 Supervisor: Human Ressources & Finance Manager CD & Deputy Finance Coordinator

 Background:

Under the supervision of the Central Darfur HR & Finance Manager, The HR & Finance Officer is responsible of handling efficient administrative and finance functioning of Um Dukhun base. Here is a non-exhaustive list of dedicated tasks:



 
 Duties and responsibilities:

  1. Accountancy and Treasury management :
  • Ensure the daily management of the cash box in Um Dukhun.
  • Monitor cash advances to staffs and vendors on a weekly basis in collaboration with various departments.
  • Initiate cash request to coordination on a timely basis
  • Prepare all documents (including bank reconciliation and cash inventories) to close the accounts on a weekly and monthly basis in accordance with TGH procedures.
  • Ensure that accounting records are accurately maintained in the appropriate computer file(s).
  • Ensure timely payment of invoices in accordance with TGH financial policies.
  • Ensure the classification and archiving of the mission's monthly accounting documents (invoices, hard copies and related documents).
  • Provide support in accounting practices to TGH Sudan mission staff in the field, as required, including recommendations on the correct presentation of financial documents.
  • Prepare bank and cash reconciliations on a regular basis (at least once per month).

 

  1. Contribution to audit preparation

Ensure rigorous internal financial control (compliance with TGH financial procedures and proper use of various tools).

  • Prepare and file invoices, purchasing files, human resources files and other documents requested for any financial audits, spot checks or evaluations to be carried out by donors.
  • Contribute to financial reporting and monitoring of donor funding contracts in liaised with the Financial Coordinator and other relevant colleagues.

 

3. Human Resources and Liaison tasks:

  • Prepare and maintain human resources records and processes for TGH national staff based at Um Dukhun (salaries, travel allowances, etc.).
  • Set up and maintain national staff files (payslips, time sheets, leave requests, absences, sick reports, scratch card tracking, valid ID card, etc.).
  • Follow up of daily workers at Um Dukhun, ensuring that the tool is correctly filled out and that staffs are working properly
  • On request, participate in recruitment processes for TGH staff based at Um Dukhun.
  • Provide support for HR tasks related to expatriate or Sudanese staff visiting or based in Um Dukhun (perdiem, R&R allowance, etc.).
  • Manage HR-related liaison tasks for TGH expatriates and Sudanese national staff in Um Dukhun (visas, certified copies of passports, travel authorizations, etc.); regularly inform mission management (National Director, Head of Finance, Administration and HR) of the progress of these liaison tasks.

 

 

4. Other tasks :

  • Ponctual field mission to other central Darfur bases for finance and HR tasks follow up
  • Representing TGH to different local authorities and shareholders

 


 
 Minimum Qualification, Skills and Experience Required:

Knowledge and skills

  • Bachelor degree in finance, human resources, Business administration or equivalent relevant working experience
  • 2 Years experience in finance (compulsory).
  • Relavant experience in administration is a plus
  • Fluency in spoken and written English (compulsory)
  • Computer skills (Word, Excel, Outlook, Internet)
  • Excellent analytical and reporting skills
