 Background:

International Rescue Committee (IRC) has previously operated in Sudan from 1982 until 2009 when it was expelled from the Country. In November 2019, the organization successfully obtained re-registration in Khartoum with the transitional government and started to operate once again in the country. IRC has launched its initial programs to support displaced populations in urban settings around Khartoum. 

Sudan is experiencing multiple challenges generating including macroeconomic crisis, armed conflicts and displacement, protracted refugee situations and natural disasters, as well as Covid-19. The result of this crisis is large-scale humanitarian need across the country leaving an estimated 9.3 million people in need. On top of this, In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan.

In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has one field base in Gadaref in addition to the head office in Khartoum, and is looking to expand in program scale, scope, and geographic support over the coming months.

As part of IRC’s programming expansion and focusing on partnerships modality. The organization will be expanding its partners led activities in different states within Sudan. 

 

Scope of work:

 

Reporting to and technically supported by the MEAL Coordinator, the MEAL Manager will work directly with and supervise some of the MEAL field and country office staff and activities in the different States where IRC operates. The MEAL Manager will work closely and collaborates with Sr MEAL coordinator , program teams to optimize monitoring, evaluation, accountability and learning capacities and opportunities of the IRC mission in Sudan to ensure high-quality programming for the clients we serve and support the global ambitions of IRC Strategy 100, and the Country Strategic Action Plan.   



 
 Duties and responsibilities:

 Accountability and Monitoring Systems:

  • Contributes to the development and oversees the roll-out of the Country Office MEAL frameworks as stated in the IRC MEAL Handbook.
  • Ensure MEAL plans for all new projects are developed in consultations with program staff to guide the monitoring, evaluation, and AAP along the course of implementation. 
  • Work with MEAL and project staff to timely finalize the Project Indicators Dashboard (PID) metadata worksheet for each new project and share with IRC MEAL Technology team for setup on the system. 
  • Undertake regular analysis of monitoring data and work closely with program technical coordinators and managers to facilitate decision-making for real-time program adaptation.
  • Work with MEAL field-based staff and program staff to ensure that data is collected, compiled, checked/reviewed for its quality and completeness in compliance with IRC and donors’ standards for data quality.
  • Work with and support program technical staff to design data collection tools for monitoring of project activities as agreed in the proposals.
  • Contributes to the country client response systems and SOPs development and works with client response team to roll-out and establish an effective client response mechanism in consultation with communities.   
  • Work with project staff to monthly update the Project Indicators Dashboard (PID) and provide a monthly report for the project achievements and progress to inform the management and identify the critical gaps in a timely manner.
  • Develop and/or update M&E tools, databases, and monthly reporting formats in close collaboration with the MEAL Coordinator/Sector Coordinators and Managers.
  • Ensure MEAL activities for the specific field office are planned on a monthly basis and the activity plan is shared with MEAL Coordinator to track the progress.
  • Support the staff in mobile data collection; using recommended IRC apps (Kobo Collect, CommCare) to collect and analyze data.
  • Provide regular performance and quality monitoring of implemented projects in IRC operating areas, share findings/gaps from field monitoring visits with project respective staff and agree and document actions for improvement.
  • ensure regular data assessments and reviews conducted for quality checking, gaps identified and documented, shared with respective staff for action planning, correction, and improvement.
  • Ensure all actions agreed are logged into the action plan trackers maintained by MEAL staff at each state, implementation status updated on monthly basis, and information on the trackers are quarterly analyzed and shared/presented. 
  • Advise staff on data management and storage and ensure adherence to IRC data protection policy.
  • Contribute to the rollout of IRC global strategic initiatives related to measurement and accountability and enable reporting against IRC global standards and requirements.
  • Through training, orientation, and coaching, ensure that IRC and National Partner staff at all levels fully understand and promote client responsiveness systems.  
  • Ensure all feedback and complaints received through the client response mechanisms are timely shared with concerned staff per the client response SOPs, logged into the Client Feedback Registry (CFR), information is quarterly analyzed and shared with respective IRC staff.   
  • Work with MEAL and program staff at field level to ensure timely information sharing about IRC implemented programs and policies with key stakeholders, including clients, ensure that IRC promotes transparency throughout all stages of implementation. 
  • Promote linkages between MEAL, safeguarding systems, and safe programming and integrate related polices on MEAL activities and practices including client response information sharing and quality monitoring.
  • Leads and works with MEAL field-based staff to finalize the item forecast (IF) for related MEAL budget lines and follow the procurement process for the items.

