Plan International started working in Sudan in 1977 and has a presence in four states out of 18 states, mainly (Kassala State, White Nile State, North Kordofan State and Darfur State) and implemented its program via a Child Cantered Community Development (CCCD) approach, focusing on child rights.

 

ROLE PURPOSE

This position is in the finance department that reports to Country Finance Manager. He/ she directs the line mange for the accountant and finance assistant. He/she is responsible for monthly and quarterly financial reviews, reconciliations and reporting, ensuring adherence to financial control, process and procedure. He/ she works in collaboration with Heads of Department, Senior Grants Accountants, Project Accountants, PAM and other implementing partners. These tasks oftentimes include managing the department budget in consultation with the CFM.
 



 
 Duties and responsibilities:

Accountabilities

  • Review of Payment/Journal voucher packages and ensure they are in line with Plan procedures/controls before approvals by management.
  • Facilitate processing of all payments and ensure that they are effected within 2 working days after receipt of complete payment documentation.
  • Ensure complete posting of income receipts in the cash book from local donors and NO sub-ledgers and advise Senior Grant Accountant to facilitate timely crediting of income to NOs
  • Ensure timely cash delivery to field offices and maintain accurate tracking and liquidation of operational cash advances
  • Follow up on all intercompany charges to ensure they are properly authorized and passed to relevant offices timely and facilitate real time data capturing of intercompany charges.
  • Review payroll and post payroll journals in SAP monthly before end of each month.
  • Process cost allocations in SAP to projects in line with Plan’s cost recovery guidelines 
  • Support the grants management function by reviewing grants financial reports and ensure adherence to donor financial guidelines.
  • Maintain the Fixed Assets register in SAP asset accounting system for all locations and track movement of assets.
  • Conduct  bi-annual physical asset  verifications 
  • Maintain the Corporate financial system, ensuring that monthly business transactions are accurately and timely posted or recorded in SAP.
  • Run the month-end process monthly and confirm the accurate posting of all transactions.
  • Reconcile ALL balance sheet accounts monthly and take corrective action immediately to ensure the accuracy of financial records and maintain approved reconciliation schedules
  • Maintain accurate accruals, payables and prepayments schedules and ensure timely allocation of costs to project.
  • Perform monthly creditors reconciliations and facilitate timely payments to suppliers or service providers
  • Review list of all outstanding staff and partner advances, and follow-up for prompt liquidation
  • Provide training on corporate finance systems to all finance staff.
  • Provide/facilitate staff training in Plan Policies and Procedures
  • Visit all PU and field offices to ensure they comply with Plan policies and procedures
  • Participate in partner assessments and assess conformity with Plan systems
  • Provide/facilitate Community & Partner training in Financial management

 

Cash and Budgetary control

  • Prepare weekly, monthly and quarterly consolidated country cash forecasts and submit to the CFM
  • Maintain weekly field cash/ funds requests and cash delivery schedules 
  • Review of monthly Bank & Receipts Reconciliations for all Plan Bank Accounts 
  • Conduct petty cash counts and spot checks at least once per month
  • Ensure that all CO/PU bank account queries are raised immediately and cleared by the bank within seven days.
  • Ensure all cash is banked daily and bank reconciliations are performed monthly for approval.
  • Ensure that all payments effected have adequately funded budget lines and are properly approved by Plan Managers with delegated authority
  • Track cost recoveries in projects and timeously posting of journal entries in SAP, and consolidate cost recovery reports.

 

Internal Financial Controls & Compliance

  • Promotes and abides by Plan International policies and procedures including but not limited to:  Gender equality mainstreaming, Child Protection Policy; Code of Conduct and the related mandatory reporting responsibilities.
  • Ensure that all transactions are in line with the country's tax laws - complete and submit tax returns to  the requisite authorities  before the due dates
  • File tax returns with the National Revenue Authority and following up on quarterly  tax clearance certificates
  • Continuous monitoring of internal control processes and procedures. Ensure adherence to financial controls, processes and procedures. 
  • Identify and timeous reporting of risks through the Plan risk management process and implement controls
  • Maintain and implement agreed financial controls 
  • Support CFM to plan and implement policies and procedures that will ensure Accountants and PIAM managers follow up on partner advances for timely liquidation and compliance.

 Minimum Qualification, Skills and Experience Required:

knowledge

  • A University degree in Accounting and a professional qualification such as ACCA, CPA, CMA or equivalent
  • At least 5 years experience in a similar role 
  • Fair knowledge of project management and Accounting standards IFRS
  • Experience in capacity building for staff development – both Plan and  NGO partners 
  • Good speaking, writing and understanding of the English Language.
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development
  • Strong knowledge of the use of corporate systems. SAP, SAP BI online, BPC etc
  • Advanced level skills in computer usage-Excel, PowerPoint and E-mail systems
  • Professional knowledge in auditing
