CARE has been operating in Sudan since 1979, implementing humanitarian and development programs focused on women's and girls' empowerment, gender justice, humanitarian action and resilience building. With an average annual budget of 20,000,000 USD, CARE is currently working across six states: East Darfur, South Darfur, South Kordofan, Kassala, Gedaref, and Khartoum. CARE works in partnership with 8 national NGOs, line ministries and community-based organizations. The program focuses on Gender, WASH, Health and Nutrition, Women Economic Empowerment, Peacebuilding and Governance interventions. CARE has over 200 staff members located across 13 sub-offices in the aforementioned states. In the last-ended fiscal year (July 2021-June 2022), CARE reached 1,509,747 direct people across Sudan, of which 1,308,923 were reached through our humanitarian work. Women constituted almost 53% of the total direct reach people. 

 Duties and responsibilities:


 1. Monitoring function and evaluation of Projects’ activities, outputs and outcomes (35%):

  1. Lead/supports the implementation of the MEAL strategy including capacity building trainings in the Field Office & ensure Programs, Partners and staff understand the strategy 
  2. Supports the FO program management in ensuring compliance to CARE’s program principles, MEAL standards, PQ standards, etc
  3. Work closely with MEAL Coordinator and field based teams to ensure quality in program/ project design and implementation
  4. Ensure all projects have MEAL plan 
  5. Designs/develops, in place and used for collecting data of all sectors and different types on intervention, and continuously updates tools and systems at a field office project level
  6. Maintains the M&E systems, compiling and analyzing routine project data
  7. Prepares detailed implementation plan including monitoring and evaluation plan for projects
  8. Manages field data collection processes for M&E
  9. Lead/support the field level community participatory monitoring and reporting
  10. Lead/participate in projects monitoring monthly, quarterly and annual events and capture key data and information from the meetings
  11. Ensures regular and timely reporting from project staff and implementing partners by monitoring receipts of monthly activity progress statements and quarterly activity progress reports and following up with the project staff and implementing partners on non-reporting
  12. Conduct planned and ad hoc field visits to monitor progress of project plans and organizational program quality commitments such as participation, inclusion of the marginalized, fairness of targeting, gender, persons with disabilities, and others
  13. Update project indicator trackers on regular basis
  14. Facilitate and insure of using of participatory M&E involving communities and ensure that they have required capacity and simple tools to effectively participate in planning, implementation, monitoring and evaluation
  15. Lead/participate and ensure required Post Distribution Monitoring related to different project conducted in time

2. Surveys, Studies and Evaluation function (15%):

  1. Insure all the required studies, surveys and evaluations is well planned and conducted in time for all projects
  2. Lead/co-lead/participate in project evaluation and different assessment efforts
  3. Lead and support ongoing field office level review, reflective practice, evaluation and progress monitoring events by involving communities and local partners
  4. Provide inputs on evaluation ToRs considering the context of the project, community and the state
  5. Ensure appropriate CARE staff, government staff and others are selected to participate on evaluations
  6. Provide training to projects staff on the relevance of evaluation including ongoing evaluation, participatory evaluation concepts 
  7. Lead on multi- sectoral needs assessments on annual basis and as needed

3. Accountability function (15%):

Insure that; the Feedback and Accountability Mechanism (FAM) in place and functioning for all projects and covering all targeted communities:

  1. Orient communities/target participants about FAM system, and roles and responsibilities/expectations from the communities
  2. Lead/consult each community groups and individual women, men, youth, children, people with disability on their preferred feedback and complaint mechanisms and update the field office tools
  3. Lead/support and ensure the proper FAM system is in place for each project
  4. Lead/conduct regular orientation on the FAM CARE employs to implementing staff and community groups
  5. Assess the functionality of each system and analyses how to ensure best use of the tools by different gender groups
  6. Provide monthly update on the FAM to staff in the field office and the CO
  7. Conduct and insure the FAM data is collected, database is filled, analysed, and communicated including the monitoring of the responses on regular basis
  8. Lead/insure complainants have received appropriate response on time
  9. Lead/ conduct satisfaction survey to identify potential improvement areas
  10.  Select and provide training to community FAM focal persons and other leaders
  11. Support any other FAM related functions in the CO 

4. Learning function (10%):

  1. Create/ensure the required level of understanding on the relevance of learning and how to capture and document learnings
  2.  Lead/ ensure every monitoring visit, project review meeting and other events have rooms to extract learnings and good practices.
  3.  Develop a checklist to help staff identify learnings from their daily interaction with women, men, youth, children and people with disabilities, government experts, national NGOs, etc
  4. Produce and share quarterly one pager on key learnings and lessons learnt
  5. Organize and lead annual learning events for including all sectors.
  6. Ensure two-way learning is promoted among staff, with NNGOs and government ministries and communities
  7. Insure capturing of learnings from project reviews/evaluation and share it with respective staff for improvement
  8. Organize experience and learning sharing events within CARE Sudan staffs and/or with partners, etc

5. Data Management and Analysis (10 % time):

  1. Lead/conduct data collection, entry, cleaning, and reporting
  2. Develops testing procedures for assessing data quality
  3. Conduct and ensure periodic quality assessment and tests on all incoming data at filed level including quality of data collected by partners
  4. Provides inputs, information and statistics for quarterly, annual and other reports
  5. Support the Monitoring and Evaluation Coordinator in preparing data for internal and external reports as required
  6. Ensure data are stored online as well as in hard copies accessible by all
  7. Ensure all projects have indicators trackers, update and used in reporting regularly 

6. Contribute to the Success of CIS Partnership Approach (10%):

  1. Periodically review and ensure capacity of M&E functions of the Partner agencies and facilitate partner staff skills and capacity
  2. Support, accompany and coach selected partners in M&E functions
  3. Provide regular capacity building training and on the job training to national [partners and CBOs on MEAL related skills

7. Uphold CARE Values and contribute to CIS shared priorities (5%):

  1. Be aware of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times
  2. Be aware of CARE’s commitments to Gender and Diversity, and strive to uphold them

  5. Perform other assigned duties

 Minimum Qualification, Skills and Experience Required:

  • INGO/ NGO experience – more than 5 years in programme monitoring and evaluation
  • Preferably, MA/MSc Degree in Social Sciences, Development Studies, Health, Agricultural Science and other discipline relevant to rural development.
  • Competencies:
  • Action oriented.
  • A solid understanding of the management of cross cutting issues, with a focus on participatory processes, integrated programming and gender issues; 
  • Supportive attitude towards processes of strengthening staff capacity; 
  • Ability to thrive in a fast-paced, multi-tasking environment; 
  • Strong organizational skills; 
  • Arabic and English- fluent written and spoken
  • Ability and willingness to travel to locations outside Gadaref  and live in sometime basic conditions.


Desirable qualifications and Competencies:

  • BSC- Degree on economics, statistics, sociology, or relevant field.
  • Qualifications- preferably specialist training in MEAL related subject.
  • Good level of proficiency in Windows Excel and quantitative analysis.
  • Demonstrated ability to train and build capacity of others
