Duties and responsibilities:
Specific Responsibilities: - Identify performance gaps and design interventions and develop action plans in collaboration with Health and Nutrition managers and field managers to manage activities and improve the quality-of-service provision supported
- Ensure quality of clinical and non-clinical service provision in RI supported health facilities according to national, WHO or international standards through communication of standards, assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standard.
- In collaboration with the Health and Nutrition Coordinator, monitor quality standards across all project sites
- Provide technical supportive supervision on all RI health and nutrition projects in the region(s). Extend technical support and supervision to the RI implementing partners when requested.
- Represent RI/participate at TWGs, consortium meetings and national clusters at sMOH, RHBs, EPHI and other stakeholders.
- Maintain documentation of relevant information and communicate to the Health and Nutrition coordinator regularly
- Ensure that health interventions in ND adhere to RI's core policy documents and guidelines, including the Outcomes and Evidence Framework (OEF).
- Promote the quality of the RI's health programs by setting up quality assurance systems and checks in collaboration with the ND and field-based health and nutrition team.
- Coordinate with other sectors within RI multisectoral approached grants.
Program Management Grant Management - · Ensure that health and nutrition grants are implemented according to internal RI and donor regulations.
- · Participate in grant opening, midterm review and grant closing meetings for grants and ensure that the same process is implemented by the Health and Nutrition managers and the field team.
- · Support the team in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement plans, etc.
- · Support the Health and Nutrition Managers for all health and nutrition projects in grant management including adherence of budget expenditure according to RI and donor regulation and participating in project review meeting
Budget Monitoring - Ensure that grant budgets are spent according to plan and as per contractual agreements with respective donors.
- In collaboration with the ND and field team review spending plans and monitor the implementation
- Work with Health and Nutrition Managers and other relevant staff to streamline and build capacity of program staff to effectively use budget tracking tools as well as project monitoring tools.
- Conduct monthly BVA reviews and make appropriate recommendations to the finance and logistics staff in Addis as well as to the field-based health staff. Coordinate technical team inputs to, and directly provide inputs when needed to, project/budget amendments.
- Work with finance to undertake budget recoding as required
Monitoring & Evaluation - · Ensure that the stated goals and objectives of projects overseen by the position are met with strong M&E follow up and reports are written and submitted to concerned bodies in a timely manner.
- · Participate in the design and delivery of robust M&E plans and design/adapt health information systems including surveillance systems for the RI health programs in ND.
- · Conduct regular project review meetings with Health and Nutrition managers and field-based health staff to assess the level of achievement of project targets for the various health grants.
- · Support the Health and Nutrition managers in other all health and nutrition projects M &E tool designing, project report reviewing and compilation and conducting projects review meeting.
- Human Resource Management
- · Participate in the staff development plans for project staff based on performance reviews in collaboration with the human resources department and contribute to the training of health staffs (mentoring, on-the-job sessions as well as formal trainings).
- · In consultation with the Health and Nutrition managers and Admin & HR Coordinator, review applicants for all health positions and assist in the recruitment of qualified health staff.
- Representation
- · Represent RI to local communities, government, departments, international agencies, local partners, and donors as required.
- · Attend relevant meetings and prepare meeting notes as required and share these with all concerned.
- Miscellaneous
- · Support with the updating of the RI's staff health protocols and train staff as necessary.
- · Other duties as assigned by the Health and Nutrition Managers or health coordinators.

Minimum Qualification, Skills and Experience Required:
QUALIFICATIONS & REQUIREMENTS: Mandatory Qualifications required: - Relevant medical qualifications (qualified Medical Doctor) with at least 3 years’ experience in field of public health; Or, a Public Health Specialist with at least 5 years of experience related with PHC services and Nutrition.
- 4 years practical experience managing health programmes for INGO or equivalent experience for another organization with management and team leadership responsibilities.
- Possess MoH registration

- Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
- Good team player, flexible and capable of working with a diverse team.
- Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
- Appreciation of and sensitivity to local culture.
- Excellent written and spoken English and Arabic.
- Good computer skills, including familiarity with Microsoft Word and Excel.
