PURPOSE OF POSITION

This Purpose of Position will be used in the WVI Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. The purpose of the position is to coordinate the Food Security and Livelihood (FSL) program at a base level. The position includes daily, weekly, and monthly planning, implementation, supervision, monitoring, reporting, and evaluation of all project components assigned. The person will provide technical, administrative, financial, and human resource coordination oversight in accordance with WV policies and donor requirements. S/he will ensure effective and efficient implementation of the projects including ensuring visibility and effective communication with all stakeholders. 

 

The Coordinator shall fully comply with safety and security procedures, child-safe organizational policies of WVI, and program/humanitarian accountability practices. The Coordinator is also expected to ensure partners’ (local NGOs, private sector actors, etc) adherence and accountability to the same.

Project Management

  1. Coordinate the implementation of project activities according to approved objectives, plans of action, and budget. 
  2. Update project DIP and budget on a regular basis to reflect any changes that need to be incorporated into the project activities.
  3. Lead the process of identifying project target villages and beneficiary selection in collaboration with key stakeholders and on the basis of agreed selection criteria. 
  4. Compile, update and keep project activities implementation records (such as beneficiary’s selection process and lists, distribution lists, and beneficiary’s profiles).
  5. Ensure technical standard adherence for all procurements with the supply chain unit, in close collaboration with the sector coordinator and FSL manager.
  6. Under the technical guidance of the FSL manager, seek and provide technical support to all project teams and partners, to properly implement planned activities and programs, at the state level.
  7. Document all lessons learnt during project life and share such docs with the FSL manager for feeding into future proposal designs 
  8. Monitor the progress of project implementation including the preparation of different internal and donor reports according to WV, donors and government reporting standards and agreed timelines.
  9. Work closely with the M&E team to ensure key components of accountability (such as information sharing, beneficiary feedback mechanism, and participation of beneficiaries) are in place and adequately practiced and documented.
  10. Guide and support training activities of implemented projects, including support training materials preparation and facilitation of technical training.
  11. Support overall risk mitigation plans, as needed and directed.

Financial Management and Compliance 

  1. Monitor monthly expenditures in consultation with the line manager and the Finance Coordinator take timely corrective actions -if any- and ensure that project expenditures are within budget. 
  2. Ensure WV and the agreed donor’s financial systems and policies are adhered to.
  3. Ensure compliance with internal World Vision Sudan and donor regulations in the implementation of the project, including the management of funds sub-granted to local NGOs.
  4. Ensure timely submission of budget variance explanations to the finance team and other relevant stakeholders.
  5. Work closely with the finance team to ensure appropriate record keeping is maintained on all donor-related financial documents to facilitate the timely reconciliation and liquidation.
Quality project budget management is achieved.

Monitoring & Evaluation and Reporting

  1. Facilitate baseline survey - to establish benchmark values for measuring performance of project indicators
  2. Work closely with the M&E department and project team to ensure the conduction of various monitoring activities, as detailed in project documents. 
  3. Timely report conducted activities to line manager/FSL manager and other concerned leaders, following the reporting plan (weekly, monthly, etc.).
  4. Provide timely scheduled and ad hoc reporting on implementation progress to donors, WV Sudan Senior Leadership Team (SLT) and other stakeholders including HAC and government line ministries
  5. Regularly Share monitoring and implementation reports with the FSL manager 
  6. Support national partners in reporting their tasks and follow them ensuring they are providing weekly, monthly, quarterly and annual reports as per the agreed reporting formats.
  7. Maintain proper documentation of implementing activities, including success story writing and conduction of interviews with beneficiaries
  8. Carry out various campaigns of surveys, as directed
  9. Support the final evaluation of the project.

