Senior Programme Accountant
ZOA International

 Background:

ZOA is an international non-governmental organisation with its head office in the Netherlands. ZOA has been working in Sudan since 2004. Its current focus is on post-conflict recovery and rehabilitation and ZOA operates programmes in North Darfur, East Darfur, South Darfur and Gedaref State, covering the sectors of food security and livelihoods & Economic Development, Integrated Water Resources Management and Education. 



 
 Duties and responsibilities:

  • Ensure that all the financial transactions are timely recorded in the accounting system ERP Unit4 and archive according to org’s policy. Ensure document completeness for both Country Office and field offices. 
  • Perform bank reconciliation for country office and review all bank reconciliations and cash balances for field offices.
  • Prepare monthly payroll and process salary payments. 
  • Ensure complete and proper documentation for all financial transactions at country office and filed office.
  • Responsible for timely and accurate recording of field and partner expenditures in ERP. Provide financial support and guidance support to local partner. 
  • Responsible for recording and reconciliation of ledger accounts including accrual accounts, accounts receivable and payables. 
  • Follow up on work advance issued to staff. Ensure timely liquidation of work advance and monthly reconciliation. 
  • Follow-up and review of Local Partners’ reports to ensure expenditures reported are in-line with the approved partnership agreement. Timely recording of partners’ financial report in ERP and conduct quarterly financial spot on partner’s report expenses. 
  • Verify cash projections prepared by the program accountant and ensure all cash expenditures are recorded in ERP to reconcile cash balances at field offices on a weekly basis. 
  • Provide support to field offices on financial management and capacity building. 
  • Provide support during project and statutory financial audit and verification processes.
  • Participate and support Head of Finance in monthly, Quarterly and Annual financial Closure. 
  • Ensure compliance to Government, donor and ZOA policies and requirements through providing timely and up to-date advise to ZOA staff regarding financial issues and procedure. 
  • Assist Head of Finance to perform spot check on financial documents in Country and field offices level. 
  • Perform any other duty that maybe be assigned which is deemed consistent and reasonable with the key tasks of the function and which is aimed at achieving objectives, mission and vision of ZOA.

Report

The position is under direct supervision of the Head of Finance. He/she has a functional relationship with the other field offices and Country office Operations Team.

 Minimum Qualification, Skills and Experience Required:

Job requirement

  • The candidate must be in possession of the following:
  • University degree or equivalent in Accounting, Audit, Finance or related field;
  • Experience in administrative and financial management of large-scale, complex, international and donor-funded programs;
  • Experience in managing donors funds such as: Dutch Foreign Ministry, EU, FCDO, USAID, UN agencies, GIZ is preferred;
  • Professional accountancy qualification (CPA or ACCA,CMA,CIA), is an added advantages;
  • At least 4 years’ experience in financial management, internal control and related monitoring processes and systems. 

Other requirements

  • Ability to work effectively under pressure and to manage competing priorities;
  • Able to work in a team and link up with external auditors, partners, internal ZOA Staff (advisors, management and field staff);
  • Ability to see the big picture while focusing on the process and procedures that are necessary to produce deliverables;
  • Attention to detail and numeric accuracy;
  • Good written, spoken English, Arabic an asset;
  • Ability to meet deadlines;
  • Ability to effectively defend compliance to ZOA and donor procedures;
  • Flexibility and the ability to thrive in a fast-paced environment;
  • Intermediate to advanced software expertise (Excel and accounting software);
  • Excellent interpersonal skills and a team player;
  • High flexibility to work on weekends, holidays and after office hours when required.
