Monitoring and Evaluation - Support programme team in the management and implementation of field-level M&E data collection activities
- Support staff in the collection of activity- and output-level monitoring data during activity implementation
- Carry out data collection where it is an M&E responsibility in M&E plans
- Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the Area Manager and MEAL coordinator in a timely and proactive manner
- Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
- Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys
- Support programme staff in accessing and utilizing data
- Develop and use standard monitoring tools
- Support joint monitoring efforts with stakeholders
- Take part in data collection using the Digital Data Gathering (DDG) system and other tools as may be requested;
- Compile monthly and quarterly reports as may be required for internal use by Concern;
Accountability and Learning - Support the team on the implementation, dissemination and reporting system of safeguarding policies with in the wider communities and stakeholders.
- Support Progress Review and Results-Based Review for projects
- Support MEAL Advisor to support external evaluators and consultants
- Support MEAL Advisor to promote documentation and sharing of programme impact and learning
- Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.
- Support project learning reviews and donor reports, as required.
- Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
- Promote equality within the organization and across project, in line with Concern’s Equality Policy and, ensure targeting and project implementation is informed by how Concern Understands Extreme Poverty (HCUEP)
- Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into programme activities
Capacity Building - Provide technical support during capacity building trainings, workshops and other evens as per the request (e.g. collecting information for presentation, data collection, presenting stories of success from the field);
- Support national partner staff in compliance with Concern’s and donors’ requirements, monitoring and report writing as may be requested
Representation - Represent Concern in cluster/sector coordination meetings at the State level where MEAL support is required
- Represent Concern in technical missions conducted by stakeholders and UN agencies e.g. joint monitoring mission, evaluation exercise
- Network, liaise and build constructive relationships with other MEAL Officers in other agencies in West Darfur.
- Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well-communicated and consistently presented, and that we are looked upon as a professional organization, guided by organizational policies and Concern’s Code of Conduc
Others - Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
- Contribute to ongoing security management and planning as necessary.
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
- Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator.
