Plan International started working in Sudan in 1977 and has a presence in four states out of 18 states, mainly (Kassala state, White Nile State, North Kordofan State and Darfur State) and implemented its program via a Child Cantered Community Development (CCCD) approach, focusing on child rights, implementing programmes designed to enable 

ROLE PURPOSE 

This role undertakes the procurement services for Plan International Sudan, under the Support Services Department, the person will report directly to the Procurement Specialist. The role is tasked to ensure compliance with relevant corporate standards as well as GoS regulations and policies (i.e. taxation, registration, etc.)
 



 
 Duties and responsibilities:

Key Duties

  • Receiving incoming Purchase Requisitions (PRs), verify that required signature/ authorizations, WBS, grants numbers, date required and point of deliveries are shown on the PRs.
  • Prepare Requests for Quotations and dispatch them to suppliers.
  • Receive quotations/bids, present to the screening committee, and Prepare quotations Analysis.
  • Provide reliable and timely weekly procurement tracking status reports. 
  • Prepare and implement Procurement Orders and Procurement Agreements.
  • Manage the distribution of orders to appropriate suppliers
  • Perform compliance-related spot-checks to ensure adherence to regulations and rules, as well as with the relevant contract award authority.

     
  • Sourcing/Selecting qualified suppliers.
  • Conduct negotiations with suppliers including negotiating the best possible price, payment terms, and delivery schedules.
  • Supplier relationship management, measuring & managing supplier performance (price, delivery, and quality) and identifying supplier risks.
  •      Prepare suppliers’ payments and pass them to the Procurement Specialist for verification before forwarding the documents for approval and submission to Finance.
  • Ensure all goods and services ordered are received and dispatched to the respective locations.
  • Maintain a proper filing system for all procurement documentation.

Accountabilities

  • Procurement: Ensure transparency and accountability, effectiveness and efficiency of the procurement system in place.
  • Child Protection: always ensure the compliance and coherence of Plan’s Child Protection Policy  to safeguard and protect children from all forms of abuse;
  • Support to programmes: Oversee the planning and delivery of all general services and Logistical requirements of program work in line with established procedures e.g.: (procurements, storage, transportation and distribution);
  • Corporate Agreements: Ensure Plan International Sudan, enter into fair and value-for-money corporate agreements with relevant service providers, vendors and consultants (i.e. LTAs)
  • Vendors, suppliers and service providers: Conduct market search and mapping and keep updated the list of reliable and reputable main suppliers, vendors and service providers as per Plan International policies and guidelines.
  • Compliance: Ensure that all procurements are compliant with Plan International and donor standards and that policies and procedures are institutionalized at all levels. Ensure compliance with services procured as expressed by project staff and partner organizations;
  • Tender Dossier: Put together and update all tender and acquisition dossiers of equipment and supplies and ensure compliance with Plan and the Global Fund procedures;

 
 Minimum Qualification, Skills and Experience Required:

  •  BSc in Procurement or related field combined with not less than 4 years’ experience.
  • A professional qualification and membership of recognized Procurement Institution is an advantage. 
  • At least 2 years’ experience working on procurement on INGOs or similar institutions.
  • Deeper understanding of the various procurement Services Policies, Procedures and Practices
  • Excellent technical knowledge on general procurement services areas as indicated by the duties above
  • Knowledge of operationalising procurement in volatile emergency conditions is an advantage
  • First-hand experience and knowledge of working in corporate support functions

  • Proven skills in the full range of general procurement services needs including analysis, procurement, market analysis, logistics, and value for money, etc.
  • Communication – excellent negotiation and influencing skills in multi-cultural contexts

Typical office environment.
Travel:  Approximately 10% to Program Units and Project Offices and other travel when required.
