Senior Logistics and procurement Officer

 Background:

The Logistics officer will provide efficient and effective logistical and administrative support in emergency response in the state in compliance with Concern’s and Donor’s policies & procedures

He/she will be responsible for procurement, and assets management 



 
 Duties and responsibilities:

Overall Logistics 

  • Carry out procurement of goods and services within policy and procedure
  • Responsible for Concern’s assets and inventory management
  • Responsible for organising dispatch, loading and unloading of deliveries

Procurement 

  • Procuring goods and services in West Darfur state and ensure that all procurement is well documented, in line with laid Concern’s procurement policy and procedures and donor regulations
  • Ensuring that all Supplies Requests and subsequent documentation are approved in line with the Country Delegation of Authority Matrix.
  • Following the right solicitation procedure for different procurement thresholds and filing all procurement related documentation in Hard copy and on the organization appropriate share folder.
  • Being responsible for preparing RFQs, etc. for review and approval before sharing with potential vendors. 
  • Ensuring that the evaluation and selection criteria of vendors/supplier is appropriately executed and documented as outlined in the Procurement policies and procedures.
  • Ensuring that the right and appropriate contract is prepared, reviewed and duly approved upon selection of a vendor/supplier.
  • Updating the procurement requests tracking sheet on a daily basis; proactively sharing information with requestors on status of their supplies requests and ensuring that procurement lead times adhered to across all thresholds.
  • Day to day management of supply and service contracts or framework agreements with prequalified suppliers
  • Timely and promptly arranging for Procurement Committee Meetings (as and when required). 
  • Maintaining all procurement records in accordance with Concern and donor requirements 
  • Assess available market and potential Supplies/Service providers in Geneina and other project offices, collect data on available supplies, price information, and availability of quality supplies and assist requestors to outline correct item specifications when making supplies request.
  • Follow with Project office in West Darfur and ensure necessary support is provided to the field team, review project office procurement documents before final approval and PO/Contract preparation.
  • Cover the logistics and procurement activities at project offices where required and follow the project office procurement tracker is updated at all the time.
  • Track daily procurement carried out at Geneina office and project offices in West Darfur, follow timely completion and keep updating the Area coordinator and logistics coordinator    
  • Liaising with the Logistics Coordinator on the procurement pipeline and anticipate dates for receiving commodities.
  • Liaising with the Government and Liaisons Officer for HAC approvals relating to Tender advertisements.
  • Working closely with Program Experts for Technical advice when procuring specialized commodities, services or works. 
  • In collaboration with the Logistics Coordinator, support programing teams in the development and close monitoring of procurement plans. 
  • Preparing accurate and complete Payment Requests
  • To support and promote the standards outlined in the code of conduct and associated policies to their team, partner organizations and beneficiaries, and be committed to providing a safe working environment.

Other:

  • Assist the Logistics Coordinator in conducting special tasks/assignments that may not be related to Logistics as and when directed. 
  • Conduct himself/herself both professionally and personally in such a manner that will not bring disrepute to Concern Worldwide or conduct that may jeopardize Concern’s humanitarian mission.
  • Undertake other related duties as may reasonably be assigned by the Logistics Coordinator.

 
 Minimum Qualification, Skills and Experience Required:

Essential

  • Bachelor’s Degree or a diploma, preferably in Procurement, Logistics, Administration or related field with demonstrated experience in Procurement and (or) Administration in Sudan.
  • At least three (3) years of progressive experience with at least two (2) years’ experience with an International NGO in Procurement.
  • Demonstrated working knowledge and understanding of the Procurement Cycle.
  • Strong computer skills in Word and Excel
  • Strong interpersonal skills and ability to relate well with colleagues across all hierarchy levels
  • Strong Communication (both oral & written) and negotiations skills
  • Fluency in English, knowledge of Arabic is an asset.
