Position Description :-


This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Sudan, implemented by CARE with IMA World Health and JSI Research & Training Institute, Inc.

MIHR works to strengthen the capacity and resilience of both community and health systems in focus countries to enable them plan and implement health strategies that reach target populations while addressing the underlying determinants of poor health and the impacts of fragility. In Sudan, MIHR will work in the South Kordofan State to improve the availability, quality, and utilization of an essential package of MNCH and WASH services; improve the governance and accountability of health systems; and increase the adoption of healthy behaviors and demand for health services, with the goal of a more resilient health system that supports improved health outcomes.

The Deputy Chief of Party (DCOP) will manage the day-to-day administrative, financial, and human resource management for the project in the absence of the COP. Also, under direction of COP, s/he will serve as the primary liaison with USAID/Sudan, MIHR partners in Sudan, and the MIHR headquarters based in DC (HQ), as well as relevant project stakeholders to foster collaborative working relationships. The DCOP will ensure the project's goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget.

The DCOP will support in directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The DCOP is also responsible for ensuring compliance with CARE policies and procedures and United States Government (USG) rules and regulations. S/he will also ensure sub-awardee compliance and monitor the quality of program implementation. The position will be based in Care Country Office Sudan and will report to the COP, MIHR Sudan and collaborate closely with the core team’s Program Manager and Program Coordinator for Sudan.



 
 Duties and responsibilities:

Key Responsibilities:-


● Support and assist the COP in overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe.
● Under direction f the COP, serve as principal liaison to the USG and Sudanese Government and ensure a high level of coordination; nurture relationships with all key stakeholders, including partner organizations/at national and county level, on administrative, financial, and programmatic matters related to the project.
● DCOP supervise MIHR field activities through supervising the MIHR State Program Manager to manager day-to-day administrative, financial and human resources at field level. 
● Work in close collaboration with MIHR and CARE safety and security teams to monitor the security situation provide contextual analysis and help update safety and security plans for MIHR operations in Sudan. 
● Lead preparation of annual work plans, project activity updates, and also lead and ensure timely and quality completion of all necessary reports and project documents, including annual work plans, project performance monitoring plan, monthly, quarterly, and semi-annual reports, success stories, abstracts etc. 
● and other project- related communication and reporting materials.
● On behalf of the COP, represent the MIHR project in all technical, policy, and programmatic fora at all levels (regional, national, and international).
● Work in close collaboration with MIHR and CARE teams to ensure MIHR program activities are compliant with USAID rules and regulations and CARE policies.
● Work in close collaboration with All MIHR staff, including the Country Support team, MIHR Core team and national to ensure the project receives needed technical and management support. 

● Under direction of COP, works closely and coordinates with Care program and operation teams to ensure integration of MIHR project with other Care program, for this, ensure timely submission of MIHR updates with relevant Care departments, and also lead MIHR participation in all Care program and operation activities and events as required. This including but-not-limited to active participation in monthly budget vs actual analyses, prepare budget forecasts, submit monthly spending reports t, quarterly financial reports, and prepare other financial documents as requested.
● Provide technical leadership and guidance for the preparation of high-quality technical briefs and presentations for MIHR HQ, partners, USAID staff, and local health authorities 
● Provide managerial guidance and leadership to maximize expansion of innovative technical approaches to help reduce cost while maintaining program performance and quality service delivery
● Participate in key CARE coordination for a (e.g. program management team, crisis coordination committee, etc) to facilitate implementation and support the alignment and integration of MIHR activities with CARE country program activities.
● Under direction of COP, lead in MIHR partnership with local and international NGOs, professional associations, youth-led organizations, for this, DCOP works closely with Care Country Program and IMA teams in all details related to partnership program activities as well as in service agreement contracts, for instance development of and finalizing agreements and contracts with MIHR partners and contractors.
 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications:-


Education:
o Master’s Degree in Public Health (MPH), Business/Management, or any related field.
● Experience:
o 8-10 years of experience implementing and/or managing donor-funded health projects in developing countries
o Experience working on USAID-funded projects 
o Demonstrated experience in leadership roles, promoting strategic planning and detail-orientated workplan and budget management
o Demonstrated skills and experience working with the government officials and country partners, including ministries of health, local NGO partners, and local community organizations.

 

Knowledge/skills:


o Technical expertise in MNCH and WASH
o Demonstrated leadership expertise, including technical and managerial for complex programs in resource-constrained countries
o Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences
o Deep knowledge of the political, social, and economic context of Sudan
o Strong technical on MNCH, WASH and partnership program
o Strong leadership and interpersonal communication skills, and team-building skills and ability to build synergies to fulfill diverse technical program requirements that demonstrate a proven record of being an effective part of a team-oriented staff
o Availability and willingness to travel internationally as needed 
o Strong written English language skills required
o A background in health systems strengthening, family planning, reproductive health, maternal, newborn, and/or child health desired
o Knowledge of USG rules and regulations
o Excellent planning and prioritization skills as well as creative problem-solving and analytical skills
