The Organization


Search for Common Ground Search is an international conflict transformation NGO that aims to transform the way individuals, groups, governments and companies deal with conflict, away from adversarial approaches and towards collaborative solutions. Headquartered in Washington DC, USA, and Brussels, Belgium, with 52 field offices in 29 countries, Search designs and implements multifaceted, culturally appropriate and conflict-sensitive programs using a diverse range of tools, including media and training, to promote dialogue, increase knowledge and determine a positive shift in behaviors.


The Project


As local conflict dynamics have been exacerbated by the recent military takeover and political turmoil, in states such as South Kordofan which have long standing divides and increasing instances of violence, it will be imperative to bridge the fault lines between communities and invest in locally-led peacebuilding to support more peaceful and resilient communities. Further, despite young people and women visibly leading the protest movement demanding civilian rule, societal and structural barriers still prevent them from assuming leadership roles in advancing peace, including barriers related to economic empowerment. Under this project, Search for Common Ground (Search) and its local partner Badya Centre for Integrated Development Services (Badya) build on the successes of Phase I to expand a cohort of women and youth leaders capable of leading economic and peace initiatives in their communities. In Phase II, Search and Badya will expand this initial cohort of women and youth, by empowering an additional 60 women leaders and 60 youth leaders and connecting them to previously trained women and youth to enable peer-to-peer learning and support. By providing women and youth leaders from across conflict divides in Dilling and Kadugli the opportunity to work together, this project will enhance mutual trust and strengthen relationships across South Kordofan. Successful collaboration and peaceful conflict transformation stories will be promoted through Search’s radio programming and through larger community events. The overall goal of this 18-month project is to strengthen women and youth leadership and economic resilience for a more peaceful South Kordofan.


The Role


Search for Common Ground (Search) is seeking a consultant to carry out a baseline study for a project titled: Enhancing Youth and Women-Led Collaboration and Dialogue in South Kordofan. We are primarily interested in collecting baseline values for the key project indicators and assess whether the project’s theory of change resonates with targeted communities and their needs and is relevant to the current context. Further, we expect to identify women and youth leaders and empower them in their leadership roles as well as identify gaps and opportunities in shared market spaces in terms of their contribution to peace and economic development in South Kordofan.


Geographic Locations


This project will target Kadugli and Dilling in South Kordofan. Specifically, this project will target government and rebel-held areas of South Kordofan. In Dilling and Kadugli, this project will target four communities: Dalai and Habila in Dilling and Kollo and Daliba in Kadugli.



 Duties and responsibilities:

  • Search expects the following deliverables from the external consultant(s) as they correspond to the timeline and budget:
  • An inception report detailing the methodology, data collection tools, and implementation plan including data collection, analysis, and report.
  • Any necessary training of data collectors or set-up of systems for data collection;
  • Supervision and participation in data collection;
  • Debrief after data collection and presentation of preliminary findings
  • Oversight of data coding and analysis;
  • All original data submitted to Search;
  • Draft report for baseline in English, for review by Search staff and partners;
  • Executive summary translated into Arabic
  • PPT presentation of key findings (English and Arabic)
  • Restitution session with staff and partners 

Final reports in English (20 pages max in length each, excluding appendices) consistent with Search branding and standards for baseline and assessment  report:

  • Table of contents
  • Abbreviations
  • Executive summary of the methodology, limitations, key findings, and recommendations
  • Context analysis
  • Background information (project specifics)
  • Methodology: Objectives, data collection and analysis, and limitations of the study
  • Research findings, analysis, with associated data presented (should be structured around the main objectives and should cover all indicators)
  • Indicator table showing all baseline indicators
  • Conclusions
  • Recommendations based on the findings
  • Appendices, which include detailed research instruments, list of interviewees, terms of references and consultant (s) brief biography.

Timeline: Search expects to finalize the recruitment of the consultant by the last week of February 2023.

  • Feb 13           Inception reports (methodology, tools, literature review & timeline)
  • Feb 19- 26    Data collection
  • Mar 12           First draft reports
  • Mar 26          Final reports & restitution session
  • Final deadlines will be agreed by Search and the consultant upon finalization of the contract.

 Minimum Qualification, Skills and Experience Required:

  • The following skills and experience are expected by Search for our evaluator for this project:
  • Proficiency in English and Arabic  (written and spoken);
  • More than 5 years of experience in project evaluation, including collecting data in interviews, surveys and focus groups;
  • Experience in conflict analysis and working with justice and civil society sectors;
  • Experience working with international organizations;
  • Experience conducting quantitative surveys and analysis;
  • Evaluation methods and data collection skills;
  • Familiarity and experience with contextual challenges in the geographic location(s) where the study will take place
  • Selection Criteria
  • Consultant proposals will be selected for:
  • Relevance of proposed methodology to the goal, objectives, and research questions for the project.
  • Quality of proposed methods, conflict sensitivity approaches, and quality control measures.
  • Qualifications of the candidate(s).
  • Proposed budget in relation to proposed methodology, deliverables and team.
  • Timeline for proposed activities.