Program Design and MEAL Resources:

  • Support and work with the MEAL Coordinator and TCs to ensure that MEAL is an integral part of the program design stage and features in all proposal development.
  • Contributes to fundraising efforts, including log frame development, drafting narrative MEAL sections, and reviews to ensure MEAL activities and costs are adequately covered. 
  • Work with the MEAL Coordinator and program technical staff to ensure that MEAL resources are included in proposal development to the extent that guarantee MEAL is integrated in IRC implemented programs in a sustainable manner. 

 

Assessment, Learning, and Documentation

  • Ensure relevant, timely, and quality support to the program staff on implementation of technical assessments including developing the survey tools, enumerators training, data collection and analysis and report writing.
  • Leads and/or contributes to the design, planning, and implementation of IRC planned needs assessments, baseline surveys, and evaluations as required.
  • Contributes to the technical support needed for internal and external conducted studies, including drafting of TORs and selection of consultants, for assessments, baselines and evaluations and provide technical review of progress and final reports. 
  • Ensure assessment and evaluation reports are shared with relevant IRC staff and stakeholders and recommendations discussed with concerned program staff, required actions agreed and documented to inform the future program development and implementation. 
  • Participate in the regular program opening, implementation and close out meetings and present the MEAL agenda as required.
  • Ensure that data generated through the MEAL system is timely analyzed/interpreted and findings shared with concerned IRC staff to support decision making and learning. 
  • In quarterly basis, produce and communicate top level and comprehensive analytical reports using data from monitoring, evaluations, and client response systems to ensure that IRC management is able to make informed decisions on a timely basis to scale up and face operational challenges.  
  • Document and share learning, evidence, and data from previous projects to inform project proposal design.
  • Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.

Leadership and Partnership:

  • Support all technical aspects and actions of MEAL regarding, respond to program need, foster high standards and practices for quality data collection, analysis, and reports. Enable accountability to clients, partners, and donors.
  • Implement and support MEAL system and approaches in your areas of expertise and foster learning. 
  • Represent IRC at technical meetings, forums, and other events & build partnerships within IRC and area of expertise. 
  • Champion access and use of data for shared learning, sound decision-making, and data-informed programmatic adaptations. 

Human Resources:

  • Work with the Sr MEAL Coordinator to ensure appropriate staffing within the MEAL team. 
  • Provide technical supervision of the field-based MEAL staff through regular contact, field visits and meetings.  
  • Coordinate, lead, mentor MEAL/CRA Assistant(s); foster timely and high-quality achievement, and an inclusive and respectful team climate.
  • Promote the growth and development of others in IRC teams and partners: present high-quality technical training and learning material for partners, colleagues, and junior staff.
  • Participate in the recruitment and onboarding of MEAL/ CR Field Staff, field incentive workers and enumerators.
  • Contribute to performance management of staff within the MEAL in cooperation and collaboration with Field Coordinators/Managers and the human resources department through: - effective use of the performance management system (establish clear goals, on-going feedback, periodic reviews and fair and unbiased evaluations); - coaching, mentoring and other development opportunities; - recognition and rewards for outstanding performance; - documentation of unsatisfactory performances with appropriate tools.

Deployment of technologies for data collection:

  • Contribute to technology needs assessments for IRC programs. 
  • Support designing and implementing project plans for countries/programs transitioning to new data collection tools.
  • Support the configuration of non-standard project/program indicators in data collection tools. 
  • Ensuring data validation is well embedded in the structure of data collection tools.
  • Collaborating with program, IT, and supply chain teams to plan purchase of MEAL related devices.
  • System training and ongoing end-user support for IRC staff and partners.

 
 Minimum Qualification, Skills and Experience Required:

  • At least a university degree in social science, economics, public health, or other discipline relevant to humanitarian programming. 
  • At least 5 years’ experience in MEAL in both developmental and emergency response contexts.
  • Experience in support and supervision of project level quality assurance and safe programming
  • Previous experience of managing a team and managing projects is a credit. 
  • Proven capacity to supervise, train and coach staff.
  • Experience of contributing to successful funding proposals for donors.
  • Ability to write clear and effective study (needs assessment, baselines, evaluations) reports.
  • Possess basic technical knowledge of MEAL approaches and techniques in some or all of the following areas: Outputs, Outcome monitoring; Theories of Change, Logical frameworks, design/planning and conducting studies, Data collection, Basic data analysis, quality monitoring, data quality assessments, Accountability, Client feedback mechanisms.
  • Basic proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is required, knowledge of Tableau, PowerBI, or GIS software tools are additional assets. 
  • Good computer skills in MS Office, especially Excel; and Word – with experience in writing reports.
  • Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking, and attention to detail.
  • Flexibility and ability to work under pressure and in constantly evolving work environments.
  • Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets.
  • A strong understanding of accountability and proven ability to build Client Feedback Systems 
  • Language, fluency in English and Arabic. 
  • Willingness to travel to various field-level offices [50%]
