HR Officer

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral, and independent organization striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of HR Officer in Al Junaina. 

 

Purpose:  

 

HR Officer is responsible for staff administration within the sub-delegation. S/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations.



 
 Duties and responsibilities:

  • Ensures that staff-management policies are applied correctly.
  • Ensures that new employees are welcomed and well-integrated.
  • Carries out administrative follow-up on HR-related issues (conflict management, training, etc.).
  • Supervises local recruitment and training.
  • Acts as a focal point for general HR-management issues.
  • Follows up and controls holidays and overtime balance.
  • Makes sure that individual personnel files (electronic and paper) comply with standard structuring and that they are regularly updated and checked.
  • Provides administrative support and follow-up for learning & development activities (including inhouse trainings organized at the level of the sub delegation).
  • Collects, prepares, and handles all the documents for the local authorities. 
  • Monitors and ensures compliance with local labour laws and staff regulations.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree or equivalent higher education degree in Human resources, business administration, finance, management, or economics. 
  • Minimum 2 to 3 years’ experience as an HR officer or a recruiter preferably in the Humanitarian sector. 
  • Experience in using and maintaining an application tracking system.
  • Fluent in spoken and written English and Arabic.
  • Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint. 
  • Good knowledge of the Sudan Labour Act and ICRC regulations
  • Proficient in developing policies, advocacy, and partnerships.
  • Skilled in the following competencies: Leadership, Accountability, People Management, Teamwork, collaboration, Representing the ICRC, Beneficiary, and client-focused.
