 Duties and responsibilities:

The overall purpose of the role

The emergency response officer is responsible for supporting the DRC Central Darfur’s emergency response program and rapid response mechanism, including, day-to-day monitoring and supervision of the delivery of project activities in the field. The position will support in facilitating relations between DRC and local communities in the realization of project activities. 

                             

Responsibilities and Tasks

To achieve the overall and specific position’s objectives the job holder's tasks and responsibilities include, but are not limited to:

 

Program management

  • Plan, and implement the DRC emergency response activities to comply with the project’s objectives, targets, indicators, and timelines
  • Ensure emergency response activities are implemented in compliance with set program quality standards
  • Ensure compliance with current & proposed projects within the scope of the DRC program department 
  • Accountable for program progress against targets and quality
  • Maintain clear communication with project staff, support service staff, other humanitarian partners, and local authorities.

 

People management

  • Ensure positions are staffed and projects are on track, timely reporting challenges and escalating issues to the relevant focal points
  • Lead and manage the sector team (including people planning, performance, well-being, and development
  • Provide staff capacity building

 

Program management

  • Management of the DRC emergency portfolio in the area in line with the project’s objectives, targets, indicators, and timelines
  • Oversee program quality of current and proposed projects
  • Approve spending on allocated program lines and ensure accurate budget management and oversight
  • Ensure compliance with current & proposed projects within the scope of the DRC program department 
  • Accountable for program progress against targets and quality
  • Develop clear lines of communication between project staff, support service staff, other humanitarian partners and authorities

              

Monitoring, and evaluation

  • Ensure accurate and timely internal and donor reporting
  • In close coordination with Emergency Response Manager and Emergency Response Team Leader, develop program monitoring tools 
  • Conduct quality control and site monitoring to ensure that services provided are according to standards
  • Ensure Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Continuously update project documentation and files 
  • Explore new businesses and partnerships within the area of implementation 
  • Work closely with the Emergency Response Manager, Area/Base Manager, and the Grants unit to develop quality proposals, concept notes, and budget
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessments of the situation in the event of an emergency in collaboration with other stakeholders to address related problems
  • Coordinate DRC's emergency response with the other sectors operating in the area, including protection, Economic recovery and WASH
  • Ensure integrated and area-based approach to the humanitarian response, geographically and by sector, as appropriate

 

External coordination and representation

  • Represent DRC to relevant national authorities, upholding DRC mandate and promoting the organization’s objectives at all times 
  • Represent the emergency program with other humanitarian actors and relevant humanitarian coordination mechanisms 
  • Share relevant project information with stakeholders, in line with the DRC data protection policy 
  • Participate in relevant coordination meetings

 

Reporting 

  • Provide regular written and verbal weekly/monthly reports to the Area Program Manager on the economic recovery, WASH, shelter, NFI, and other infrastructure activities. 
  • Develop and maintain weekly, and monthly plans and written comprehensive records of emergency response activities undertaken in the project including site visits and reporting of work progress
  • Ensure that both the hard and soft copies of all activity reports are archived on the server and/or uploaded onto online platforms for information management as relevant. 
  • Ensure that all information or data shared upholds the principle of data protection and confidentiality. 

Operations 

  • Coordinate the planning and implementation of emergency response activities with support functions.

 
 Minimum Qualification, Skills and Experience Required:

Experience and technical competencies:

  • At least 2 years’ experience in a project/ program management role (experience in emergency and general food distribution is a must)
  • At least 1 years’ experience with people management
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation  
  • Experience in working in complex emergencies or challenging security settings like Central Darfur and within security management frameworks.
  • Calm and diplomatic in nature. 
  • Ability to produce timely and high-quality reports 
  • Full professional proficiency in English and Arabic

Education

  • At least a university diploma in Engineering, Biology, Medicine, Political Science or related fields
  • Good knowledge of humanitarian cash transfer programming.

Languages:

  • Fluent in English (both oral and written)
  • Fluency in written and spoken Arabic is mandatory

Key stakeholders: 

  • Base Manager and Area Manager 
  • Emergency Response Manager, PMs, TLs, etc.
  • Area Program Manager/Emergency response coordinator
  • Support service departments
  • Other Sectoral teams operating in the same area
  • Local authorities and other humanitarian partners operating in the project areas.
