Job Title: Protection Officer

No of Positions: 1

Base: Port-Sudan with visit to field at state level.

Location: Port-Sudan.

Start Date: 15 July 2024.

Contract Duration: 6 Months.

Gross Salary: 600 USD (the payment will be in SDG currency).

Grade level: Grade 3 (out of 5)

Reporting to: Project Manager, CC to Area Coordinator and Executive Director.

 Duties and responsibilities:

Major Functions/ Responsibilities: 

Project supervision:

  • To coordinate, supervise and delivering results and implementing all Protection activities described in project documents in daily based at the field.
  • Responsible of communication with Social Workers, and community-based structure and ensure their complaints are response with required standards, besides managing of all resource needed for implementation including receiving/ procuring of working tools and delivery supplies and equipment, kits, materials and supplies to the beneficiaries.
  • Support social workers to delivering results, implementing all activities in sub-sectors of Child Protection (CP), Gender-Based Violence (GBV), and General Protection (GP) and ensuring quality control. 
  • To ensure the follow-up of the subcontracted activities, as well as the quality of the works of the services providers.
  • Give timely solicited decisions in manner in case of any difference in the work plan or project inputs, in addition to monitoring and observation of all activities and inputs. 
  • Hold biweekly meeting with the Social Workers, and community-based structure at the field to make biweekly action plan and discuss biweekly reports.
  • Participate in internal HOPE weekly meetings and external meeting with partners include donors, stockholders, Protection sector partners. 

Implementation of project objectives:

  • Ensure that the project objectives and output are taken into consideration during implementation in accordance with the project documents.
  • Oversee the outcomes and the impacts of the interventions made to the community.

Finance and Grant Management:

  • Oversee of the implementation of detailed project work plans and spending plans for all project activities. 
  • In consultation with Field Coordinator/ Area Coordinator/ Finance Officer to review every activity expenditure on a monthly/ quarterly basis; compare with project work plans and overall progress. 
  • In consultation with Field Coordinator/ Area Coordinator/ Finance Officer to put work plan, develop TOR for each activity include budget breakdown, write payment requests and develop quality of project activities.

Communications, Partnership and Alliances Engagement:

  • Collaborate with local authorities, NGOs, and other stakeholders to coordinate and implement protection interventions as needed.
  • Ensure relevant synergies and linkages between HOPE and Partners/ stakeholders.
  • Maintain effective communication with all stakeholders and partners.
  • Plan and organize the project missions, including communication with the mission teams as well as briefing and debriefing meetings for the missions.
  • Support on requesting HAC to take permit for missions and project activities.
  • Monitoring the humanitarian situation, and gaps in the targeted area and propose recommendation and action plan.

Monitoring & Evaluation (M&E) and Reporting 

  • Analyzing and interpreting data collected through monitoring activities, and preparing reports to communicate findings and recommendations.
  • Adhere to the organization's policies, procedures, and guidelines for conducting protection-monitoring activities.
  • Monitor and evaluate the effectiveness of protection interventions, collecting and analyzing data to inform programmatic decisions.
  • Ensuring the protection and confidentiality of individuals or communities during data collection and reporting, and adhering to ethical standards and guidelines.
  • Oversee of Follow-up the implementation of detailed project works plans in the field together with MEAL Officer in HQ. 
  • Check field ongoing activities, update the protection case management database and fill in the MEAL format of Monitoring Field Visit.
  • Check activities report, and any other briefing reports/ updates as requested by Field Coordinator/ Area Coordinator/ MEAL Officer/ Managers.

Others:

  • Apply and maintain the projects documentation system at state level.
  • Prepares contract of service providers such as trainers and contractors.
  • Any other task or responsibility determined by management of HOPE.

 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification, Skills and Experience Required: 

  1. Strong management and supervisory skills and experience (at least 3 years’ relevant experience);
  2. Fluent written and oral communication skills in English Language and knowledge of local language(s) is a plus;
  3. Relevant technical qualifications and expertise in Protection and/or experience in the field of Protection, and/or working with Social Workers, Case workers, Magistrates to deliver Protection related activities;
  4. A Bachelor degree in Social Sciences, law, Human Rights, Development Studies, or a related field; Bachelor's Degree required; Master’s Degree preferred;
  5. Experience in community engagement and working with government and community stakeholders; 
  6. Good analytical and report writing skills;
  7. Ability to work independently and manage multiple tasks effectively;
  8. Ability to work under pressure in an insecure environment;
  9. Computer skills with proficiency in Microsoft Office Suite;
  10. Excellent survey/ assessment skills and knowledge to write quality reports; and
  11. The position requires flexibility, adaptability, and a commitment to the project objectives.
