Description of the Conflict Sensitivity Facility (CSF):
The CSF aims to support the integration of conflict sensitivity into the policies, practices, and programmes of aid actors in Sudan. It draws upon Saferworld’s extensive experience of supporting similar processes in a range of contexts, coupled with our deep contextual knowledge and long-term, established relationships with Sudanese civil society from across the country. Over the past six years, for example, Saferworld has designed and built up the Conflict Sensitivity Resource Facility (CSRF) in South Sudan. Saferworld has been working on and in Sudan and South Sudan since 2002, including on issues such as community security, small arms control, and gender equality and transformation, as well as providing advisory services and technical support on conflict sensitivity to the aid community. The post-holder will be employed by Saferworld (as part of the Conflict Advisory Unit) and be based in the Saferworld Sudan country programme office in Khartoum or another location to be agreed upon.
Duties and responsibilities:
Job purpose:
The post-holder will lead the CSF’s research/analysis and outreach work andprovide leadership to the CSF in the following key areas:
Development, production and review of high-quality research and analysis related to conflict sensitivity in Sudan, speaking to the needs of aid actors working on system, programmatic and activity levels.
Implementation of the CSF’s outreach strategy, ensuring that the CSF remains adaptive and responsive to the aid sector in Sudan
Line-management of CSF Advisors (including the Outreach Advisor and the Research and Analysis Advisor(s)) and close collaboration with the Conflict Advisory Unit.
As a member of the CSF senior management team, support the delivery of the CSF programme and sustainability strategy and adaptive management approach in collaboration with the CSF Director.
Roles and Responsibilities:
Programme Management
Analysis and Research
Lead on identifying analysis, briefing papers and priority research areas, focused on donors and aid actors in Sudan to highlight conflict sensitivity risks and opportunities in Sudan. This includes responsibility for managing and delivering high quality processes and written products, including dissemination strategies.
Ensure that the CSF is undertaking technically sound and relevant research and analysis that follows established research ethics, and considers gender at every step of the process, as guided by the CSF Research Ethics guidance and its Gender and Inclusion Plan.
Support, review, edit, and quality assure analysis and research produced by CSF team members, partners and consultants, ensuring it is of high quality and provides relevant and actionable recommendations for policy-makers and operational aid agencies. This includes overseeing coordination of reviewer inputs from both internal and external stakeholders.
Develop relationships and partnerships with a range of actors and institutions in Sudan in order to collaboratively produce conflict sensitivity-related analysis and to identify opportunities to support relevant research processes conducted by others.
Lead on identifying and sharing policy lessons and key takeaways from ongoing and published research and analysis on Sudan.
Work with Sudanese researchers and analysts to strengthen their capacity to integrate conflict sensitivity into their research and analysis.
Outreach
Lead on oversight and implementation of the CSF’s outreach strategy, working closely with the wider CSF team, in particular via line management of the Outreach Advisor. This includes overseeing coordination of the CSF team’s engagement and representation in external fora, such as the humanitarian sectors and other aid consortia.
Support the CSF Director and other team members to develop and deliver briefings and presentations on the Sudan context and CSF’s work to a range of audiences, including donors, heads of UN agencies, and senior and technical programme staff across the aid sector.
Oversee the design and facilitation of external convening events and roundtables to build understanding on complicated conflict sensitivity issues facing the aid community in Sudan.
Support to CSF team functions
Ensure that analysis and research inform the CSF’s overall strategic approach, in particular an integrated approach across analysis and knowledge, capacity support, convening and outreach, and overall adaptive programme management and learning.
Collaborate with the CSF’s Capacity Development team during accompaniment to donors and aid organisations to build understanding of current challenges and opportunities for learning and adaptation.
Collaborate with the Capacity Development team to develop tools and practices that can help to sustain institutional memory, informal and social learning within the aid sector, including support for adapting and delivering the Sudan context course.
Work closely with the Communications Coordinator to support the implementation of the communications strategy and ensure that it reflects strategic outreach and key messaging based on CSF research and analysis.
