 Background:

Triangle Generation Humanitaire (TGH) is an international, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non-discrimination. TGH launched its mission in Sudan in 2004, in response to the Darfur conflict. Since then, TGH has been implementing projects in Food Security and Livelihood, water supply, sanitation, and hygiene promotion.



 
 Duties and responsibilities:

He/she is in charge to second the Cash & Market Project manager and support the TGH Cash & Market / FSL Team in Darfur for quality program management. 

The FSL Deputy Project Manager represents Triangle Génération Humanitaire (TGH) in the field with professionalism, honesty, and commitment.

Responsibilities and Related Tasks

Representation and coordination

 

à Related tasks:

  • Ensures information exchange and complementarity at FSL programmatic level with other INGOs, NNGOs, local authorities, UN agencies and donors.
  • Develops partnerships for added value of FSL programs (NNGOs, CBOs, Government bodies, universities, research centers, international agencies, etc).
  • Prepares and attends relevant donors meetings with the Head of Programs and/or the Country Director. 

 

Project Development, Management and Reporting

à Related Tasks:

Project Management 

  • Support and second the Cash & Market PM in all aspect of CVA and FSL activities, Activities Planning, Implementation and Monitoring, Team Supervision, Procurement, Financial Monitoring, Knowledge Management and Donor Reports.
  • Participate to proper programming, planning, implementation, supervision, monitoring, evaluation and learning of all project activities, in compliance with project proposals, donors’ requirements and TGH best practices.
  • Provides the Cash & Market PM with regular consolidation of information, data and analysis from various sources and suggestions/propositions for new/revised interventions.
  • Facilitate the sharing of information between related to activity monitoring, data collection between field teams and the Cash & Market PM.
  • In collaboration with the MEAL department, support in the plan and supervision of Project Technical Review, Evaluation and Baseline/Endline Surveys and Technical Studies.
  • Provide support and follow-up to local implementing partners.
  • Ensure that TGH Cash & Market / FSL teams understand the project proposals and are aware of the Project workplan
  • Support the field Cash & Market / FSL teams to follow the local community’s needs in terms of food security and livelihoods and reports their needs.
  • Support FSL team to write plan monthly, action plan and activity report (according humanitarian and donors requirement) before Cash & Market PM validation and Proposes solutions to implementation challenges and pertinent project modifications to facilitate the achievement of project outcomes and specific objectives. 

 

Programs Development

  • Support the Cash & Market PM in the development of yearly FSL strategy and to plan activities implementation in coordination with FSL team.
  • Presents primary and secondary data in a comprehensive manner (graphics, data tables, etc ) providing FSL expertise analysis and conclusions for FSL Department.
  • Contribute to information sharing on regular basis, both internally and externally (FSL sector coordination members, local authorities and donors). 
  • Support the Cash & Market PM in collaboration with field teams to design and proposal discussions, including proposal writing, log frame design and budgeting. Contributes to relevant Protection, Gender and Environmental issues mainstreaming in FSL programs.

 

Programs Reporting

  • Support activities reporting, giving necessary guidance and support to the FSL managers and teams. Support FSL team in the field for the use of follow-up and reporting tools. 
  • Write specific activity reports when relevant and/or upon request of the Cash & Market PM
  • Supports the TGH Cash & Market / FSL teams in the timely collection and compilation of information to monitor project implementation and measure progress against the project indicators. 
  • Conducts M&E field visits and provides guidance and support to the TGH Cash & Market / FSL teams
  • Assist Cash & Market PM to produce quality reports for donors, authorities and sector partners under the supervision of the Head of Programs.

 

  1. Technical supervision and oversight on agricultural support activities

 

à Related tasks:

  • Provide technical support to the development and implementation of agricultural support activities (cereal cultivation, vegetable cultivation and home gardening, livestock support, food aid, livelihood support etc.)
  • Ensure FSL project team and partner staff use the appropriate systems and tools to ensure relevance, efficiency and quality of agricultural support programming, when relevant.
  • In cooperation with MEAL team, develop and regularly update the MEAL plan related to agricultural support
  • Help identify, assess, and strengthen partnerships relevant to agricultural support, including with suppliers. 
  • Make recommendations on ways to innovate and promote the uptake of appropriate technologies to deliver agricultural support more efficiently.
  • Support Program teams on how to carry out specific market assessments. 

 

  1. Finance, Administration and Logistics

 

à Related tasks

  • Ensure that TGH Logistic and Financial procedures and donor requirements are adhered to at all times.
  • Timely report any concerns over adherence to Logistic and Financial procedures and policies to coordination.
  • Support overall respect of TGH Internal Staff Regulations within TGH Cash & Market / FSL teams
  • Make sure that the communication between the FSL and the Log or Admin departments is smooth at base and support the relevant staff in this purpose.

 

  1. Capacity building for FSL staff, beneficiaries and partners

 

à Related tasks

  • Participate in formalization and improvement of the training programs of the farmers.
  • Monitor the effectiveness of training provided on agricultural support to staff and implementing partners through frequent communication with organisers and field observations and report to the outputs to Cash & Market PM to ensure achievement of the objectives of training and capacity building sessions and conduct any necessary adjustments in training programs on time.
  • Conduct field visit of implementing partners activities and document and report to Cash & Market PM all findings and recommendations.
  • Identify opportunities for the human resource development of project staff and promote cross visits to improve familiarisation with new technical strategies and attendance at management-related training workshops.
  • Participate in training of the new members of the TGH Cash & Market / FSL teams, specifically on agricultural support.
  • Contribute to the capacity-building of the TGH Cash & Market / FSL teams, specifically on agricultural support. 

 

 

The FSL Deputy PM also acts as interim Project Manager during the absence of the Cash & Market PM. 

 

The position of Food Security and Livelihood Coordinator is a flying position. The candidate must be willing to travel TGH bases on a very regular basis as most of the time will be spent in TGH bases.


 
 Minimum Qualification, Skills and Experience Required:

  1. Bachelor degree in Agriculture and 3 years of experience in similar job
  2. Post Graduate level degree in agriculture (Master or Ph.D)  
  3. Short trainings courses in project management, projects monitoring and evaluation, vocational training, nutrition, participatory approaches to development and emergency planning, etc.
  4. At least 2 years practical experience with an international development organisation, managing agricultural/livelihoods development or post emergency programmes. Knowledge of functioning of NGOs and familiar with donor’s regulations and requirements.
  5. Previous experience on agricultural, cash, IGA project in humanitarian sector. Knowledge in nutrition will be appreciated.
  6. Good analysis skills and capacity to propose improvements and solutions within the responsibilities and tasks assigned. Demonstrated analytical and conceptual skills and excellent organizational skills.
  7. Ability to write up reports, compile and synthesize information adequately. 
  8. Consciousness of good presentation and respect of documents format. 
  9. Excellent mastering of MS Office (Excel, Word, Power Point and Outlook). Ability for information research in Internet. 
  10. Proficient in English (written and spoken. Excellent redaction skills in English compulsory). 
  11. Written and oral Arabic.
  12. Strong sense of leadership. Good team player, flexible and capable of working with a multi-national country team 
  13. Problem-solving and negotiation skills. Facilitating and mentoring skills
