 Background:

PURPOSE OF POSITION

 

This Purpose of Position will be used in the WVI Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. Under the direct supervision of the FSL Coordinator, the FSL officer will coordinate, manage and supervise the implementation of project activities at a base level. S/he will work closely with other World Vision Sudan departments and will coordinate with stakeholders at state level to achieve project objectives. 

The occupant shall fully comply with safety and security procedures, child-safe organizational policies of WVI, and program/humanitarian accountability practices. S/he is also expected to ensure partners’ (local NGOs, private sector actors, etc.) adherence and accountability to the same.

Program Implementation

To ensure the practical carrying out of field food security and livelihood activities:

  1. Be aware of WV Sudan FSL strategy, projects, activities and overall yearly planning.
  2. Support the Project Coordinator on monthly and weekly planning of the FSL activities at a base level. 
  3. Lead the process of beneficiaries’ selection, group formation and identification of project activities implementation sites, in full coordination with the relevant project stakeholders
  4. Lead, coordinate and monitor the provision of extension services and replication of learned skills and practices
  5. Conduct meetings with beneficiaries and community leaders, to facilitate activities implementation.
  6. Participate in all project meetings with local authorities and implementing partners.   
  7. Supervise community mobilization on implementation of different activities, ensuring adequate participation.
  8. Build and keep productive work relationships with all project stakeholders at a base level.
  9. Conduct seed, tools and other inputs distribution and leads distribution campaigns.
  10. Lead and facilitate the broadcasting of seeds campaigns, supervising daily worker tasks execution and supporting beneficiaries. 
  11. Lead and support activities implementation in animal restocking, including coordination of vaccination campaigns.
  12. Coordinate and support beneficiaries’ training, including trainings campaigns for Community Animal Health Workers (CAHWs).
  13. Lead and support cash distribution activities, ensuring respect for selection criteria, community participation and respect for WV Sudan procedures and policies.
  14. Responsible for food security and Livelihood items stock, in collaboration with FSL assistant and other WV concerned staff.
  15. Ensure project expenditures are within budget and in compliance with WV financial policy and regulations.
  16. Ensure compliance to internal World Vision Sudan regulations in the implementation of the project.
  17. Coordinate and collaborate with Supply Chain Management on procurement and distribution of various agricultural and livestock inputs.
  18. Coordinate and collaborate with necessary line ministries at the localities/state level for project implementation, as directed.
  19. Participate in regular FSL meetings with partners, government bodies and other stakeholders, as directed.
  20. Participate in any FSL need assessment conduction at the field level

Reporting, Monitoring and Evaluation 

  1. Work closely with the M&E department, and conduct various monitoring activities, as assigned by the line manager. 
  2. Timely report conducted activities to the line manager, following the reporting plan (weekly, monthly, etc.).
  3. Maintain proper documentation of implementing activities, including success story writing and conduction of interviews with beneficiaries
  4. Support national partners in reporting their tasks and follow them ensuring they are providing weekly, monthly, quarterly and annual reports as per the agreed reporting formats
  5. Carry out various campaigns of surveys, as directed

 

Quality reporting and proper M&E execution is achieved.

Staff management and capacity building 

  1. Provide technical support to WV Sudan Program staff, partner organization and staff of line ministries in project implementation.
  2. Organize and follow daily workers and beneficiaries work and payments, ensuring respect for WV Sudan rules and procedures.
  3. Participate actively and support own and other team members ' building plans implementation.

Coordination, Quality Assurance and Strategy Support

  1. Participate in all FSL team coordination meetings/events at base level.
  2. Participate in other coordination meetings/events, as directed.
  3. Adhere to WVI program quality standards, in close collaboration with FSL technical unit.
  4. Support the overall WVS ministry strategy activities, as directed.

 Minimum Qualification, Skills and Experience Required:

  1. Bachelor’s degree in agriculture from an accredited university. 
  2. Training on project management and reporting (certified by certificates).
  3. Proven good planning and reporting skills.
  4. Computer competency including MS Office package (especially Word and Excel).
  5. Cross-cultural sensitivity, flexible worldview, emotional maturity.
  6. Ability to work in and contribute to a team-building environment.
  7. Ability to work under pressure.
  8. Minimum of 2 years experience in implementation of food security and livelihood projects.
  9. Additional years of experience managing agricultural projects is required.

Preferred Skills, Knowledge and Experience:

  1. Training in FSL aspects like agricultural training, animal husbandry training, climate-smart agriculture, etc. is preferred.
  2. Training in M&E is preferred.
  3. Training and capacity-building skills are preferred
  4. Experience in Donor compliance and financial management is preferred.

Language Requirements

  • Must be fluent in both English and Arabic (written and verbal).

Work Environment:

  • Very frequent travels to field project sites and ability to live in hard conditions.
  • Close interaction with project beneficiaries, partners, and government officials
