 Background:

Defining, coordinating and monitoring the epidemiological activities, ensuring the development of appropriate methodology and the quality of studies according to MSF protocols, standards and procedures in order to identify risk factors for diseases and to determine the optimal treatment approaches to clinical practice and the preventive medicine to be used in the missions



 
 Duties and responsibilities:

  • Defining, scheduling and organizing, in close collaboration with other medical team members, the annual epidemiological activity plan as well as its associated budget, in order to improve early detection of risk factors to better define treatment approaches and preventive practices. Leading the implementation of the protocols and epidemiological methodology, ensuring all related staff follows them in order to improve research efficiency
  • Supervising, according to annual plan, the epidemiological research activity ensuring that contacts with community groups and authorities are aligned with the objectives of the research and that the population participating in the research is properly informed. Reporting on the progress of data collection, on ongoing analysis of research or on any issue causing delay, in order to achieve epidemiological goals on time.
  • Advising the MSF medical team on epidemiological matters that arise in the course of their activity research, and when necessary, designing and implementing epidemiological tools and data collection to meet new epidemiological needs. 
  • Supervising data filing procedures, ensuring that all epidemiology software tools are properly used and are updated regularly, in order to ensure full data traceability and availability 
  • Planning and supervising, in close coordination with the HR department and the MSF vision, policies and values, the associated processes (job description, recruitment, training, performance evaluation, development and internal/external communication) of the epidemiological staff in order to ensure both the sizing and the amount of knowledge required, to improve staff technical capabilities, contribution and commitment to MSF values. 
  • Participating in operational monthly reports and organizing and/or assisting medical staff in preparing epidemiological reports related to health facilities and to researched areas
  • Together with the Emergency Project, carrying out key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advising on the operational response. 
  • Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases. Guiding activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff)
  • Managing the data systems and ensuring accurate, high-quality databases; analyzing results and preparing regular written reports on progress and findings for medical coordinator/HQ and when requested to external collaborators/networks (MoH, other NGOs, etc.)
  • Monitoring and Implementing initial Assessment (for emergency situation), rapid health assessments and (baseline or follow-up) surveys, a lone or together with the Emergency Project. Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot testing of tools to ensure the objectives will be met robustly with support of HQ epidemiologist
  • Preparing and adapting routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support of HQ epidemiologist. Preparing an appropriate sampling frame and sample selection guidelines with support of HQ epidemiologist.
  • Planning and supervising the associated HR processes of the staff under his/her responsibility (recruitment, training/induction, evaluation, potential detection, development and communication) and ensuring that staff exhibits required skills after training and pilot test
  • Providing training sessions to medical teams on relevant aspects of epidemiology and medical data activity, to enhance team response capacity

 
 Minimum Qualification, Skills and Experience Required:

  1. Education
  •  Essential: master’s degree in Epidemiology or Public Health. 
  • Desirable: specialization or training in tropical diseases or statistics.
  1. Experience
  •  Essential: At least 2 years work experience in tropical diseases or in public health in developing country. 
  • Desirable: Experience in field epidemiology
  • Previous work experience with INGO is an asset. 
  1. Languages             
  •  Mission language essential. Local language desirable.
  1. Knowledge
  •  Essential computer literacy (word, excel)
  • Desirable: Knowledge of any statistical packages, STATA, SPSS, EpiInfo,..
  1. Competencies
