 Background:

Job Summary:

 

CARE Sudan is looking for a proactive, dynamic and experienced Sr. Funding officer with demonstrable experience  in engaging with bilateral and multilateral donors for an international agency for donor reporting. The role will undertake quality assurance for reports for donors in the response considered to be high risk, to help maximize  impact. Our Sr.Funding and Reporting Officer will be responsible for supporting CARE International in Sudan to coordinate the donor reporting and donor grants compliance tasks for the country program with the support of the Program Quality Coordinator(PQC). The Sr.FRO will assist the PQC to facilitate the production of timely, high-quality result-based reports to donors and provide colleagues with proactive support on donor/CARE regulations and compliance for the grant portfolio and management of online archiving and knowledge management systems. Sr. FRO will ensure that the accurate progress and data is reported to the donor ensuring coordination and validation from the relevant program quality team.The Sr.FRO will be responsible for managing the reporting schedule ensuring adequate time is given to allow for quality inputs from other departments including technical teams, Finance and Communications. The Sr.FRO will work closely with the PQC to ensure all field offices are provided with full support in terms of reporting and compliance. S/he will also work closely with the finance team to ensure timely and accurate financial reporting. This role will give you an opportunity to make a difference, to act as key contributor, to work with a group of passionate people that are specialists in their fields.

 



 
 Duties and responsibilities:


Main Responsibilities and Tasks:-

 

1. Key responsibility area 1: Reporting (60 % time):-

 

a. Sr.FRO will work closely with the PQC to ensure that high quality reports are developed and submitted in compliance with donor priorities/requirements in a timely manner and in precise language (English).
b. Sr.FRO will work closely with the program and finance teams to socialize standard reporting templates and tools that will support the improved narrative, log frame and financial reporting.
c. Regularly prepare the reports development plan and orient field teams on reporting plan, templates and guidance on the requirements.
d. Ensure accuracy of reporting data with Indicator tracking tables and coordination with relevant program quality team.
e. Support in management and reflection of MEAL Management information system as and when required.
f. To coordinate among technical staff, PQC and DCD-Programs allowing adequate time for feedback to ensure quality of reporting. This includes tracking and disseminating reporting schedules and templates, setting up reports submission plans, facilitating in the socialization of reporting requirements, and coordinating reviews and submitting reports to donors.
g. Establish and maintain an effective system for program reporting and communications with support from FRC by maintaining up-to-date grants trackers and calendars, including internal and donor reporting deadlines.
h. Work closely with the finance team to ensure timely submission of financial reports in line with donors’ requirements and ensure accuracy and alignment with narrative reports
i. Keep the PQC informed of any projected inabilities to meet contractual obligations and timely report submission. Be able to proactively mitigate donor reporting risks through proposing remedial solutions in consensus with department heads.

 

2. Key responsibility area 2: Knowledge Management and compliance (20 % time):-

 

a.Prepare Compliance requirement tracker for each grant to easy understanding of relevant team members.
b.Conduct and organize grant management meetings in coordination with DCD- programs to ensure timely implementation of the projects.
c.Maintain knowledge of grant agreement language and regulations, serving as a knowledge resource on assigned donors and escalating questions where needed.
d.Hold a broad and deep understanding of CARE’s policies and of the donor agreements’ terms and conditions across the grant/contract portfolio.
e.Support in the facilitation of project opening meetings, and grant closeout meetings in collaboration with the PQC – ensuring all stakeholders are aware of the results framework, donor compliance and reporting requirements; document corrective actions and lessons learned.
f.Raise compliance issues proactively with the PQC and relevant team members
g.Assist in maintaining a proper and standardized electronic filing system for storing program documents and management of information system
h.Work with program team to document lessons learned and best practices to improve the donor     reporting KPIs.

 

3.Key responsibility area 3: Capacity Building (10% time):-

 

a.Support PQC in identifying where support is needed with field teams and facilitate the training and support on donor reporting and donor contractual compliance requirements with PQC
b.Support field staff by providing one-on-one follow-up support in report writing, donors’ compliance and other reporting-related deliverables.
c.Provide comprehensive feedback to field teams through reporting process in relation to donor requirements and quality reporting.
d.Deliver report writing trainings for field offices in collaboration with Funding and Reporting Coordinator.

 

4.FIXED FOR ALL STAFF - Contribute to the Success of CIS Partnership Approach (10 % time):

 

a.Provide good admin support to Partners upon SMT request, in issues such as supporting capacity assessment, good report writing etc.
b. Become familiar with Partnership strategy and contribute to establishing quality partnership.
c. Support Diversity and gender equality to promote acceptance of diversity.

 

5. FIXED FOR ALL STAFF- Uphold CARE Values and contribute to CIS shared priorities (5 % time):-

 

a. Be aware of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times

 Minimum Qualification, Skills and Experience Required:

Qualifications & Competencies Required: -

 

• Bachelor’s degree in relevant discipline required; master’s degree a plus, preferably in social studies or a related field; and
• 3 years of professional experience with at least two years work experience in relief or development programs.
• Demonstrable experience in grants management, including: report writing and grant monitoring.
• Demonstrable understanding of project planning and management cycles.
• Knowledge of USG and EU (ECHO/ EC/DFID/SIDA) and other donor regulations, procedures, and requirements.
• Demonstrable high-level performance time management and team working skills, with experience in managing a portfolio of multiple donors.
• Flexibility to adapt to changing requirements.
• Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment
• High-level of knowledge and practice with Word, Excel, Outlook, etc. required
• Ability to work well under unstable security, administrative, and programmatic pressures.
• Professional fluency in spoken and written English; able to communicate concisely and with impact. 
• Team-working skills; well-developed negotiation skills and ability to communicate effectively within team  settings 
• Demonstrable ability to work, communicate and build effective relations remotely
• Good time management, coordination skills and ability to prioritize high volumes of work to meet tight deadlines.


Desirable qualifications and Competencies: -

 

• Experience in financial management and understanding of donor financial reporting 
• Experience with M&E database, project log-frames. 
• Understanding of translating data in to information for donor reports
