 Duties and responsibilities:

General responsibility:

Under the supervision of Cash & Market Project Manager and the Field Coordinator, the Food Security & Livelihood Manager is responsible of the good running of activities at field level within his/her team according to the FSL activity planning. The project will aim to provide unconditional food assistance and agricultural support to vulnerable and conflict-affected IDPs and host communities in Darfur. In the course of undertaking his/her tasks, he/she shall work with professionalism and honesty, and shall commit himself/herself to TGH principles as well as humanitarian principles.

 

  1. Responsibilities and related tasks:
  • Oversee the design, planning, implementation, monitoring, follow up and reporting of FSL activities in area of intervention with the support of TGH Cash & Market Project Manager, and the Field Coordinator.

 

  1. Management, monitoring and continuous improvement of FSL activities at base level
  • Support FSL strategy formation and global planning of FSL activities.
  • Ensure that FSL strategy and global plan are implemented at base level, under the supervision of FSL Coordinator 
  • Plan FSL team activities in coordination with the FSL Coordination team on monthly basis and plan FSL team’s activities weekly according to priorities.
  • Participate in creation of monitoring tools for FSL (Cash & voucher, cereal and vegetable seeds distribution, training on agricultural practices) programming in target areas that takes into consideration global standards and best practices, local context, and safeguarding concerns;
  • Implement beneficiary selection criteria for vulnerable households and ensure the high quality of the data collected during the assessment, according to the SoPs;
  • Support the identification of the transfer methodology (cash, voucher, in-kind) and in collaboration with logistics, identify adequate vendors/service providers to conduct the activity. 
  • Support management team in developing of an up-to-date work plan aligned with program’s timeline and targets;
  • Lead the implementation of the Rapid Market Assessment (for seeds, tools and food), Vendor assessment, and Price Monitoring at base level
  • Prepare and organize the FSL activities with support of management team including recruitment of DWs as needed and coordination with vendor;
  • Ensure the provision of safeguarding protections through the entire FSL programming;
  • Ensure that gender, environment, and other important cross-cutting concerns are taken into account; ensure that assistance is delivered to highly vulnerable families with specific needs as per the project target beneficiaries. Ensure activities are implemented in line with TGH policies including child safeguarding and PSEA policies;
  • In collaboration with the MEAL department, prepare a Post Distribution Monitoring Plan and ensure PDM implementation;
  • Work in collaboration with the MEAL department to ensure effective feedback and response mechanism and that beneficiary complaints are well documented and addressed and responded to in a timely manner;
  • Responsible of TGH support to farmers and beneficiaries groups/associations formations and follow-up.
  • Coordinate different trainings, in collaboration with MoA, national research corporation and external trainers  and conduct them when needed, following TGH global planning
  • Provide success stories, quality project photos and lesson learnt.

 

  1. Team Management
  • Support Project Manager in leading the FSL activities team at base level, ensuring the respect of job description and TGH rules and regulation;
  • Supervise the FSL and Cash & Market Officer in its daily tasks, 
  • Organize and follow daily workers work and payments, ensuring respect of TGH rules and procedures;
  • Support the Project manager in validating technically administrative docs (daily worker, overtimes, etc);
  • Fill-in for the gap of FSL and Cash & Market Officer in case of absence or vacancy;
  • Ensure proper documentation of project related documents.

 

 

  1. Coordination and relation with partners
  • Support coordination at base level and participate in TGH internal meetings;
  • Support technical discussions with line ministries and other stakeholders, for signing of collaboration agreement;
  • Ensure the implementation of all signed agreement with all stakeholders;
  • Attend coordination meetings with external partners, localities and/or HAC at base level and share the outcome of the meetings;
  • Support Project manager in attending meeting with community leaders (Sheikhs, Sheikhas) periodically to ensure that our intervention is beneficiary-focused and is sustainable;
  • Liaise with local authorities and NGOs in the field to avoid duplication and exclusion/inclusion errors and guarantee the continuous cross check of beneficiary list, as well as capture best practices and lessons learned from previous interventions in targeted area. 

 

  1. Administration and logistics

 

  • Follow-up requests and deliveries of materials, Cash, services, tools and equipment required for FSL activities, in coordination with logistic team and ensure that all the material/services needed is available at the base before the start of the activity;
  • Coordinate with administration regarding cash requests and expenditures;
  • Support in the vendor selection process with project manager and logistics team;

 

  1. Reporting
  • Completion of report detailing best practices and lessons learned following cash activity implementation;
  • Ensure timely submission of implemented activities reports, assessments, and weekly/monthly follow-up reports to the project manager and ensure the accuracy and timeliness of the reporting;
  • Participate to base general reports, as required;
  • Any other tasks as instructed by the line managers.

 

 

  1. Personal and staff capacity building
  • Participate actively in the training courses recommended by TGH, and share new skills and knowledge with his/ her team or colleagues and TGH partners (MoA, FSL committees, and any other ones).
  • Attend training, workshops, and coordination meetings organized by TGH in Khartoum or in Darfur.
  • Take a proactive stance to identify areas requiring development and tailor training as appropriate
  • Through supervision and training, enable TGH FSL staff to take on greater role in the performance of their tasks throughout the programme
  • Ensure that capacity-building activities for FSL team are implemented properly at field level, with a special attention but not limited to their technical skills, knowledge and expertise on Food security and Livelihood relevant to the TGH programme 
  • Together with FSL Coordination team, evaluate and conduct onsite training of FSL team based on training needs.
  • Supervise training sessions for the beneficiaries and organisation of groups benefiting of these trainings. 

 

Any other tasks assigned by the line or the base manager based on TGH project needs.


 
 Minimum Qualification, Skills and Experience Required:

  • University degree (Bachelor) in Agriculture 
  • Agricultural technical field knowledge: agrarian calendar, use of FSL materials (example water pumps, mechanical ploughing, characteristics of local varieties, etc.)
  • Minimum of 2 years practical experience managing food security and livelihood programs with NGOs
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;
  • Proven ability to meet deadlines;
  • Excellent analytical and self-motivation skills; able to think critically;
  • Strong computer skills (Excel, Word, Outlook);
  • Written and spoken Arabic and English (advanced level) compulsory;
  • Flexibility and ability to supervise and support a small team;
  • Good communication and reporting skills.
