MC Europe is facilitating recovery by addressing economic recovery needs and laying the groundwork for long-term development. MC Europe’s work in Sudan has three major components: Civil Society Development, Economic Recovery and Development and Humanitarian Assistance with activities that span many sectors including agriculture, market and livelihoods development, water/sanitation, capacity building, peace building, infrastructure rehabilitation, emergency distribution. Program / Department Summary The Human Resources department is responsible for providing effective and efficient services to all Mercy Corps Sudan staff. The HR department is responsible to ensure that all the processes are performed in line with the Mercy Corps requirements, local policies and donor rules and regulations. The HR department is responsible to ensure staff wellbeing and fair treatment of all existing and new hired staff. General Position Summary The Human Resources Coordinator position will be responsible for managing the overall efficiency and effectiveness of the HR departments for Mercy Corps Sudan. The HR Coordinator will be responsible to ensure that the service provided by the HR departments are compliant with Mercy Corps rules and regulations and local laws.

Duties and responsibilities:
Essential Job Responsibilities The specific duties and responsibilities of the Human Resources Coordinator include, but are not limited to, the following: Strategy & Vision - Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
- Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development.
HR Management - Oversee all HR activities of Mercy Corps Monrovia and provide required support to the other departments.
- Manage all HR functions in accordance with Sudan Labor Law and procedures of Mercy Corps.
- Responsible to ensure that recruitment process follows Mercy Corps, Labor Law and donor requirements;
- Responsible to ensure that all HR databases are updated containing latest information (i.e. HR Database, Payroll Database, Personnel Files Database, Evaluations Tracker, Leave Tracker, Staff Contact List, Org Chart and Recruitment Tracker, HCM Tracker);
- Responsible for reviewing timesheets on a monthly basis on Databsics and submit support document to finance department along with the payroll database. Provide required training to the new hires on how to fill their electronic timesheet;
- Responsible to extend all staff Employment Contracts are update in due course before their expiry;
- Responsible to ensure that monthly payslips are shared with all the staff.
- Responsible for ensuring that performance evaluations are completed in due time and filled in personnel files accordingly.
- Responsible for giving the Orientation and Onboarding to the new hires as per Mercy Corps requirements;
- Responsible to ensure that Training Plans are in place for all staff and take place;
- Responsible for ensuring that all new hired staff complete the MC Essential onboarding courses on due time. Maintain a tracker to present to HQ when and if needed;
- Ensure that Personnel Files and Job Files are updated and contain the required documents as outlined in respective matrixes as per Mercy Corps requirements;
- Ensure that new hires are placed properly within the Salary Scale and consistency is in place;
- Ensure that all staff have Mercy Corps ID card;
- Ensure that all staff have Medical Insurance coverage;
- Ensure that all staff have Socially insured. Ensure that NSS databases are updated by providing information on most recent hires and departures;
- Ensure that all relevant Government reports related to Employee data are submitted on regular basis;
- Ensure that Exit Processes are competed in line with the Mercy Corps requirements and proper forms are in place;
- Lead the process of any salary and benefits survey for Mercy Corps Sudan. Present any findings to the management for further action;
- Manage disciplinary and other procedures related to the termination of contracts in accordance with the internal policies of Mercy Corps.
- Provide direct support to other MC Sudan offices and ensure all offices meet minimum HR standards.
- Work closely with finance/compliance to mitigate fraud, conflict of interest and legal ramifications of Mercy Corps activities.
- In close coordination with MC’s lawyer, ensure that Mercy Corps’ Sudan staff regulations, contracts, documentation, policies and procedures are in line with the laws in Sudan and in compliance with Mercy Corps and Donor regulations.
- Maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information. Periodically audit and archive or destroy dated information, including employee and applicant files, in accordance with national law.

Minimum Qualification, Skills and Experience Required:
Knowledge and Experience - Minimum 3 years of experience working with International NGO as HR Coordinator, Senior HR Officer or 5 years as Officer Human Resources Officer
- Bachelor level required in Administration or Human Resources;
- Computer skills are required (Excel, Word advanced level);
- Must be an independent thinker and have strong organizational skills;
- Demonstrated experience scheduling and managing staff from multiple departments;
- Fluency in English.
Success Factors The ideal Human Resources Coordinator should have a good knowledge of Human Resources systems and strong communication skills. S/he should be creative and have a fun approach to teaching and leading. S/he should be able to work effectively on capacity building, mentoring and team-building techniques. S/he should be sensitive to, and have an understanding of local context as well as familiarity with field staffing structures. Experience working with Senior Management on people issues is preferred. Demonstrated attention to details and ability to follow procedures, meet deadlines and work independently and cooperatively with team members. Experience taking the lead on unfamiliar tasks within diverse cultural contexts. Females are highly encouraged to apply
