Position Description :-


This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Sudan, implemented by CARE with IMA World Health and JSI Research & Training Institute, Inc. 
MIHR works to strengthen the capacity and resilience of both community and health systems in focus countries to enable them plan and implement health strategies that reach target populations while addressing the underlying determinants of poor health and the impacts of fragility. In Sudan, MIHR will work in the South Kordofan State to improve the availability, quality, and utilization of an essential package of MNCH and WASH services; improve the governance and accountability of health systems; and increase the adoption of healthy behaviors and demand for health services, with the goal of a more resilient health system that supports improved health outcomes.


This position for the MOMENTUM Integrated Health Resilience project, led by CARE International in Sudan, will report to the CARE Finance Manager. The Senior Grants & Contract Officer is an integral part of the MIHR team in the country and responsible for all aspects of financial management. In addition, the position oversees and administers the program’s subaward and sub-grants portfolios and safeguards project’s overall compliance with donor regulations as well as the Sudan applicable local laws.  This position will design and implement systems to ensure transparency, competition, proper documentation, compliance monitoring, and cost analysis and will produce compliance reports and coordinate capacity-building efforts for local subrecipients. With strong expertise on USAID rules and regulations, s/he will provide support to various functions of the project, including soliciting input from technical specialists for the overall management and administration of MOMENTUM Integrated Health Resilience project’s subgrants portfolios.



 
 Duties and responsibilities:

Key Responsibilities:-


● Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with CARE policies and procedures and donor rules and regulations
● Collaborate with the MIHR team in budget planning and financial management
● Prepare and share MIHR monthly invoices, BvA reports, monthly expenditure, and quarterly and annual financial reports.
● Supervise, orient, and provide technical support to MIHR finance Officer in the field and supervise the completion and submission of the monthly field accounts reporting,
● Ensure transparency, accountability and effective use of project resources and assets
● Lead the annual workplan budgeting exercises in collaboration with technical teams to ensure the activities are captured in the program budget and work plan
● including all the supporting documentation, to home office  
● Supervise timely requests for funds to home office to ensure the uninterrupted flow of funds to implement program activities in the field.
● Work along with CARE Finance Director to ensure the timely review and submission of all financial and operational reports to home office
● Monitor and ensure compliance of sub-awardees with program financial and contractual rules and regulations
● Manage and supervise all financial aspects of procurements to ensure compliance with procurement guidelines and procedures, and appropriate documentation 
● Maintain a property and supplies management system and files for all program assets and supplies, including vehicles, in compliance with property management guidelines and procedures
● Prepare regular and ad hoc reports for the home office, MIHR team or USAID, as required
● Represent MIHR in relevant meetings and communication as needed.
● Conduct pre-award survey on subrecipients prior to issuing agreements/grants with an emphasis on financial and operational review. Identify areas of improvement for partners to work on and include in their implementation plans. 
● Lead in performing organizational capacity assessments and pre-award assessments for sub-awardees
● Map/identify resources needed for capacity building of local partners, internal and external resources and initiate procurement of services as required. In coordination with project management team, develop capacity building plans based on identified areas of improvement and help partners achieve that plan.
● Utilize required templates to issue and amend sub-grants and subawards under the M IHR.
● Negotiate acceptable terms and conditions with subgrantees and seek approval from Chief of Party for any terms that deviate from CARE policies and USAID regulations
● Review all program descriptions and requirements to be incorporated into grants and subawards proposed by project technical staff for content consistency, accuracy, and compliance with CARE policies and USAID regulations
● Liaise with subrecipients, including routing of their invoices to technical managers for approval prior to payment
● Ensure accuracy in partners’ accounting and financial reporting. Proper budget allocation of expenses, reasonability of expenses and allowability per Donor regulations 
● Manage and coordinate the collection of required deliverables and complete supporting documentation consistent with USAID requirements and CARE’s policies, evaluation of offers/bids, and negotiation/award of grants.
● Review monitoring and close-out visits reports and follow up on all grant compliance issues and audits and document resolutions.
● Liaise with the HQ based MIHR Compliance team to prepare and review grant agreements, grant budgets, ensuring necessary clauses are added and review all grant documents (programmatic and financial) for completeness.
● Guide partnership close-outs, including ensuring that all requirements of the grant agreement have been met and that grant funds have been properly settled for final sign-off 
● Maintain hard copy and electronic copies of all documentation pertaining to each subaward file are complete and up to date as per CARE and USAID Requirements. -
● Assist and work closely with the COP on tasks regarding the compliance of sub-partners
● Hold regular review meetings, including the COP, DCOP, State Program Manager and relevant MIHR technical to monitor, manage, and collaborate with sub awardees
● Other responsibilities as assigned


 
 Minimum Qualification, Skills and Experience Required:

Qualifications:-

● Education:
o Post-graduate degree in business, accounting, finance, or a Bachelor’s degree and least 10 years of relevant experience to the position requirements.
● Experience:
o At least 7 years of experience in financial management for large complex projects, for which at least 4 years were working in an NGO setting 
o Minimum of 7 years of progressive work experience in negotiating, awarding and administering grants under contracts and subgrants, particularly those funded by USAID and other foreign governments or multilateral institutions.
● Knowledge/skills:
o Skilled in development and managing large budgets, experience with managing logistics for implementation of public health programs in fragile settings, and demonstrated in-depth knowledge of USAID and USG rules and regulations
o Strong knowledge of financial accounting software e.g. QuickBooks, and related computer applications especially Microsoft Office 
● Significant experience in the development and negotiation of various agreements and contracts, including creative problem solving
o Experience in building the capacity of local organizations to adhere to USAID requirements and regulations is preferred
o Supervisory experience especially with working with staff in multiple office locations.
o Possess excellent organizational, analytic, oral, and written communications skills as well as demonstrated supervisory experience
o Ability to work well in a team
o Professional level of oral and written fluency in English language
o Ability to travel within Sudan and internationally, as needed
