DCA is a registered international NGO in Sudan with a Country Office in Port Sudan and is looking for an experienced and enthusiastic Projects Officer with strong expertise in MEAL, to ensure high quality, accountable and innovative projects management within our country programme supporting vulnerable communities in Sudan. DCA works across the Humanitarian – Development and Peace nexus and is a strong promoter of localization, with most of the projects being implemented by national or local partners. DCA aims at strengthening community-led and mutual aid responses. 

This Projects Officer position will have a strong focus on MEAL across all projects, while also contributing to the development, implementation, monitoring and evaluation of high-quality projects. 

The Projects Officer will work under the supervision of the Country Manager of Programme.

This position will be based in Port Sudan with field travels to the areas of operations. 



 
 Duties and responsibilities:

  • Projects Planning: Collaborating with the PM, to develop detailed projects plans, including goals, objectives, timelines, and budgets. Conducting research and analysis to identify projects needs and opportunities for improvement. 
  • Projects Implementation: Coordinating and overseeing the implementation of projects activities, ensuring that they are carried out according to plan and within budget. Monitoring progress and making adjustments as needed to ensure that projects objectives are met.
  • Lead analysis, action/research and impact assessments, to inform program planning and design; and to capture evidence of effectiveness. Conduct data cleaning and analysis, collect, analyse and present routine monitoring data and support evidence-based decision making and reporting.
  • Stakeholder Engagement: Building and maintaining relationships with stakeholders, including partners, donors, and beneficiaries. Providing regular updates on program progress and addressing any concerns or issues that arise. 
  • Monitoring and Evaluation: Developing and implementing monitoring and evaluation frameworks to track projects performance and impact. Collecting and analyzing data to measure projects outcomes and effectiveness and support the development and implementation of quality assessments, baseline and evaluation studies.  This includes designing methodologies relevant to the project indicators, design appropriate data collection tools and instruments, train and supervise enumerators from national partners.
  • Develop and strengthen DCA remote monitoring MEAL capacity, methods and tools in Sudan. Using findings to inform projects improvements and decision-making.
  • Consult beneficiaries, especially children on their needs and relevance/appropriateness of provided assistance. Conduct regular feedback sessions with beneficiaries to collect feedback and complaints, refer them to concerned staff and ensure documentation on the database and follow up for resolution. Monitor and report the status of community participation specifically child participation.
  • Provide support to partners’ field teams and ensure the accuracy and reliability of collected data.
  • Reporting and Documentation: Preparing regular reports on projects activities, progress, and outcomes. Maintaining accurate documentation of project-related information, including budgets, reports, and other records. Contribute to the DCA annual reporting. 
  • Team Coordination: Collaborating with DCA Sudan team, finance and other DCA colleagues in HQ, to ensure smooth coordination and execution of projects activities. 
  • Compliance and Risk Management: Ensuring that projects comply with relevant laws, regulations, and organizational policies. Identifying and mitigating risks and issues that may affect projects’ implementation and outcomes.
  • Capacity Building: Identifying capacity gaps and providing training and support to partners to enhance their skills and knowledge related to project implementation.
  • Innovation and Improvement: Continuously seeking opportunities for innovation and improvement in projects design, implementation, and impact. Proposing and implementing changes to enhance program effectiveness and efficiency.
  • Networking and Collaboration: Representing the organization at meetings, workshops, and other events related to the projects. Building networks and collaborations with other organizations to leverage resources and enhance projects outcomes. 

 
 Minimum Qualification, Skills and Experience Required:

Qualifications: 

  • Proven working experience of at least 5 years in project management including 3 years as MEAL and with an international NGO.
  • University degree in development studies or relevant fields.
  • Excellent knowledge of computers and usual software's and applications.
  • Fluent spoken and written Arabic and English is essential.

Competencies and experience:

  • In-depth knowledge of all steps of the project management cycle, including the theory of change approach. 
  • Experience in working with national and local partners as well as in direct project implementation, including within a localisation framework. 
  • Strong skills in MEAL, ideally including remote monitoring experience. 
  • Able to organise and / or implement capacity building events for partners. 
  • Excellent interpersonal skills, emotional intelligence and communication skills, building trusted relationships with colleagues, partners and other stakeholders. 
  • Strong team player and the ability and flexibility to quickly adapt to new environments. 
  • Strong analysis skills and attention to details.
  • Ability to work flexibly and sometimes remotely and without an office during field visits as well under pressure.
  • Solution oriented and innovative thinking.
  • Ability to network and establish positive relationships with colleagues, partners, donors, and government representatives.
