 Background:

Mission

 

The SMU Manager will be responsible for contributing to the strategy and supervising all services and markets information management done by ACTED’s  team, under the supervision of the ACTED team leader. The main work of the SMU is providing technical input into coordinated price monitoring initiatives and mapping services and needs in gathering sites.

 

The role is a senior management role. The candidate should be comfortable representing the team with donors and be able to coordinate and liaise with a range of senior external partners, as well as managing national and international staff. This position requires a profile that can be both analytical and managerial, as the manager’s job can range from coordinating with external partners to analytical oversight of needs assessments to logistics

 Duties and responsibilities:

FUNCTIONS

Staff Management

  • Direct management of international and senior national team members, including recruitment, conduct of appraisals, as well as staff career management;
  • Development and implementation of capacity training plans for team members;
  • Day-to-day management of team members, including the development of work plans and performance
  • indicators.

Project Management

  • Ensure all activities, including market assessments and gathering sites mapping are coordinated to avoid duplication with other actors, and planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with HQ guidelines;
  • Oversee all activities, including reviewing ToRs, methodology notes, tools, products and dissemination strategies.
  • Ensure the writing and production of timely, accurate and analytically rigorous reports and factsheets on markets and services in gathering sites
  • Ensure relevant stakeholders and partners are engaged in activities
  • Monitor output achievement, project expenditure and ensure timely completion of the project.
  • Actively advocate for the improving of analysis by humanitarian partners

Grants Management

  • Under the guidance of the ACTED team leader, manage grants, including initial discussions with donors, conceptualisation of new projects, drafting proposals, regular reporting, and M&E;
  • Under the guidance of the team leader, oversee the financial management of all grants covering research projects, including oversight of budget and expenditure;
  •  Ensure that contractual obligations are met in terms of programs deliverables.

External Engagement

  • In coordination with the ACTED team leader, represent the SMU with donors, partners, and the wider humanitarian aid community in Sudan.

Strategy Development and Implementation

  • Under the guidance of the Country Coordinator, develop the units’ strategy, engagement and involvement with various technical and coordination forums;
  • Work with key clusters and partner organizations and working groups to understand the various information gaps relating to cash programming and site management within Sudan and identify how the SMU can fill these gaps
  • As a member of the Senior Management Team (SMT), contribute to the development and implementation of the ACTED team’s strategy;
  • Develop and implement dissemination strategies to strengthen the impact of ACTED programmes;
  • Engagement with HQ on guidelines and standards
  • Provide contextual and technical support and guidance for teams across all units 

Any other tasks needed to ensure the success of the ACTED Sudan team

This position may involve being called upon to work on other ACTED programmes as needs dictate and the security situation allows.

Confidentiality and Data Protection

The Market Support Officer will maintain the strictest confidentiality on data protection.

Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities ACTED and partners work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. 


 
 Minimum Qualification, Skills and Experience Required:

  • Excellent academic qualifications. A master’s degree in a relevant discipline is an asset
  • At least 4 years of relevant working experience in a humanitarian setting, such as program management, evaluation and assessments;
  • Excellent understanding of quantitative and qualitative research and analysis required;
  • Demonstrated team management skills, including remote management;
  • Excellent communication and drafting skills for effective reporting and reviewing;
  • Prior experience with humanitarian coordination fora;
  • Ability to operate in a cross-cultural environment requiring flexibility and work independently;
  • Ability to operate Microsoft Word, Excel required;
  • Ability to operate Adobe Suite preferred;
  • Skills in SPSS, R or related statistical software are considered an asset;

Fluency in written and spoken English and Arabic required
