 Background:

Islamic Relief Worldwide –Sudan Country Office (IRW) is an international non profitable non-governmental humanitarian relief organization with its head quarter in UK-Birmingham. It enjoys consultative status with the Economic and social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. IRW Sudan commenced its operations in Sudan since 1991 inside the country and since then, IRW Sudan has provided assistances in emergency relief, livelihood and food security, women empowerment and girl education, orphans sponsorship, basic health services, emergency education, shelter and seasonal programmes (Ramadan and Qurbani).

PURPOSE OF DIVISION

To ensure Islamic Relief operations, assets and staff remain secure through effective & efficient security measures. Be a point of contact for issues concerning security. To oversee and coordinate security efforts across the organization and to liaise with other parties on the design, implementation, maintenance and monitoring IR security policy and strategy

The post-holder is expected to spend extensive time actively engaged in field-based operations. This will include the setting-up and management of the in-country security function.

KEY WORKING RELATIONSHIPS

Regular liaison and engagement withlocal and national security related institutions, and agencies as appropriate for maintaining required security standard.



 
 Duties and responsibilities:

  • To oversee a review of the IRW security strategy, security guidelines and manual in Sudan.
  • To oversee the implementation and management of this strategy throughout IRW-Sudan programme.
  • To ensure that security training modules are updated and to facilitate and contribute to the delivery of security training as required, ensuring dissemination of good practice to IRW Sudan staff.
  • To identify protection goals, objectives and metrics consistent with IRW Sudan strategic plan.
  • To manage the development and implementation of the country’s security policy, standards, guidelines and procedures to ensure ongoing maintenance of security. Physical protection responsibilities will include individuals (staff, beneficiaries, volunteers, contractors etc.) asset protection, workplace violence prevention, access control systems, video surveillance and any additional systems/procedures required. Information protection responsibilities will include network security architecture, network access and monitoring policies, employee education and awareness through information sharing, and more.
  • To work with Country and field offices to formulate country level security documents and plans.
  • To oversee and manage a network of security focal points at field level.
  • Form systems to monitor and evaluate these security incidents and implementation of office plans.
  • To identify protection goals and objectives consistent with country security plans.
  • To act as the reference point for any security incidents in the field where necessary
  • To work as security focal point for disaster response and emergency operations
  • To travel to the field as part of a Disaster Response team where required
  • To ensure that Islamic Relief operations don’t impact negatively on the personal security of IRW Sudan staff or beneficiaries.
  • Maintain relationships with local and national security related institutions
  • To participate in cross unit and organizational meetings and security working groups
  • To prepare reports on Islamic Relief security procedures and operations
  • To oversee incident reporting, response planning as well as investigation of security breaches, and assist in disciplinary and legal matters associated with such breaches as necessary.
  • To work with outside consultants as appropriate for independent security audits
  • To process all kinds of MoUs with concerned departments of Govt.
  • All security efforts must compliment the organizations core values and mission.
  • To work with other teams to priorities security initiatives and spending based on appropriate risk management and/or financial methodology.

Any other reasonable duty as may be assigned that is consistent with the nature of the job and its level of responsibility.


 
 Minimum Qualification, Skills and Experience Required:

  • 2 Years’ experience of managing countrywide security in an INGO or UN setting
  • Overall, 5 years work experience in the field of Security Management
  • Experience in forming security strategies for a large institution
  • Experience of successfully managing workload, prioritizing tasks and allocating time to different activities
  • Experience of undertaking a range of tasks requiring a high degree of discretion, sensitivity and negotiating skills
  • Experience with business continuity planning, auditing, and risk management, as well as contract and vendor negotiation.

Desirable

  • Up to date knowledge of current practice and research relating to NGOs and security
  • Languages relevant to the regions Islamic relief work in.
  • Technologically aware (GPS tracking, computer databases, CCTV and Biometric security systems).
  • Experience of working in conflict environment.
  • Degree in Security Management.

Working knowledge of English & Arabic languages
