Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.
Background:
Muslim Aid - UK Sudan country office (MASCO) has been working in Sudan since the 1991 in response to the ongoing needs of the Sudanese people living through conflict and the effects of drought. MASCO have worked with Sudanese and refugee communities toward a better future for Sudan, in the emergency Education – improving access to education and removing social barriers, in Khartoum state in the past 5 years. In June 2021, Muslim Aid transformed its education programme by terminating the one-to- one child sponsorship model (Rainbow Family) and transitioning to a Community-Based Model (CBM) for its education projects. The CBM is a holistic approach and is flexible to the context of the community. It is tailored to tackle the problems a particular community is facing. This is possible through engagement with the local community and key stakeholders - such as local government, community leaders, teachers, NGOs and CBOs - to better understand community needs and develop sustainable and long-term solutions.
In order to make a meaningful contribution to the education sector priorities presented through Humanitarian Response Plan for 2024 (HRP), MA Sudan Country Office received fund from MA Head office to implement the community based modality education project (CBM) in Kassala State, considering the facts that there are huge needs to be addressed, since the current conflict situation in Sudan have caused severe disruptions to education, with unprecedented damage to infrastructure, loss of resources, and a crisis-point in the educational system. Vulnerable children are exposed to severe distress and protection risks while lack access to basic education, particularly in conflict zones, hard-to-reach areas, and among displaced and vulnerable communities. Gender-based barriers further limit girls' access to education, compounded by a lack of trained female teachers and gender-segregated latrines, among other concerns. |

Duties and responsibilities:
MASCO would like to invite Non- government organization working in educational sector and has strong capabilities and experiences to develop project proposal based on the MA global framework, and to implement the project in Kassala state targeting displaced and vulnerable communities, the duration of the project is one year. The project will be guided by the context where Muslim Aid works primarily in fragile contexts, humanitarian principles, MA education interventions focus of:
The project proposal should adopt MA educational programme result chain. Each project within the programme will contribute towards the overall programme results and, as such, will be designed with a uniform goal and set of outcomes based on the results chain below. As well as be driven by local needs and informed by the context, the outputs and activity streams will feed in one of the four outcomes
It is expected that the proposal will be guided by both primary and secondary data, and the role of relevant stakeholders are well illustrated.
The technical proposal is expected to be submitted using MA proposal format (request via below email). The following should be attached with the technical and financial proposal. 1. Organization’s profile demonstrating required capacity, why they are the most suitable for the work, and local presence/activities in areas of intervention. 2.CVs of Team leader and staff involved in the project implementation demonstrating their capacity to conduct the assignment. 3.Proposed methodology on how the applicant will approach and conduct the work, including overview of the assignment/introduction showing the understanding of the context and knowledge of the assignment, Foreseen challenges during the implementation of the project and mitigation methods, tools to be used, M&E system. Detailed work plan with a timeline related to the different activities (including MEAL) across an implementation timeline. 4.Relevant past works including past projects and assignments related to education sector. 5.Provide sample of past annual reports, publications, online records. MA is inviting qualified non-governmental organizations/entities having relevant experience in delivering similar services as mentioned in this Terms of Reference (TOR) to submit technical and financial proposals. The applicant must submit the Technical and Financial Proposals using the same MA format mentioning “Technical Proposal” and “Financial Proposal” along with supporting documents requested.
