 Background:

The Deputy Health Coordinator under the overall management and supervision of the Health and Nutrition Coordinator assesses and strengthens PUI’s health service provision to improve the quality of care and support.

The Deputy Health Coordinator acts as a liaison person between the Health & Nutrition Coordinator and the technical health team in the field. He/ She provides direct support to the Health & Nutrition Project Managers, Deputy PMs, and Activity Supervisors, to harmonize and standardize processes, tools and guidelines among the mission.

 

The Deputy Health Coordinator ensures and trains on a day-to-day basis in the field with the objective for maximum coherence with PUI’s health framework, national and international protocols/ guidelines and best practices; as well as representing PUI at national and sub-national levels clusters and other concerned parties, including Federal and States MoH (FMoH/ SMoH).



 
 Duties and responsibilities:

Under the overall management and direction of the Health and Nutrition Coordinator

  • Programs: S/he conducts assessments, and is involved in the implementation and monitoring of health service provision, while integrating PUI’s health policies, national/ international health standards and guidelines to ensure quality services are provided.
  • Human Resources: S/he supports the health team, provides support to Project Managers for recruiting technical staff and facilitates technical training activities based on identified needs.
  • Logistics and Administration: S/he ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures.
  • Representation: S/he represents PUI with partners, authorities and local actors involved in the implementation of health and nutrition programs.
  • Safety: S/he contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor.
  • Strategy: S/he contributes to the development of new interventions based on identified needs.

 

  • SPECIFIC GOALS AND RELATED ACTIVITIES
    1. QUALITY ASSURANCE OF THE HEALTH AND NUTRITION PROGRAMS
     S/he works in close collaboration with the Health and Nutrition Coordinator on the definition and improvement of quality healthcare service provision.
     S/he develops and implements Standard Operation Procedures (SOP) in coordination with the Health & Nutrition Coordinator and the Project Managers / Deputy PMs.
     S/he supervises in coordination with the Health PMs, Deputy PMs, and Health and Nutrition Supervisors, the operation of health and nutrition activities and monitors the quality of care.
     S/he assesses and ensures that tools and practices across the whole mission are harmonized and capitalized and in coherence with PUI health framework, international and national health standards and guidelines.
     S/he ensures proper archiving of all the documents, tools and training materials produced and ensures the availability for all the health and nutrition teams in the mission.
     In coordination with the Health Projects Managers, he/she ensures, appropriate health service provision, usage of medications, medical consumables or equipment according to the implemented Standard Operation Procedures.
     S/he ensures reports on health activities and consumption of medical supplies are prepared and analyzed by the health team.
     S/he continuously supports the Project Managers in direct supervision through checklists and observations.
     S/he ensures that epidemiological data are recorded, analyzed and shared by the health and nutrition team to the Health & Nutrition Coordinator, in coordination with PMs and Deputy PMs, in line with internally approved requirements.
     S/he ensures reports on health and nutrition activities, in particular concerning epidemiological data, consumption of medical supplies, indicators and results of the mission’s health programs are monitored and analyzed.
     S/he provides technical support for programs by responding to technical questions, analyzing health and nutrition strategies and identifying solutions to problems.

2. SUPERVISE/ TRAIN THE HEALTH AND NUTRITION TEAM
 He/She undertakes training need assessments (TNA) of project medical/ health personnel and nutrition staff in the mission (PUI and MoH staff).
 He/She organises regular supervision visits, and weekly/biweekly meetings with the technical teams, and facilitates the training for medical/health and nutrition staff based on the TNA and field supervision recommendations.
 He/She develops, in coordination with the Health and Nutrition Coordinator, Project Managers, and Deputy PMs, the training plans for PUI health and nutrition staff and coordinates actively training with local and international partners (UN agencies, MoH staff, hospitals and others).
 He/She participates in writing up job descriptions for the members of the health and nutrition teams and plays an active role in recruitment (interviews, tests, etc.).
 He/She participates in defining all health and nutrition positions for the mission (recruitment, training, monitoring, setting objectives, support and assessments for local staff) in conjunction with the relevant AM, PM and Field Co, as well as with the Health Coordinator.

3. ENSURE LOGISTICAL AND ADMINISTRATIVE MONITORING OF HEALTH AND NUTRITION PROGRAMME(S)
 S/he supports and trains, in coordination with the Project Managers and the Mission Pharmacist, the health team on medical logistical orders to ensure that requests are in line with the procurement framework and internal procurement guidelines.
 S/he participates in analyzing orders for medicines, consumables and medical equipment placed by project technical managers.
 S/he participates in supporting the pharmacy and logistics team to prepare medical documentation for Customs (international shipments).
 S/he contributes to analyzing bids made by suppliers for purchases with stringent technical specifications.

4. REPRESENT PUI WITH OTHER STAKEHOLDERS
 S/he represents the association with local actors involved in the implementation of medical programs and ensures that good relations are maintained with each of them.
 When necessary, he/she participates in Health Cluster meetings and reports on highlights to the Health Coordinator and Field Coordinator.  He/she also participates in other coordination meetings, representing PUI at both regional and national level when necessary.
 In the event of visits from Donors, he/she participates actively in the preparation and the smooth organization of the visit.
 Collaborate with other departments, MHPSS and Wash inside health facilities rehab teams, as needed to ensure smooth implementation and integration of services.

5. ENSURE THE SAFETY OF PROPERTY AND PEOPLE
 S/he ensures that the safety plan is known by the team falling under his/her responsibility and that safety rules are respected.
 S/he must ensure that project/s, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons at risk/ or in harm’s way.
 S/he alerts the Head of Mission / Deputy HoM for Programs, and Health Coordinator without delay, in case of impending danger to teams or beneficiaries.
 Ensure the respect of PUI rules and inform the Health Coordinator of any disrespect of the rules.

6. MONITOR AND UPDATE HEALTH STRATEGY
 S/he participates in identifying health-related needs in coordination with the Health and Nutrition Coordinator at the coordination level, and with the PMs and the base level.
 In the context of identifying new operations, he/she technically supports the PMs in the preparation of project proposals for the Health and Nutrition sector.
 Contribute to the development of the mission’s operational health strategy in line with PUI health policy and the country’s national health policy.
 S/he participates in the annual reflection and strategic development workshops with the mission’s health and nutrition staff as necessary.

 Minimum Qualification, Skills and Experience Required:

  • Language skills:
  • Arabic: Fluent (Speaking and Writing)
  • English: Excellent (Speaking and writing) 

 

  • Education degree:
  • Bachelor’s Degree: Medical doctor, public health, medical background: qualified and registered from a recognized university with a valid national practising license.
  • Specialization courses in project management Desirable background in humanitarian studies, human rights, and development cooperation. Training in Project Cycle management is an added advantage. 

 

  • Work experience:
  • At least 1 year of work experience in NGOs.
  • Experience in the partnership approach and capacity building of partner staff.
  • Demonstrable facilitation skills, including the ability to facilitate difficult conversations.
  • Demonstrable mentality and passion for continuous learning and process improvement.
  • Solid knowledge of administrative, logistical, financial and human resources procedures.
  • Sound knowledge of monitoring and accountability procedures for humanitarian programs
