 Background:

GOAL has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and South Kordofan states, overseen and supported by GOAL’s country-level staff. The current GOAL programmes focuses on several main sectors: Primary health care, Reproductive Health, Public and Community Health, Nutrition, Water Sanitation and Hygiene (WASH), Food Security, and emergency preparedness and response. GOAL uses several modalities, including supporting service provision, in-kind distribution, infrastructure rehabilitation, capacity building, and Cash and Voucher Assistance (CVA). 

 

GOAL’s Food Security and Livelihood program continues to evolve to address the pressing challenges faced in Sudan, including acute humanitarian response for basic needs (such as through Multi Purpose Cash), seasonal support for agro-pastoralist livelihoods, supporting small-scale individual or group livelihoods and financial inclusion for vulnerable groups, among others. GOAL aims to implement integrated programming across all sectors as much as possible. 

 

 

 

 



 
 Duties and responsibilities:

Brief Description

The FSL Country Coordinator is responsible for planning, implementation, technical quality, monitoring and Evaluation of projects to respond to acute food security and other basic needs, as well as to build resilient livelihoods for individuals and communities. S/He leads the design, implementation, and MEAL for FSL and MPCA activities, and manages the GOAL Sudan FSL budget, and is deeply involved in grants management. S/he will lead technical assessments and assist in development of new project proposals to ensure that the programming addresses relevant and critical needs of vulnerable people, and also leads development of technical guidelines, SOPs, manuals and other relevant documents to ensure compliance and rigorous implementation. The technical adviser shall conduct regular monitoring to project locations in conjunction with the technical staff at field office level. S/he will represent GOAL in relevant clusters and technical coordination forums, and meetings.

 

Description of Functional Relationships of the role

The FSL Country Coordinator reports to the PD and line manages the state FSL Program Managers, and indirectly oversees the FSL team. S/he works closely with the State Program Coordinators, MEAL staff, Area Co’s and Field Co’s to organize the timely and effective implementation of FSL activities. S/he must have good communication with other country technical leads to ensure integrated programming. In grant management and FBD, the role works closely with finance, procurement, and grants departments. 

 

Program Development and Design

  • Carry out situation analysis to identify gaps in the current Livelihood and food security activities being implemented by the Government, NGOs and bi/multilateral agencies in Sudan, and develop appropriate strategies for GOAL’s target communities.   
  • Identify strategic priorities, innovative activity designs, and research agenda 

Develop approaches and strategies that could maximize impact and sustained food and nutrition security for GOAL programmes.

  • Actively engage in development and submission of new FSL related Concept Notes and proposals, including design, partnership, budgets, and technical narrative. 

Program Implementation and Grant Management

  • Oversee implementation of all FSL and MPCA activities for GOAL Sudan
  • Ensure that Work Plans, Procurement Plans, Spending Plans and Budget Management Tracking are up to date, realistic, and followed by the FSL team. 
  • Regularly collect reports from the field office/s, compile and prepare as per the required reporting formats and submit them on time.
  • Lead the completion of FSL and MPCA sections of reports to donors, government, and HQ
  • Represent the programme in the grant management meetings and cover part of the meeting in the respective area.
  • Maintain up-to-date awareness of all GOAL’s donor proposals and the relevant donor compliance issues related to FSL and MPCA activities, ensuring implementation is compliant (working closely with GOAL global advisors)
  • Ensure that all FSL projects are prepared and implemented with active participation of the community and other partners and implementation is as per the standards.
  • Ensure integration of the FSL program with Health, Nutrition, WASH sectors as well as ensuring the mainstreaming of protection and safeguarding
  • Provide technical and management support to partners involved in implementing activities in the FSL sector, including MPCA
  • Participate in Procurement and/or Tender Committees as required, and provide technical advice to procurement team for FSL or MPCA related procurements
  • Work closely with Finance, Procurement, Logistics, IT, and other departments and learn about the relevant policies, to contribute to ensure FSL sector procurements, payments, logistics, etc are in compliance with GOAL and donor policies. 

Liaison and networking

  • Represent GOAL in national level FSL Cluster and Cash Working Groups for Sudan, and ensure representation at state level as relevant
  • Liaise with relevant Clusters, Ministries, UN Agencies, other technical bodies, and relevant partners to ensure alignment and integration of GOAL’s work
  • Conduct outreach to potential partners, including international, national, or UN agencies as well as private sector or academic organizations, who may partner with GOAL on programming and support development of consortia or strategic partnerships
  • Represent GOAL at technical, taskforce and advocacy networks at national and regional networks on Livelihoods and food security.

Monitoring, Evaluation, Accountability and Learning

  • Support and provide technical guidance on developing or implementing standard indicators for monitoring and evaluation.
  • Support the development and implementation of quantitative and qualitative data collection, analysis and reporting.
  • Support the analysis and interpretation of FSL and MPCA program data and experience, leading FSL and MEAL team reviews to document and share learning 
  • Ensure the proper documentation of progresses and or results of FSL interventions at both HO and FO levels. 
  • Contribute to GOAL Sudan learning and research agenda 
  • Ensure the effectively and timely follow-up of feedback and complaints related to FSL and MPCA program

Management 

  • Line manage the FSL managers and oversee the effectiveness of the FSL team
  • Support GOAL Management team to apply all relevant GOAL policies as well as relevant national policies
  • Build the technical capacity of FSL team by organizing trainings ranging from awareness creation and sensitization, to specific programme implementation modalities, 
  • Actively promote a collaborative, respectful, and solution-oriented working environment within GOAL Sudan and ensure these principles are integrated in communication 

Mainstreaming Issues:

  • The FSL Coordinator is expected to read, understand and implement GOAL’s policies and procedures on mainstreaming of Cross cutting issues. 
  • Responsible to ensure that all cross-cutting issues (gender, HIV/ AIDS, Protection, Disability, Environment, Climate Change, and others) are mainstreamed in designing and implementation of all livelihood projects 
  • Closely work with the Gender, Child Protection and HIV/AIDS team at HO level.
  • Be a role model and provide feedback to encourage others in supporting equity and diversity principals, and the accommodation of other differences in the workplace

 Minimum Qualification, Skills and Experience Required:

Qualification ( Education, Experience , key qualities, skill and competence):

  • University degree in Development / Agriculture/Rural Development or related with proven experience in a similar role or similar qualifications.
  • At least five year’s relevant experience working in humanitarian or development programmes with an INGO, or other relevant sectoral programming, at manager level or above
  • Experience in grant and budget management, preferably for international aid donors
  • Practical experience in Agriculture/Health/Nutrition/Rural Development
  • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
  • Demonstrated experience in budget development and proposal and report writing
  • Demonstrated experience in liaising with government officials, donors, and other agencies
  • Excellent personnel management skills. An ability to engage with, listen to and motivate staff, both national and international, in a challenging environment.
  • Good leadership skills with a flexible and motivated approach. Excellent communication and training skills.
  • Ability and willingness to live in difficult, and occasionally stressful, conditions for extended durations
  • Excellent computer skills, in particular Microsoft Excel, Word and Email.
  • Proficient in reading, writing, and speaking English.
