 Background:

CAFOD is an international NGO working through local partners to implement various humanitarian and development projects in Sudan since 2004, with operations in Khartoum, Kosti, North Darfur, and North Kordofan Gedaref. CAFOD currently operates as a country hub in Kosti, where it’s responding to the plight of the IDPs, Refugees and the vulnerable host communities. CAFOD observes strict adherence to internal and donor policies and procedures at all levels to ensure transparency and accountability.

 

To support CAFOD Implementing Partner (IP), Caritas Sudan, to develop a comprehensive internal finance policy and procedures and Supply Chain (procurement/logistics) policy and procedures.



 
 Duties and responsibilities:

SPECIFIC OBJECTIVE

  1. Identify relevant financial and supply chain gaps in the IP’s operations and develop the necessary strategies, policies, and procedures.
  2. Establish a non-software accounting system to ensure effective entry of all financial transactions.
  3. Develop financial and supply chain templates required for the IP's use in its operations.
  4. To build skills and competencies by mentoring staff using established policies and procedures and the accompanying transactional templates.

SCOPE OF WORK

The consultant shall perform the following tasks to enhance the capability of the IP’s Finance and Supply Chain practices.

 

  1. Conduct a thorough and interactive session on the current IP’s finance and Supply Chain process to ascertain the gaps that need bridging as a team.
  2. Guide the IP staff in identifying the significant aspects of the needed strategies to enhance their understanding and guide the development of the policies, procedures, and relevant templates.
  3. Working closely and supporting the IP finance staff, guiding them in designing a non-software accounting system to capture relevant transactions.
  4. Recommend an accounting software system and a process for installing it.
  5. Provide training/mentoring and capacity-building sessions to the IP staff on finance, supply chain processes, and other relevant topics.
  6. Provide recommendations in implementing the necessary improvements to the IP's finance and supply chain measures.
  7. Prepare a final report, including findings, recommendations, and an action plan for IP implementation.

TERMS OF ENGAGEMENT

This is a short-term position for three months and commences as soon as the headhunt for a suitable candidate is done. The engagement will be conducted in the IP’s office in Kosti.

DELIVERABLES

  1. Detailed IP gap assessment report.
  2. Training/mentorship session report.
  3. Finance policy and procedures, including finance transaction templates, are attached as annexes.
  4. Supply Chain policy and procedure, including relevant templates attached as annexes.
  5. Recommendations and support plan in implementing necessary improvements to the IP’s Finance and Supply Chain policies and procedures.

ROLES OF PARTIES INVOLVED

  1. CAFOD shall identify, recruit, and pay the consultant and, in consultation with the IP, arrange for refreshments during the sessions.
  2. Caritas Sudan (IP) shall be responsible for mobilising staff to attend the sessions and organise the sites to conduct the sessions.
  3. The IP shall provide timely feedback to the consultant.

REPORTING

The Consultant shall report remotely to the CAFOD Sudan Country Representative and be supervised daily by a designated CAFOD staff based in Kosti.


 
 Minimum Qualification, Skills and Experience Required:

ELIGIBILITY

  1. 5 years of experience in finance, supplychain operations, and policy development, preferably with NGOs.
  2. Demonstrated understanding of the financeand supply chain operations.
  3. Demonstrated ability to work in a multicultural environment and establish harmonious and effective workingrelationships.
  4. Demonstrate good training and mentoring skills.
  5. Ability to workunder tight deadlines and with minimum supervision.
  6. Effective communication skills and good command of English, both written and spoken.
