Background: Dan Church Aid is a Danish humanitarian, non-government and non-profit organisation dedicated to helping the world’s poorest. DCA works together with people and organisations across the world in 19 countries. DCA is a multi-mandated organisation working mostly in partnership with civil society organisations to save lives, to build resilient communities, and to fight extreme inequality. DCA is a member of the ACT Alliance, one of the world's largest humanitarian alliances. The Alliance consists of organisations in over 130 countries across religious faiths. DCA is a registered international NGO in Sudan and had its Country Office in Port Sudan. We are looking for an experienced and dedicated Finance and Administrative Officer to ensure high quality, accountable and innovative financial management to its programme implementation that supports vulnerable communities in Sudan. The Finance and Administrative Officer will be responsible for offering financial, human resource, and overall administrative support to the DCA office, as well as work alongside the country Programme Manager, Head of Finance, and Country Representative to ensure efficiency and effectiveness in accordance with DCA's financial, procurement and HR procedures in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines. Under the leadership of the Country Representative and with support from the Head of Finance and Programme Manager you will lead the finance and administrative portfolio by providing financial and budget management, including stakeholder management and compliance and risk management while taking lead in recruitments procedures, general human resources management and support office and partners’ procurements. This position is based in Port Sudan with field travels to the areas of operations. The position reports to the Country Representative.

Duties and responsibilities:
- Financial Management: Manage day-to-day financial activities, including accounts payable, accounts receivable, general ledger, payroll, and cash flow management. Monitor financial transactions, verify accuracy, and ensure compliance with internal policies and procedures, as well as external regulations.
- Financial Reporting: Prepare and analyze financial reports, such as balance sheets, income statements, cash flow statements, and other financial statements. Provide financial analysis and insights to support management decision-making and strategic planning.
- Budgeting and Forecasting: Assist in the development of annual budgets, budgets versus actuals, financial forecasts, and financial projections. Monitor actual financial performance against budgets and forecasts and provide variance analysis and recommendations to management.
- Support partners’ budgets development and follow-up partners’ implementation of projects through e.g. monitoring visits and financial reports.
- Investigate and implement alternative financial transfer means and new banking practises in the country that are aligned with the present dynamic country scenarios, such as the opening of new banking accounts.
- Take lead under PM guidance, in administrative tasks such as visas and permits applications, international staff files and procedures with HAC and other government of Sudan entities, travel bookings and logistical arrangements, etc.
- Responsible for full recruitment cycle to respect the different steps; long-listing, short-listing, scheduling, and organizing interviews in close collaboration with hiring managers, HAC, and labour office.
- Maintain and review national staff HR files ensuring all files are complete, stored in line with DCA’s global standards and kept up to date.
- Ensure staff contracts are updated on time and that all staff whose contracts are not going to be renewed are informed timely.
- Ensure the proper and accurate tracking of all national staff leaves.
- Take lead in developing national staff handbook based on DCA template and in line with national laws. Ensure DCA is compliant with all statutory requirements in Sudan.
- Keep track of Birches surveys and maintain salary scale up to date.
- Engage with networks and stakeholders relevant to your areas of work.
- Compliance and Risk Management: Ensure compliance with financial regulations, laws, and standards. Implement and maintain internal controls to safeguard financial assets, mitigate risks, and maintain financial integrity. Organize and provide support in internal and external audits.
- Financial Analysis and Planning: Conduct financial analysis, interpret financial data, and provide financial advice and guidance to management. Participate in financial planning, forecasting, and modeling activities to support strategic initiatives and business growth.
- In collaboration with HoF and other finance staff at HQ, support on the delivery of funds transferred to partners and partners acknowledgment of receipts.
- Work with the CPM to undergo operational, procurements and logistical requirements in accordance with DCA's policies and guidelines.
- Stakeholder Management: Collaborate with internal and external stakeholders, including senior management, vendors, customers, auditors, and regulatory bodies, to ensure smooth financial operations, resolve issues, and provide financial insights.
- Technology and Systems: Utilize financial software and systems to manage financial data, generate financial reports, and streamline financial processes.
- Oversee DCA’s partners financial systems during DCA capacity assessments and reports against the outcome of it.
- Provide financial capacity building for partners.
- Oversee all DCA financial related processes in country including bank accounts.
- Ensure that all the requirements for recruiting staff, including satisfactory reference check, and background check is met prior to making an offer to the selected candidate.
- Ensure timely follow up on staff time registration, payroll, and salary receipt acknowledgments.
- Ensure the implementation of DCA’s human resources policies (code of conduct, conflict of interest, PSEA, Child Safeguarding) and for partners

Minimum Qualification, Skills and Experience Required:
Qualifications - Proven working experience of at least 5 years in the relevant field with an international NGO.
- University degree in finance, accounting, or economics.
- Excellent knowledge of computers (accounting systems, Excel, Word).
- Experience collaborating with national partners as well as direct project implementation.
- Practical and extensive financial, procurement and administration management experience.
- Strong negotiation and interpersonal skills, collaborating with Sudanese authorities (Tax, social insurance, Zakat and HAC (labour office).
