Safety and Security Consultant

ADRA Sudan has been operational in Sudan for over 40 years and currently leads humanitarian assistance efforts in conflict-affected Blue Nile, White Nile and West Darfur States, supporting IDPs, returnees, refugees and host communities. ADRA is also implementing urban programming supporting women projects in Khartoum state.ADRA Sudan’s current areas of programming include food Security and livelihoods, WASH, nutrition, Peace building and Conflict Resolution, Education and protection, with gender Equity and environment mainstreamed.

 Background:

The purpose of this assignment is to assist ADRA and three of our local partners in developing Safety and Security Guideline for the safety and security of staff. The suggested headings for the security procedures are as follows (or this can be elaborated if theconsultant has more practical headings as well as according to the donor templates for the procedures based on ground realities): 1. Introduction 2. Policies and Responsibilities 3. Safety and Security Assessment 4. Safety and Security Procedures 5. Personal Safety and Security 6. Incident Response 7. Evacuation 8. Stress and Trauma Management 9. Appendixes



 
 Duties and responsibilities:

Objective of assignment 

The objective is developing Security Guideline/Procedures for ADRA and selected local partners and stakeholders. 

-Planned Outpu

Develop comprehensive safety and security report for ADRA Sudan and local implementing partners that is based on consultations, case studies and secondary data. The Safety and Security report should be enhanced with a safety and security plan along with processes and tools. The report should also be supplemented with additional annexes based on ADRA templates. 

The consultant will work closely with ADRA and partner designated staff. 

All deliverables will be submitted to the joint team of ADRA and partners on a date as mutually agreed during the inception meeting. The consultant should submit following key deliverables: • 

Inception report 

Outlining details of activities with proposed methodology and timeline/ delivery dates • 

Schedule of meetings, workshop and session plan • 

Final version of Safety and Security Guideline including annexes • 

Workshop report in English entailing, consultant findings, lesson learned, recommendation and follow up action plan 

- Methodology 

The methodology will be proposed by the consultant. Consultant will work closely with ADRA and partners as the designated contact point in setting up interviews with partner staff and stakeholders and for organizing workshops. 

The consultant work will be concluded with a feedback session where initial findings are presented for key staff of each NGO for their comments. Furthermore, the consultant will prepare an inception report prior to the commencement of the developing partner strategies field work. The inception report will present the proposed methodology, a matrix and instruments that will be used for the purpose of having strategies, conducting interviews, organizing workshops, conducting desk study, collecting field data and proposed timetable for the entire process.

Timeline 

The consultancy is planned to be undertaken in June 5th – June 30th. The strategies development will include meetings and workshop with partners’ staff, stakeholders and donors. A timeline could be discussed during inceptions based on agreed methodology.
