Background: The International Committee of the Red Cross (ICRC), an impartial, neutral, and independent organization striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Human Resources Officer 2 in Kassala. Purpose: The HR Office is responsible for Learning and development and Performance Management and Development activities for Sudan delegation. S/he assesses, plans, organizes, implements, and monitors them according to set objectives for the delegation. S/he brings insights on the matters and provides professional HR services and advice and sees to it that needs are translated into objectives and that PMD/LnD strategies are aligned with the overall HR strategic objectives, to enable responses to operational needs and challenges.

Duties and responsibilities:
- Carries out and provides support for learning and development programs and Performance Management Development activities.
- Analyses learning needs of the delegation and Ensures that LnD and PMD policies are applied correctly.
- Contributes to planning and developing the delegation learning and development budget, annual planning, and training programs.
- Contributes to formulating delegation priorities and strategies for learning and development.
- Contributes to the administrative and logistical organization of learning and development programs.
- Carries out evaluation and reporting related to their learning programs.
- Liaises with Administration and other departments in Sudan for all the training needs (Focal Point).
- Contributes to the drafting of Planning for results exercise and budget for its projects.
- Carries out administrative follow-up on related PMD and LnD activities.
- Acts as a focal point for general LnD and PMD issues.
- Supervision and coaching of trainer(s).
- Supports line managers in their managerial responsibilities regarding PMD and LnD activities.
- Conduct briefing sessions in LnD and PMD for new staff onboarding.

Minimum Qualification, Skills and Experience Required:
- Postgraduate higher education degree in business administration, human resources management, or a similar field. A Master’s Degree or professional Degree is an asset.
- 5+ years’ experience in a similar field.
- Fluent in spoken and written English and Arabic.
- Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint.
- Proficiency in designing learning programs, capacity building, Performance management, stakeholder management advocacy, and partnership.
- Skilled in the following competencies: Leadership, Accountability, People Management, Teamwork, collaboration, Representing the ICRC, Beneficiary, and client-focused.
