensure the effectiveness of the Safety and Access department in the field. The SAAO will advise on security-related policies and courses of action, make recommendations, and provide support for integrating security considerations into BN programs. Additionally, the SAAO will liaise with local authorities in BN to facilitate the work and movement of ACF staff. The SAAO will also facilitate the implementation of ACF Safety and Security Policy and Standards within programs, driving systemic change in the quality of safety and security management.



 
 Duties and responsibilities:

Objective 1: STAKEHOLDER ENGAGEMENT/NETWORKING

  1. Develop and maintain professional relationships with relevant authorities and stakeholders.
  2. Build positive working relationships with personnel in similar roles at other NGOs/UN agencies.
  3. Attend relevant inter-agency coordination meetings.

Objective 2: SECURITY RISK ASSESSMENTS

  1. Conduct Security Risk Assessments for all new locations to evaluate risks to staff, beneficiaries, or ACF assets.
  2. Assess all potential facilities (offices, accommodation, warehouses, health facilities, etc.), providing recommendations on safety and necessary security enhancements.
  3. Regularly reassess vehicles, facilities, and equipment to ensure compliance with ACF’ standards. Advise on and implement improvements as needed.
  4. Coordinate with program staff on project plans and their relation to security

Objective 3: ACCESS

  1. Continuously monitor access challenges and provide advice on possible solutions.
  2. Maintain up-to-date knowledge of government requirements and processes for travel and project implementation. Lead efforts to acquire necessary permissions.

 

Objective 4: POLICIES AND PROCEDURES

  1. Ensure that revised Safety and Security Instructions, policies, and procedures are approved, publicized, and implemented across the team.
  2. Recommend SOPs and contingency plans to reduce staff risk and vulnerability.
  3. Ensure that contingency plans for Crisis Management, Evacuation, Relocation, Hibernation, and Medical Evacuation are in place, disseminated, and adopted among staff.
  4. Ensure that security procedures are understood and consistently followed. Support the Safety and Security Coordinator/Head of base in addressing non-compliance.

 

Objective 5: INFORMATION COLLECTION AND ANALYSIS

  1. Research and analyze security dynamics in project areas from various local and national sources to produce daily security updates.
  2. Lead regular and ad hoc security meetings/briefings.
  3. Maintain a centralized filing system of security-related documents.
  4. Systematically map all incidents and provide timely analysis to identify emerging trends and inform future security management.
  5. Ensure all new staff receive thorough briefings on SOPs and areas of operation, with updates as needed.

Objective 6: INCIDENT MANAGEMENT and REPORTING RESPONSIBILITIES

  1. Advise on appropriate actions and assist in incident management as needed.
  2. Report information related to Access and safety to the Safety and Security Coordinator.
  3. Coordinate with the Head of Base and relevant stakeholders on security issues related to their areas of operation.
  4. Ensure incident reports are completed and submitted to the Safety and Security Coordinator in a timely manner.
  5. Submit daily reports promptly.

 

Objective 7: SAFETY AND SECURITY TRAINING

  1. Assist in defining training needs, lead training according to the ACF Safety and Security Training Manual, and identify external trainers as necessary.

 
 Minimum Qualification, Skills and Experience Required:

Training: 
Technical specific knowledge:

Bachelor’s Degree in a related field or at least 2 years comparable related experience.

 

Previous experience (years):At least 2 years in similar position or related .
Humanitarian sector knowledge:General humanitarian principles
Organization knowledge:Previous experience with Action Against Hunger Missions is an advantage
Languages:Fluent English and Arabic (written and spoken)

IT systems:

 

Knowledge of Microsoft Office 
Mobility (national/ international)

Remuneration package

  • Based in: Damazine  (with required travel to areas of innervation ).
  • Internal relations: Mission Departments
  • External relations:  The SAAO will facilitate with local authorities in BN for the movement of ACF Staff.
  • Position length:  1 year (renewable)
  • Line manager:  Safety & Access Coordinator
  • Salary: 1155 USD (gross)
  • 20 annual leave days.
  • Emotional care service for the employee and HIS \ her family .
