 Background:

We see a more peaceful and socio-economically and politically advanced Sudan.



 
 Duties and responsibilities:

 MEAL Manual development; the M&E is responsible to re-develop MEAL manual and the relevant annexes that fit UPO and voluntary operations; this include M&E guideline that covers project cycle from A-Z as well as illustrative handbook, formats and templates to be applied immediately in UPO operation. All the manuals and the format to be written in both English and Arabic languages. 

 

Staff skills development and trainings:  you are is tasked to provide intensive trainings and orientations on the MEAL applications and the templates use, the training may target all the field and senior staff both at the field and Khartoum level. The consultant  is also responsible to provide on job train at least 4 associates and ensure that he equipped them with necessary weaponry skills on MEAL so that they continue operating beyond the consultancy tenure. 

Establishment of proper program structure: the consultant is tasked to establish a proper program structure that can facilitate effective communication between the field, Khartoum and UPO partners. The structure also should demonstrate the frequency, channels and methodologies/protocols of information sharing and project data management between the field team and Khartoum. 

Quality control: is responsible to ensure maximum quality control is applied and technical specification and donors’ requirements are being adhered to in all UPO projects in 2020-2023. This includes timely implementation of the activities, the impacts, budgetary aspect and value for money, and deliverables against the indicator performances. 

Obtainment of partners and community feedback: to visit all UPO partners both at Khartoum and field levels to obtain concrete feedback on UPO staff performances, their satisfactions, and other comments both positive and negatives to help UPO address the issues of concerns and improve its operations in a way that meets donors’ requirements. 

Projects review and implementation: The MEAL &QA is tasked to review all the recently implemented projects, current and upcoming project and see the progress made against the planned activities, set-up DIP, monitoring, reporting and implementation plans. The QA  also to check on the filing system, documentations, pictures, and other supporting documents of all the projects implemented.

Establishment of proper information management. in consultation with the communication team should establish a proper information management system as well archive and retrieve all the information and data of UPO projects including pictures, photos and documents and file them into the new system/tools this cover since 2013-2022 to be scheduled 

Field coordination: to daily follow-up with the Area manager and program officers to ensure the activities are being timely carried out. This will ensure a proper coordination with other NGOs, UN, INGOs and relevant forums is taking place as well as attending the sectors meeting both at field and Khartoum level

Reporting and communication.  Support and collect progress reports from the field on weekly, monthly, and quarterly basis to prepare a donor reports and internal reports to be submitted on the given timeline. The M&E officer also responsible to develop success stories and case studies for most of the projects been carried out in 2020-2022.

Coordination and fundraising: attend regular sectors coordination meetings assigned as well as responsible of drafting M&E plans and inputs in the proposal including the logical framework.

 

 

 

 

Requirements: -

  • List of priorities to be developed in consultation with relevant department as soon as possible 
  • The Advisor will submit weekly and monthly progress reports on the implementation of this ToR.
  • The manuals to be developed in the first month to be applied during the contract tenure.
  • Urgent conduct field visit to the project site
  • Compile and submit all the progress reports from the field on weekly, monthly basis.

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

 

  • Strong leadership, conceptual and analytical skills and demonstrated organizational, management and supervisory skills.
  • Knowledge and experience of cooperation with United Nations, governmental agencies and international development cooperation in the field of humanitarian assistance.
  • Team-oriented, flexible and excellent communication skills.
  • Computer skills.

Language Skills

English advanced written and oral skills required

Arabic would be an additional asset
