 Background:

HA's programs have a strategic the focus on provision of humanitarian assistance (FSL, Protection, Education and WASH) and resilience cantered programming with a key focus on livelihoods and food security. The resilience framework continues to strive to enable HA's programs to enable conflict-affected communities to better recover from shocks and changes in their context and also allows them to prepare for future scenarios. HA places a high value on ensuring the specific needs of women, boys, and girls are met through a gender-sensitive approach that seeks transformative outcomes.

 

The Admin and Finance Officer is responsible for providing overall leadership to the Financial, Human Resources, Administrative and legal components of the HA South Kordofan office in Kadugli.  In this position, he/she will be mainly responsible for managing all financial transactions besides ensuring all financial procedures are properly applied according to the Human Appeal financial system. He /She duties also will include planning budgets, participating in audits, monitoring transactions, and preparing invoices. This position requires in-depth knowledge of financial policies, procedures, and systems, also have excellent communication skills, outstanding financial analytical and proper time management.



 
 Duties and responsibilities:

Finance 

  • Implement financial policies to guarantee operational efficiency.
  • Oversee the preparation and planning of budgets.
  • Maintain records and receipts for all daily transactions.
  • Ensure financial records are kept up-to-date with the latest transactions and changes.
  • Contribute to financial audits.
  • Monitor all bank deposits and payments.
  • Complete financial reports, and lead the month-end closing.
  • Prepare balance sheets and invoices.
  • Develop and implement plans for budgeting, forecasting, and reporting.
  • Update internal systems with financial data

Administrative 

  • Preparation of security and all other administrative, security and travel forms and documents;
  • Work with drivers to follow up on driver log sheets, fuel requests, contracts, upkeep of cars and communicate with Khartoum on these matters;
  • Office and warehouse maintenance: ensure that office grounds are functioning in terms of electricity, maintenance of appliances, water supply, operationally of generator, availability of basic office stocks, filing of documents and correspondence; ensure that warehouse is in suitable condition to receive goods. Implementation of MOSS compliance.

Human Resources 

  • Processes payroll, remits tax and other government contributions and reports to local agencies ensuring compliance with national legislation
  •  Manage payroll and maintenance of complete and up-to-date personnel records.
  • Support managers implement HR policies, including recruitment, performance development, disciplinary action, termination, and exit processes, and ensure compliance with labour legislation.

Other 

  • Support the Field coordinator and Program Managers to regularly update HA staff safety and security policies, SOPs, travel and vehicle policies, and ensure consistency of safety and security assessments across field locations.
  • Support Program Mangers to ensure visitors are appropriately managed, including providing orientation, connecting to field staff, and maintaining regular contact to advise on issues.
  • Ensure the safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of HA staff Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies and sexual harassment policies
  • Ensure all incidents of safety and security or abuse of policies above is reported through established systems.
  • Other activities as per the request of the Area coordinator.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in accounting, auditing, business administration, or a similar area At least 2-3 years of professional experience in a comparable position (experience in the field of development and with International Organizations / Donors is highly preferable) 
  • Broad experience in financial planning, monitoring, and reporting.
  • Other knowledge, and additional competencies:
  •  Sound knowledge of procurement.
  • Good management and organizational skills.
  • Ability to work proactively and in a dependable and responsible manner with great attention to detail.
  • This position requires an excellent command of Arabic and English. 
  • This post requires a high computer literacy with full knowledge of office applications. 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Flexibility and ability to work under pressure, manage time and prioritize work to deadlines.