Collaborate with the Learning Advisor to ensure an integrated approach to MEL.
People Management
Line manage 2-3 staff members (Research and Analysisand Outreach Advisors) and ensure that direct reports understand and are able to perform their roles during times of stability and crisis.
Actively coach direct line reports to become independent managers leading on initiatives, tasks and representing the CSF, internally and externally.
Inspire team members to internalise, respect, and practise Saferworld’s core values; lead and encourage a team culture of learning, sharing, creativity and innovation.
Budget Management
Act as budget-holder for the CSF’s research, analysis and outreach activity budget, overseeing activity expenditures and financial reporting in line with Saferworld’s policies and procedures and donors’ requirements and in coordination with the CSF Director (as overall programme budget-holder) and Finance Teams in Khartoum, Nairobi, and London.
Representation and Stakeholder Relationships
Represent the CSF at external meetings in the absence of the CSF Director, as requested.
Take up any leadership, representation or reporting roles, as assigned by the CSF Director.
Support the CSF Director and other CSF team members to develop and maintain strong working relations with CSF donors and their implementing partners, and other operational agencies in Sudan.
Coordinate the inputs of staff from other Saferworld teams, notably the Senior Adviser(s) supporting the CSF.
Support the sharing of lessons, analysis, and skills development opportunities between CSF staff and other Saferworld teams in Sudan and globally.
Safety, Security and Risk Management
Ensure that project activities and collaboration with international and national partners adheres to Saferworld’s global and Sudan safeguarding and safety and security policies and procedures.
Identify potential risks to the CSF, staff or partners and work with the CSF Director to mitigate or otherwise address these.
Key working relationships
CSF – work collaboratively with the CSF consortium partners to link the research and analysis agenda with the CSRF’s outreach and learning and capacity-strengthening work
Saferworld Conflict Advisory Unit – work collaboratively with the CAU to share findings, experiences, and learning, and support the delivery of activities that align with CSF’s strategy and goals. Contribute to CAU strategic processes and be able to represent vision and approach to a range of stakeholders.
Other Saferworld teams, including Sudan Peacebuilding, Programme Support & Learning, Policy, and Communications Teams, the Conflict Sensitivity Resource Facility (CSRF) in South Sudan and the Afghanistan Conflict Sensitivity Mechanism (ACSM), and the Saferworld USA and Saferworld EU Teams to share evidence, experiences, and lessons in order to ensure coherent programming to deliver on the global and Sudan strategies and to influence greater systemic change.
Donors, UN Agencies and I/NNGOs – develop and maintain relationships with donors and other aid organisations working in Sudan on conflict sensitivity issues, or on the Sudanese context more broadly. Be able to convey complex and technical messaging to key stakeholders within the aid sector in Sudan.
Aid workers – network with individual aid workers to get inputs into CSF’s research and analysis agenda and specific products and share findings, lessons, and recommendations

Minimum Qualification, Skills and Experience Required:
Knowledge, qualifications and experience
A minimum of 5 years relevant professional experience such as in research, analysis and the aid sector.
A post-graduate degree in a relevant field and/or commensurate professional experience
Deep knowledge and experience of navigating the international aid system, including understanding of current humanitarian reform processes, the Sustainable Development Goals (SDG), triple nexus/humanitarian-development-peacebuilding (HDP) framework, and localisation agendas
Demonstrated experience conducting both desk and field-based analysis and research, preferably in Sudan
Experience working in humanitarian aid, development or peacebuilding sectors
Demonstrated knowledge and understanding of the Sudan aid sector, including donor coordination mechanisms, UN Agencies and NGOs (national and international)
Experience managing teams, including remote management
Relevant work experience in a conflict or fragile context
Knowledge of conflict sensitivity principles, practices, and methodologies
Experience with knowledge management: MS teams and One Drive
Experience in the aid sector in the region a bonus
Experience in strategic planning and programme design and implementation
Experience writing or contributing to global discussions around aid reform and learning
Skills and abilities
