Background:
The Health Officer will assist the Medical Coordinator to ensure the implementation of quality emergency healthcare programing in Khartoum Site.
The Health Officer will be responsible for maintaining regular contact with the partners in Khartoum, including the State Ministry of Health, UN agencies and other NGOs, and will also be responsible for adhering IMC’s strategic objectives for the health sector in coordination with the Health Department.
The Health Officer technically supervises the MOH staff at the at the targeted health facilities and reports to the Deputy Medical Coordinator. The Health Officer will receive technical support from the Deputy Medical coordinator.
The position is based in Khartoum with travel to the implementation sites/ camps/ HFs to supervise IMC’s emergency health and health systems-strengthening programs.
Duties and responsibilities:
Participate in appropriate assessment of the health facilities and document needs in terms of essential drugs supply, training and any other area that can be supported by IMC.
Work with the Medical/Program/MEAL department to carry out regular assessments and draft concept notes on the health needs in target communities.
Work as the liaison person between IMC and the health facilities supported by IMC through the State Ministry of Health.
Work with the Medical Department to develop and implement appropriate tools for drugs consumption monitoring in the supported health facilities.
Support the Medical Coordinator in conducting regular supportive supervision to the supported health facilities.
Work with Medical Department and the M&E team to design templates and a system for monitoring the progress of the project activities.
Plan, organize and facilitate trainings for the health staff in the supported facilities as well as mobile health team as per identified training needs.
Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.
Participate in MHNT activities and provide a report on the MHNT activities
Coordination:
Work closely with community structures to follow up on implementation of health activities.
Supervise the implementation of sensitization activities whilst collaborating with key stakeholders.
Represent IMC in field coordination meetings and conferences as necessary when requested.
Reporting:
Support to track the progress of activities, challenges encountered, lessons learned, and good practices and compile collected data, pictures and other information from the field.
Pass on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, IMC programs, or safety aspects.
Keep monitoring tools and files archived at the IMC office, ensuring their availability to his/her supervisor.
Compile information to ensure that the health situation in the area of implementation of the program is achieving the expected result, when required.
Provide feedback to the program team based on the field monitoring visits.
Support the project team in developing high quality project/program reports.
Liaise with M&E Team to ensure timely submission of contributions, support the M&E team in analysis of beneficiary data collection through the various tools.
Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.
Compliance & Ethics:
Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidents
Conducts and submits Security Risk Assessments of programs, as required.
Conducts and submits full Site Security Surveys of every site visited.
Conducts and submits Trip Reports of all high-risk field deployments.
The above should be completed using the Security Department approved templates and be submitted to the Director of Global Security and the other HQ security staff.
Keep excellent records and logs to ensure continuity of this position
Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
Minimum Qualification, Skills and Experience Required:
Health professional with an MPH or other suitable public health degree and experience
3 years’ experience in coordinating, implementing and managing humanitarian health programs in Sudan
Experience implementing health programming in insecure environments, hard-to-reach areas, and displaced communities.
Experience implementing both emergency and development-oriented health programming.
Experience integrating health programs with other sectors (nutrition).
Demonstrated skills in project design/proposal development and grant management.
Experience in capacity building and mentoring of national and international staff.
Competencies:
Demonstrated computer skills and experience
Ability to delegate responsibilities.
Excellent interpersonal and problem-solving skills.
Excellent coordination and networking skills.
