 Duties and responsibilities:

Job Summary 

 

CRS is looking for a Project Officer (PO) to support the Monitoring, Evaluation, Accountability and Learning (MEAL) component of the USAID Sudan People-2-People project titled ‘Insijam’ (i.e., harmony” in Arabic). The Insijam project aims to lay the foundation for reconciliation, peace, and sustainable development among people in conflict in East and Central Darfur. The PO MEAL will support the SPO MEAL to track and oversee MEAL activities including baseline, midterm and final evaluation surveys as relevant, field monitoring for data quality checking, carrying out data analysis and writing case studies and monitoring reports. The PO MEAL will similarly support the SPO MEAL to develop and maintain a database to collect and analyze information on inputs, activities, outputs, outcomes, and impact of the program. The PO MEAL will assist the SPO MEAL in coaching, mentoring and training partners M&E staff and establish and implement the community feedback mechanism to improve the program quality. 

 

 

Job Responsibilities

 

  • Support the SPO MEAL to oversee the development and implementation of MEAL frameworks including Detailed Implementation Plans (DIPs) and Indicator Tracking Tables (ITT) in accordance with CRS and USAID guidelines and best practices.
  • Work closely with other project staff to collect and collate data on project implementation maintain the indicator tracking tools and develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions
  • Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned, and champion the scaling up best practices
  • Work with the SPO MEAL to respond to requests for data and information from the donor and/or senior management team members.
  • Contribute to developing and reporting project reviews, assessments, surveys, and other analytic or evaluation processes and products.

 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications

 

  • University degree in Monitoring and Evaluation, Project Management and/or related subjects. Additional experience may substitute for some education.
  • At least two (2) years of experience in monitoring and evaluation. 
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • MEAL experience in USAID-funded activities is desirable. 
  • Understanding CRS MEAL systems and processes will be an added advantage. 
  • Experience in developing and conducting training in rural contexts with limited literacy. 
  • Cross-cutting knowledge of protection, gender, supply chain chains and safeguarding

 

Required/Desired Foreign Language: A good command of English and Arabic is required.

 

 

Travel Required: This position covers both East and Central Darfur projects. Regular travel to both East Darfur and Central Darfur localities will be required.