Staff management and capacity building 

  1. Supervise and manage the performance of Project Officers and other staff in the project.
  2. Provide technical support to WV Sudan Program staff, partner organization and staff of line ministries in project implementation.
  3. Facilitate staff hiring at the state level, as directed by the FSL manager and orient them.
  4. Ensure that project staff get on-the-job coaching on project field activities. 
  5. Support project staff hiring, as directed by the FSL manager.
  6. Support the FSL manager in planning base staff capacity building plans and pursue meaningful opportunities for training and capacity building for State FSL teams.
  7. Organize and follow daily workers and beneficiaries work and payments, ensuring respect for WV Sudan rules and procedures.
  8. Lead and support the implementation of activities assigned to the national partners and give necessary technical and other guidance to partners
  9. Support and build the capacity of partner NGO staff in quality assurance, monitoring, and evaluation.

Coordination and Networking 

  1. Act as a focal person in representing the project towards local governmental bodies, donors and other institutions at the field level. 
  2. Represent and support WV Sudan, government, and local partner NGO joint project monitoring meetings at field level and report.
  3. Ensure coordination between all project stakeholders at the base level through monthly meetings and workshops, to achieve a high level of implementation.
  4. Represent WVS FSL state programs at FSL cluster and other technical bodies at state level.
  5. Participate in all FSL team coordination meetings/events at base level.
  6. Purposefully promote a high level of collaboration and integration of all programs implemented at the state level.
  7. Preparing and facilitating discussions, agreements and facilitation of signing of technical agreements (TA) with relevant Line Ministries.
  8. Lead quarterly coordination meetings between all project teams and MEAL team, at a base level.
  9. Ensure active community involvement and participation in project implementation.
  10. Host donor site visits in collaboration with WV Sudan South Darfur concerned staff and local partner NGOs.
  11. Prepare and submit project updates as needed.
  12. Ensure the donor visibility is included in all implemented activities.

Program Development and Strategy Support

  1. Under the technical guidance of the FSL manager, Support the overall WVS ministry strategy objectives and activities.
  2. Develop ideas/concept notes based on humanitarian needs in the state and share them with the FSL manager for future funding.
  3. Support the promotion and establishment of improved agricultural productivity through sustainable and climate-smart agriculture development and disaster management approaches, as directed by the technical unit. 
  4. Ensure program quality standards are adhered to by program-concerned staff.
  5. In collaboration with the WV Sudan program concerned staff; local line ministries, stakeholders and community beneficiaries support project sustainability. 
  6. Be the focal person for FSL need assessments aimed at determining community needs in support of future proposal design, and follow closely state-level need assessments conducted by other actors and share reports of all of them with the FSL manager and base manager
  7. Support the overall WVS ministry strategy activities, through close collaboration and on-time reporting to the FSL manager.

 Minimum Qualification, Skills and Experience Required:

  1. Bachelor's degree in Agriculture from an accredited university.
  2. Training in project management and reporting (certified by certificates).
  3. Advanced technical Knowledge of agricultural development and aspects of FSL; including but not limited to improved agricultural productivity approaches, environmental approaches, economic empowerment, disaster risk value chain in agriculture, etc
  4. Expert-level understanding of MS Excel, MS Word and other Microsoft applications. 
  5. Experience working in a cross-cultural environment. 
  6. Willingness to live and travel in harsh conditions. 
  7. Cross-cultural sensitivity, flexible worldview, emotional maturity.
  8. Minimum Two years experience coordinating/managing FSL projects within INGOs.
  9. A minimum of One year of experience in the position requires the provision of FSL Technical Support (like extension service experience, facilitation of agricultural training, etc.) to programs/teams. 
  10. Experience in managing projects funded by major institutional donors such as SHF, GoG, ECHO, DFID, EC, USAID/ OFDA and others.
  11. One year experience in team management.
  12. Advanced coordination of large integrated and multi-faceted programs.
  13. Proven good planning skills while retaining flexibility for unforeseen eventualities.
  14. Different training on aspects of FSL is preferred.
  15. Training in M&E is preferred.  

 

Language Requirements

  • Must be fluent in both English and Arabic (written and verbal).

Working Environment/Conditions

 

Work environment: 

  • Office-based with frequent travel to field locations. 
  • The position requires a willingness to function during the crisis and in response to donors/other work obligation deadlines.
  • On call: 10%
