 Background:

The Senior Finance Officer works under the guidance and supervision of Finance Manager with a dotted line Technical management by the Finance/Admin Director. This position is responsible for ensuring IMC policies and procedures are adhered to and applied on all procurements and processing of payments. The position is responsible for reviewing / monitoring Khartoum BTJ’s/CTJ’s and vouchers and providing feedback of any noted missing documents, expense descriptions, provision of cash and bank reconciliations, final CTJ’s/BTJ’s and entering transactions in Cost point accounting software during the finance monthly closing exercise for generation of monthly numbers.



 
 Duties and responsibilities:

  • Review Khartoum BTJ’s/ CTJ’s entries and voucher plus supporting documents before making entries in cost point.
  • Review and verification of all payments and receipts including supporting documentation before making the actual payment.
  • Support dispensing of payments to vendors/suppliers and all that have to be paid by IMC, including processing bank transfers for MOH staff incentives.
  • Ensure all invoices are stamped with “PAID” stamp.
  • Ensure all PR’s are coded and go through the established approval process before any procurement is done.
  • Ensure all payment vouchers are properly coded with project and account codes.
  • Prepare and apply key of allocation for shared costs.
  • To supervise monthly Scanning process and ensure it is done on time and accurately.
  • Participate in daily office cash counts and reconciliation.
  • Prepare and analyze the payment of social security and income tax and ensure payment on monthly basis.
  • Make periodic field visits to Port Sudan and Other IMC offices to support the finance officers and also review their work.
  • Provide cover for the field finance officers whenever any one of them is away from work.
  •  Ensure daily cash status report is submitted by email to Khartoum Finance at the close of business every day.
  • Assist in recording all transactions be it payments or receipts in the Bank Transaction Journal (BTJ) and Cash Transaction Journal(CTJ) and update the BTJ’s/CTJ’s any time payments/receipts are made and enter the same in Cost point accounting software and apply exchange rates.
  • Prepare monthly average exchange rates (AER’s).
  • Assist with preparation and review of bank reconciliations on timely basis.
  • To provide Test of transactions (ToT’s) responses to HQ whenever queries are raised by HQ Finance control Unit.
  • Assist in audit schedules preparation, this includes both quarterly and semi-annual audit schedules such as Conflict of interest disclosure forms, compliance with local law, list of authorized signatories, semi-annual staff list segregated between US and UK companies, etc
  • Respect IMC safety and security regulations.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

 
 Minimum Qualification, Skills and Experience Required:

  • Associated University degree especially on Bachelors/Advance Diploma in Finance/Accounting or Business Administration or proven job experience in an NGO setting working in either finance or accounting.
  • Fluent in both written and spoken Arabic and English languages.
  • Two years’ experience in book keeping /accounting especially working in an NGO setting 
  • Knowledge in Standard computer and IT skills in using MS Word, MS Excel, MS Outlook, PDF adobe, email and internet.
  • Willingness to live and work in a remote field site that entails living conditions with very basic living conditions, limited access to markets and possible exposure to dangers.
  • Ability to cope with stressful situations.
  • Ability to read, analyze and interpret, technical and non-technical English language
  • Excellent organizational and time management skills with the ability to prioritize tasks.
  • Flexibility, adaptability and capacity to function as a team.
  • Good communications skills
