 Duties and responsibilities:

Job Summary: 

As a member of the CRS Sudan country program’s central Monitoring, Evaluation, Accountability, Learning and Program Quality (MEAL/PQ) unit, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical support and advice to staff and implementing partner(s) in integrating Information, Communication and Technology for Development (ICT4D) into MEAL systems for advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Roles and Key Responsibilities:

  • Organize and lead the implementation of all assigned project MEAL/ICT4D activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards; MEAL policies, procedures and good practices; donor MEAL requirements, and industry good practice.
  • Ensure learning properly accompanies project activities throughout the project cycle by coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and gaps to inform adjustments to plans and implementation schedules.
  • Lead the roll‑out and implementation of feedback and response mechanisms (FRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FRMs.
  • Implement monitoring activities and processes according to the project’s detailed implementation plan and MEAL system. Ensure the quality of monitoring data through data quality checks.
  • Supervise and perform ad hoc inspections of various MEAL processes and resources at project sites to ensure timely project activities implementation, and adherence to established process standards and procedures. Ensure proper tracking of resource use for project MEAL activities through periodic budget reviews and follow‑up, with assistance to implementing partner.
  • Coordinate and oversee MEAL‑related working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Identify and respond to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.
  • Support and coordinate MEAL and ICT4D capacity building and technical support activities and optimize partner participation and capacity development in the implementation of efficient and innovative MEAL systems. 
  • Coordinate provision of any MEAL‑related logistical and administrative support to staff and partners.

Ensure timely project documentation for assigned MEAL/ICT4D activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports, and documentation of case studies and promising practices

 


 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications

  • Bachelor's Degree required. Degree in International Relations or in the field of monitoring and evaluation would be a plus.
  • Minimum of 4 years of work experience in project support, ideally in MEAL/ICT4D for an NGO.
  • Additional experience may substitute for some education.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), web conferencing

applications, and digital data management systems (e.g., Kobo, ODK, or CommCare).

  • Experience monitoring projects and collecting relevant data.

 

Preferred Qualifications

  • Experience working with partners, participatory action planning and community engagement.
  • Staff supervision experience 
  • Experience with data analysis tools (PowerBI, SPSS, ArcGIS) 

Required Languages - Fluent written and spoken Arabic and professional level of written and spoken English required.

 

Travel - Position is based in Khartoum. Must be willing and able to travel up to 50% to project areas in Darfur.

Internal: CRS Sudan country program MEAL/PQ Unit, West/East/Central Darfur Head(s) of Office, operations and project staff in Khartoum and Darfur, Deputy and Head of Programs, CRS Regional MEAL/ICT4D Advisors

External: Relevant government departments as relevant, local partner staff
