 Background:

CRS with funding from USAID is implementing the ‘Sustainable Agrifood Systems for Sudan (SASAS) project’ in Gedaref, Sudan. This project aims to improve the meat value chain and strengthen the equitable use of natural resources for peaceful coexistence. The strategic objective of the project is to transform the livestock meat value chain to become productive, sustainable, and market-oriented and production groups (livestock and farmers’ associations/cooperatives) experience strengthened social cohesion.The project focuses on the livestock sector with particular emphasis on the meat value chain working with livestock keeps, producers, traders, input providers, and other stakeholders. Considering the sensitivity of natural resources, the project is also working in natural resource management and social cohesion. CRS is seeking a MEAL Senior Project Officer to ensure CRS and donor monitoring and evaluation requirements are fulfilled. 

The primary role of the M&E Officer is to oversee and provide technical support in designing and implementing sound M&E systems that facilitate accurate analysis of program performance and impact.  S/he will be directly engaged in SASAS project implementation and will work closely with the program and partner staff in monitoring and evaluation activities. 



 
 Duties and responsibilities:

  • Work closely with CRS and partner staff in implementing MEAL Policies and Procedures as stipulated in CRS MEAL Policies and Procedures 
  • Work closely with the ICT4D team in respect of creating a supportive computerized system for the project to facilitate learning and documentation 
  • Develop and support partners & stakeholders MEAL capacities 
  • Involve in assessments and data collection during development of new projects
  • Coordinate the implementation of program evaluations/assessments such as baseline and annual surveys, mid-term and final evaluations/reviews, and special studies and operations research.
  • In collaboration with implementing partners, project team, and primary stakeholders develop feasible and effective reflection events where M&E data are analyzed, and corrective actions can be agreed upon.
  • Review monitoring reports to assess interim impacts and identify causes of potential bottlenecks in implementation.
  • Provide oversight in assessment and evaluation assignments undertaken by external service providers and liaise with respective project officers.
  • Ensure gender and disability-related data are collected during regular monitoring and indicators are developed during project design
  • Ensure regular monitoring and other evaluation checklists are gender-responsive
  • Support other projects related to MEAL as necessary

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor's degree in Community Development, Social Sciences, or related discipline with a minimum of 5 years of experience in monitoring and evaluation, or
  • Master’s degree in Community Development, Social Sciences, or related discipline with a minimum of 3 years of experience in monitoring and evaluation.
  • Familiarity with quantitative as well as qualitative M&E methods
  • Demonstrated experience designing and implementing M&E systems, including performance tracking, impact evaluations and broad-spectrum surveys.
  • Computer literate, with strong knowledge of MSOffice, database programs, and statistical software packages

 

Required Languages: English and Arabic.

 

Travel Required: Must be willing and able to travel up to 50 % of the time in-country

  • Critical thinking and creative problem-solving skills with the ability to make sound judgments.
  • Strong relationship management skills and the ability to work effectively with local stakeholders. 
  • Strong verbal and written communication skills, able to operate with local partners, local leaders, and local communities. 
  • Experience monitoring project activities and collecting relevant data.
  • Ability to deliver training and capacity building
  • Good presentation and facilitation skills. Ability to contribute to written reports
  • Ability to relate to people at all levels internally and externally. 

 

Key Working Relationships

 

Supervisory: none 

 

Internal: Program Manager, MEAL Manager, Area Manager, project team, Security Manager, and operations team.

 

External: local partnerproject staff, representatives of the Humanitarian Aid Commission (HAC), and relevant line ministries.
