PURPOSE OF POSITION

 

The purpose of this position is to facilitate and provide technical support, capacity building, and coordination across WVS’s field staff and partners to ensure the sector team is equipped with the competencies and tools to effectively implement the EU Education Project. WV Sudan Education project achieves the Programme targets/strategic objectives/outputs. The role is also responsible for coordinating with PTA’s, MEALS, and Operations divisions to ensure effective tracking of education Programme results in progress and coordinates the preparation of progress reports.

Supervision & Capacity Building

  • Allocation of duties and supervision of Field officers/Field Assistants in charge of different project Activities. 
  • Ensure staff are allocated roles and are aware of the field activity plans.
  • Works closely with State Team Lead in building the capacity of the field team to implement the cooked Mid-day meal Program. 
  • Oversees the monthly Cash Transfer to the PTA’s, purchasing of food products, and serving of cooked meals to children in targeted schools.

Project Implementation

  • Review the logical framework to determine project outcomes, outputs, and activities
  • Ensure field staff is out in the field and provide them with necessary backup and training to implementation of the daily cooked meals to the targeted school children. 
  • Provide guidance and support to the team to establish and maintain 16 school vegetable gardens in South Kordofan with the participation of children, and learning on good eating practices.       
  • Ensure the monthly cash transfers to PTA’s for the procurement of food products, cooking materials, and incentives for cooks. 
  • Negotiate and sign a Memorandum of Understanding for each school, defining roles, responsibilities, and school feeding arrangements. 
  • Do continuous field monitoring visits and provide feedback to WV office to facilitate the process of making necessary ongoing adjustments during the implementation of the project.   
  • Regular follow-up and monitoring at localities on timely implementation of activities with quality assurance  
  • Coordinate and collaborate with necessary line ministries at localities/state/National level.
  • Coordinate and collaborate with Supply Chain Management on the procurement and distribution of various materials.
  • Keeping financial track of activities and reporting any discrepancies.

Reporting, M&E 

  • Facilitate development and strengthen planning, monitoring, inspection and evaluation procedures.
  • Prepare & develop report and track those reports (MMR/ATT/Event). 
  • Maintain proper documentation and reporting on time.
  • Ensure joint planning /preparation done in close consultation with the relevant staff.
  • Submit weekly and monthly written reports on project progress and prepare a weekly plan of action.   
  • Submit any urgent report required by the donor.

Networking 

  • Representing and attending regular Education and Protection meetings with partners, UN agencies and government officials.

General

  • Coordinate across education and protection sector activities to ensure adequate technical quality in the delivery of WV Sudan’s project requirement for Education meeting minimum standards and targets. 
  • Manage assessments, baseline surveys, and evaluations in coordination with the clusters (i.e. WASH, Health) and other relevant actors in the area   to ensure tracking of Programme results, learning, sharing of results, and continuous improvement of Programme design and implementation across the Education and Protection projects. 
  • Ensure operations technical staff and partners have access to and are making regular use of technical programming tools necessary to implement the Education project outputs to a high technical standard. 
  • Support the head of the office with all program planning, implementation, and reporting undertaken by them.
  • To undertake any other duties as assigned by the supervisor. 
 

 
 Minimum Qualification, Skills and Experience Required:

  1. Bachelor’s degree in Education or related degrees from an accredited university. 
  2. At least 5 years of previous experience in Education and Cash Transfer sector-related or multi-sector project design in INGOs.
  3. At least 2 years of field-based work in a similar, conflict-prone environment is required.
  4. Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina.
  5. Ability to exhibit exemplary lifestyle as interpreted in a specific local cultural context.
  6. Computer skills: demonstrates proficiency in computer applications including the use of Microsoft Office Suite, Lotus Notes, intranet, and internet, and various software applications and databases commonly used in the workspace. 
  7. Understanding of Sudan MoE and MOSA standards, protocols, and guidelines is a requirement.
  8. Ability to work and deliver results under minimum supervision.
  9. Experience working in an NGO setting will be an added advantage.
  10. Good interpersonal skills.
  11. Good planning and organizational skills
  12. Ability to coach, train, and build the capacity of fellow staff.
  13. Ability to work under pressure.

Additional work experience is required as a minimum qualification for this position.

  1. Experience in supporting developing proposals in the Education sector. 
  2. Experience in mainstreaming gender, environment, peace-building, disability, and or institutional development.
  3. Experience in negotiating with Government and partners (Multi-lateral Agencies, private donors).
  4. Experience working in a cross-cultural environment.
