 Background:

Supporting the Head of Mission through delegated tasks and re-possibilities, managing the day-to- day functioning of the capital office and team, ensuring contacts with local authorities according to MSF proto-cols, standards and procedures in order to contribute to the optimal functioning of the mission The Deputy Head of Mission replaces the Head of Mission in his/her absence.



 
 Duties and responsibilities:

  • Contributing   to the mission-wide strategy; including the Country Policy, Annual Plan, budget and policy frameworks: -  Monitoring the annual plan to ensure alignment with MSF strategies and Mission policies 
  • Representing MSF towards other actors at national level, and supporting the PC with representation at local level.
  • Contributing to the analysis of the political, humanitarian and medical situation in the country and in the region. Identifying potential fields of intervention and determining response strategies. Supporting the Head of Mission in the preparation of project proposals and project reports for donors.
  • Contributing to the planning and implementation of medical-humanitarian activities in the mission according to MSF standards and protocols, their monitoring and evaluation, as well as their outcomes 
  • Coordinating, in close cooperation with the Medco, the emergency response procedures and when necessary participating in exploratory missions.
  • Ensuring proper planning and coordination of resources in the projects in order to implement MSF activities: 
  • Providing support to all project coordinators in project management, and preparation of project reports.
  • In cooperation with the Medco supporting the PCs in the planning and control exercises.
  • Managing the Capital Office team.
  • Supporting the HoM in implementing all Human Resources-policies ensuring that MSF acts as a responsible employer in terms of working conditions and reduction of security and health risks.
  • Monitoring, analyzing and ensuring the implementation of the local security plans
  • Guaranteeing and coordinating the implementation of the security framework and ensuring the understanding thereof within the mission, informing the Head of mission on potential security risks, incidents and context changes
  • Performing tasks delegated ad hoc by the Head of Mission depending on the dimension of the mission and taking into consideration sustainability in the treatment of the dossiers.

 

MSF Section/Context Specific Accountabilities 

 

  • Assisting HoM/PCs, with a specific focus on improving (IMS) access to the Omdurman project.
  • Developing and maintaining a network of contacts in order to share information on the context, follow trends, identify new risks and threats; support HoM with context analysis.
  • Liaise with authorities and assist the support departments with follow-up on visa and travel permit requests, custom clearance etc.
  • Supporting the HoM in official representation. 
  • Upon delegation, representing MSF in meetings.
  • Gaining an understanding of how MSF is perceived by health professionals, population and relevant actors (political, armed groups, religious and tribal leaders, etc.)
  • Analyzing and sharing advice on impact of local dynamics on project staff’s safety and security as well as impact on population at large.
  • Raising security awareness among the staff on security context.
  • Updating general information on the context for MSF internal documents.
  • Participating actively in the access negotiations, identifying gaps that prevent MSF to operate.
  • Liaising with local potential stakeholders and help the HoM to create, reinforce and maintain links with local leaders, tribes, authorities, armed forces.
  • Preparing and ensuring renewal of MSF legal documents (Registration, Technical Agreements, Memorandums of Understanding etc.) in collaboration with Deputy Head of Mission and Head of Mission Support.
  • Advising on cultural appropriateness of organizational activities and individual behaviors. 
  • Providing briefings to the key MSF international staff (Coordinators, Medical Team Leaders) on the context and cultural aspects of working in Sudan.
  • Assisting HoM during the field trips to the MSF projects. Participating in the assessment trips, emergency interventions, visiting MSF projects.
  • At the HoM’s request lead assessment trips and temporary activities.

 
 Minimum Qualification, Skills and Experience Required:

  • Previous experience of at least five years in humanitarian assistance, preferably in management positions in MSF or other NGOs.
  • Essential working experience in developing countries.

  1. Knowledge
  • Extensive knowledge of writing skill, computer skill (word, excel and internet), political history and culture and of the humanitarian aid stakeholders in Sudan.
