 Background:

Under the overall supervision of FAO Representative in Sudan and direct supervision of the FAO Project Coordinators, FAO Taskforce and Lead Technical Officers at FAO HQ and Regional Offices, in close collaboration with FRL TF other stakeholders, the FRL expert will be in charge of the following activities:



 
 Duties and responsibilities:

  • Provide technical support to the FAO project coordinator and the REDD+ PMU in the implementation of this REDD+ readiness support, including the construction of a national FRL for Sudan, capacity building and REDD+ implementation phase.
  • Prepare an overview of different reporting options and their purposes, in specific the differences between UNFCCC reporting and carbon accounting for potentially assessing the voluntary carbon market
  • Prepare a technical proposal on the construction of a national FRL building on Sudan’s experience with preparation of the sub-national FRL (2020) and in close consideration of the main objective of the FRL (e.g. NDC reporting, accessing RBPs, …) 
  • Work closely with the FRL Task Force (FRL TF) support their meetings and engage its member in the FRL construction process including development of the technical proposal, data collection and consultation.  
  • Provide technical advice to the Government of Sudan to take informed decisions with regards to the scale and scope of the FRL and reference period through continuous consultation process involving FRL TF, FNC experts and other key stakeholders;
  • Provide support to the technical review of the NFI-2017 data to identify gaps and needs for improving sample coverage and representation 
  • Provide support to the technical team on the development of the historical activity data for the construction of the national FRL
  • Collect, with the support of the FRL TF, updated national and default data, as appropriate, on emission factors for the construction of the national FRL
  • Provide technical support to the implementation of the activities of this project regarding strengthening the REDD+ institutional arrangements and building awareness on the REDD+ implementation phase
  • Contribute to MRV/NFMS and FREL/FRL trainings and capacity building, and support the national REDD+ programme 
  • Support the implementation of the readiness project including inception meeting, technical meetings, consultations, FRL methodology, and validation of the final document.
  • Lead the drafting of a complete and transparent Forest Reference (Emission) Level (FRL) document in line with the UNFCCC guidelines and/or carbon accounting standard requirements;
  • Facilitate the submission of the national FRL to the UNFCCC Technical Assessment and support REDD+ PMU in responding to the TA questions and exchange and/or facilitate the documentation required for participation on carbon accounting standard
  • Support the development of TOR for the FREL task force;
  • Support the preparation of concept notes for emission reduction projects/programme based on the national FRL
  • Facilitate national validation of the FREL/FRL;
  • Perform other related duties as required.

 
 Minimum Qualification, Skills and Experience Required:

Education:
  • Advanced university degree in forestry, or natural science of relevance 

 

Experience:
  • More than 7 years of experience.
  • Working knowledge of climate change in Sudan; 
  • Proven experience in global REDD process and Sudan’s REDD program; 
  • Experience in GHG inventory of the forest and land use sector 
  • Demonstrated experience in the construction of forest reference levels and forest emissions reference levels; 
  • Proven experience in effective coordination and implementation of relevant projects.  

 

Other:
  • Good proficiency of English both written and spoken; 
  • Excellence in interpersonal relations, planning, coordination and team work.
